I was hired to manage implementations and application support and act as primary contact for clients of Weballeycat’s web development services, hosted services and training and competency assessment software product: TRIMS/CATS (Training Records Information Management System / Competency Assessment Tracking System). Weballeycat develops custom web applications and software solutions that streamline business processes and enhance productivity.
* Manage implementations, customizations, design specifications, interfaces, conversions, report writing and web development provided by application support staff and contracted technical resources. Report status of implementations and client support to the President of Weballeycat Associates, Inc. Provide post-implementation audits; manage post-implementation support and customer relationship. Provide presales support which includes proposal writing, and preparing and delivering presentations to prospective clients.
* Web applications are developed in PHP, MYSQL, Flash and Cold Fusion. Reports are written using Crystal, Cold Fusion and custom SQL Statements.

I was hired by the Information Technology department of The Jewish Home & Hospital Lifecare System to manage and coordinate multiple systems implementation projects, system evaluation and selection projects, and IT day-to-day operations support of Financial, Procurement, Human Resource, Administrative Systems and Community Services (Clinical and Financial systems for Long Term Healthcare, Homecare, Adult Daycare, Kittay House Assisted Living, and (HAPI) Home Assistance Personnel Inc.)
* Manage and coordinate system implementation and development life cycle which includes contract negotiations and evaluations and management of project budget, project implementation team, change management, project resources, vendors and consultants, conducting post-implementation audits, writing policies and procedures, project implementation plans, RFI’s and RFP’s, and project workbook. Manage vendors, consultants, super users, IT technical and application staff support of systems in production which includes customizations and upgrades, custom reports, external and internal interfaces, system optimization and application development, defining systems specifications and conducting functional analysis and design requirements, providing quality assurance testing of software, user training and support documentation, determining and managing the capital and operating budgets and facilitating IT purchases, writing support policies and procedures.
* I wrote JHH's IT standard for the System Implementation Life Cycle and managed implementations and application support for 11 years at JHH. I was a member of JHH's Quarterly Executive Steering committee and JHH's Strategic Systems Committee focusing on Electronic Health Record, Bronx RHIO, Data Warehouse, Business Intelligence, Revenue Cycle Management and Decision Support Systems. I conducted meetings with Human Resources, Finance, Materials Management and Community Services Management focusing on system implementation, operational issues, system optimization, and application development.
* Responsible for 8 direct reports and up to 30 indirect reports: Responsibilities include recruitment, evaluation, career-path planning, promotions, transfers, disciplinary actions and terminations. Managed the day-to-day systems and application support provided by staff. Direct reports includes the Database Manager supporting Oracle and Microsoft SQL Server databases for all systems utilizing those databases (Lawson, 3M Homecare), the Operations Manager supporting AS400 and RS/6000 environment and applications (Reliable Health System, American Healthcare) (Unix and OS400 operating systems) , Application Support Specialists, Project Managers, and Homecare Laptop and Desktop Support. Indirect reports included IT staff supporting LAN/WAN Network, Cisco Routers and Switches, File, Print and Remote Access Servers, Workstations, Time clocks, Internet Access, Veritas Backups, and Disaster Recovery/Hot-site.
* Billing Systems, Reimbursement, Claims processing and Revenue Cycle Management: Responsible for implementing and supporting all systems supporting claims (837) and reimbursement (835) to and from Medicaid, Medicare, Managed Care and Private Insurance. Systems include Reliable Health Systems (Long Term Healthcare), American Healthcare (Adult Daycare), 3M (Homecare Billing), Mckesson – NDChealth Electronic Claims Processing and Revenue Cycle Management System, Bluemark EASY Medicaid Application Processing system allowing for all electronic submission of all forms and supporting documentation directly to NYC HRA for adjudication. Responsible for managing the implementation and support of HL7 compliant interfaces.
Responsible for managing all application forms, internet and communication software (PC ACE, Eden, ProComm Plus, Ivans) access to EMEDNY/EPaces, Medicare and Omnipro.
Responsible for Managing all issues, upgrades, support, customizations, interfaces and regulatory changes to these systems which included HIPPA Compliance, 270 and 271 EMEDNY Eligibility, Coverage, Benefit Inquiry, Medicare Part D, HCPCS codes, CCI Edits, etc.
* Report Writing: Managed and supported all reports created by application support staff. Report writers used were Crystal, Reportsmith and Custom SQL Statements.
* Electronic Health Record: At JHH I managed the Electronic Health Record evaluation and selection project. The project included evaluations of eClinicalworks, NextGen and Allscripts as well as the evaluation of consulting firms to document workflows, policies and procedures in support of an Electronic Health Record implementation effort.
* Application Development: Managed the development of in-house training system, employee health system, IT Software Request Form System, and HR on-line transaction forms.
* Technical Environment: Systems were implemented on a LAN/WAN multiplatform environment connecting four major sites, 1200 users and 62 file servers. Platforms included the RS/6000 (Unix), AS400 (OS400), Windows Servers, and hosted environment utilizing VPN. Databases include Oracle, Microsoft SQL Server and Proprietary databases. Remote access provided through Metaframe Citrix Servers.
