Supported the CPIC process to align Information Technology (IT) investments with the client’s strategic plan and budget, and enable effective selection, control and evaluation of IT investments. Supported the four phases of the CPIC process: Pre-Select, Select, Control, and Evaluate per the CPIC process guide. Used the CPIC process as a foundation for building the IT Management Portfolio, consisting of gathering reliable data on all IT investments and setting goals, priorities and performance measures. Ensured IT investments and acquisitions comply with Federal laws, Office of Management and Budget (OMB), United States Department of Agriculture (USDA) and the Natural Resources Conservation Service (NRCS) guidelines and directives. • Continually monitored all ANG system and initiatives in EITDR to ensure compliance with DoD, AF and SAF/XC guidance.
• Assisted EITDR and IT Lean users on a daily basis with training, access, user role assignments and help requests averaging close to 20 requests per week. There has been a steady stream of help requests from the staff as well as the field in the past year due to the number of additional circuit enclave systems records added into EITDR and the increased attention being paid to the Certification and Accreditation (C&A) process.
• Oversaw 221 Circuit-Enclave records EITDR. Attended training on the new C&A Workflow functionality which recently became available to EITDR users. Users will now be able to create their C&A executive packages and submit them for certification and accreditation separate from EITDRs IT Lean acquisition process.
• Oversaw certification determinations by the Air Force Network Integration Center (AFNIC) and accreditation determinations by the Air Force Designated Approving Authority (DAA) tracked in EITDR, and the resultant artifacts (Authority to Operate, Authority to Connect, etc.) This effort, in support of NGB/A6CS (Information Assurance Branch) and the 88 field units, receives high praise for my expertise and responsiveness. All inquiries, either by phone, email or in person, are responded to immediately in most cases and always in less than 24 hours.
• Assisted all ANG Directorates with all their EITDR needs, including over 50 hours of classroom and over-the-shoulder training annually and a featured presentation at the annual NGB Joint IT Conferences.

Chief Executive Officer of a 450-person squadron with resources of $100 million and a budget of $250 million that implemented operated and maintained base communications-computer and audio-visual systems for over 12,000 employees at the Sacramento Air Logistics Center.
• The Chief Information Officer for McClellan AFB and Sacramento Air Logistics Center. Installed a base network firewall to prevent illegal access attempts…zero hacks and viruses.
• Outstanding leadership cemented the transition plan due to base closure to move the Defense Meteorological Satellite Program to Colorado Springs, CO. The plan was approved by AF Material Command commander and ensured continued worldwide customer support.
• Installed secure local area network and improved connectivity 500 % to Patrick AFB.
• Rapid assistance to forces in Dhahran, Saudi Arabia restored critical weather mission data.

Led a military and civilian work force of 287 people in 22 work centers, managing over $90 million in resources and a budget in excess of $1.75 million. Directed the operations and maintenance of HF radio systems, which included Mystic Star Presidential/VIP and airborne command post communications. Also led the regional AUTODIN Switching Center, Base Communications Center, and base telephone switchboard and land mobile radio system. Additionally was the base Special Security Officer.
• Provided critical program management expertise to the Air Staff, Air Combat Command, the Defense Information Systems Agency and the Air Force Material Command Base Relocation and Closure teams in moving the West Coast/Pacific long-haul communications gateway to Beale AFB. This effort allowed the move to occur 3 years ahead of schedule and saved $15 million in relocation costs.
• Directed per-call repair contract for base radios; lowered repair times, saved $113K.
• The organizing chair of a newly established Voice Communications Panel. Clearly defined a coordinated base architecture and policies for cellular phones, telefax equipment, phone relocations and voice mail. All base customers highly praised this new initiative.
• Leadership of the Special Security Office greatly improved customer satisfaction in only 2 months. Took over a poorly managed base office and smoothly integrated it into the unit.

• Preplanned the closure of Northern Europe’s single most communications intensive mission at RAF Chicksands, United Kingdom. Streamlined all subsequent drawdown processes and optimized the reallocation of over $19 million in equipment and resources.
• Communications team leader for the drawdown of Hahn AB, Germany. Successfully closed the Hahn AB communications-computer infrastructure and resolved sensitive political issues of co-use with the host nation. Kept the Air Force out of disagreements between German federal and state governments, and German industry.
