Administrative Officer/Budget/Procurement Analyst
Budget expert with establishing procurement and budgetary functions; to include initiating internal and external requisitions for services and or suppliers and by determining the needs of various offices in the Federal Government through a financial system called Momentum. This procurement tool combined the overall budget for the agency and individually captured each office total budget allotted for expenses and expenditures. I worked closely with Director and Executive Officer at each stage of the budgetary process; solicited program requirements from Service Chief (s), prepared cost estimates and budget requests for both “going rate” (GOE) and Salary Expenses (S&E) funds. I prepared the preliminary financial operating plan for the entire division in all areas of services; also, maintained an accurate account of spending trends and potential fiscal funding challenges as it related to the entire budget. I coordinated and maintained communication between the Executive Officer and the Office of Contracts to ensure that budgetary procedures and processes were in place to comply with the appropriate Federal Procurement Regulations and internal IBB (International Broadcasters Bureau) policies on small purchases and contracting and procurement data and reports.
I initiated each procurement function based on need and the availability of funds. Worked closely with service chiefs to identify areas needing additional funding for upcoming fiscal appropriations, to include salaries, administrative, bureau budgets and contracting, based on prior year allotments. Performed budgetary functions to include budget formulation, by meeting with Service Chiefs along with the Division Chief to establish a strategy for fiscal funding appropriations to manage services and programs provided by the agency; budget execution, to ensure funds were disbursed appropriately to the components to execute services within the scope of mission practices, as well as adhering to the rules and regulations of government funding appropriations.
I reconciled the expenditures and allotments for the entire division; utilizing an excel spreadsheet, to include transferring funds within agency accounts to ensure funds were available to cover expenditures. Served as the signing official to establish that funds were available. Monitored spending trends referencing all accounts to include, Personal Service Contractors, Purchase Order Vendors and Overseas Stringers (contractors), Blanket Purchase Orders to ensure expenditures matched the beginning allotted funds and to prevent over spending an account without funds to cover the services or items (ratification).
Accounted for deliveries and signatures from appropriate parties; performed accounts payable and receivables, processed invoices for services rendered under vendors, monitored arrival times and destinations, for services, supplies, personnel management, training, management and requisition of purchase order talent, effective and efficient management of space, office equipment, automated systems and other administrative support.

I engaged a process to ensure each individual agency’s cardholders reconciled with my accounting on a monthly basis; and to provide individual statements in a timely manner and maintained a filing system containing all documentation pertaining to GPC purchase card holders.
As an Administrative Assistant, I performed the duties affiliated with Governmental travel, vouchers and grants using a travel system E-2, initiating each individual travel function to include itinerary, per diem, passport and currency exchange. Established a process that followed the traveler for the entire process until the trip was completed. I am knowledgeable of the travel systems and thoroughly aware of potential system challenges or systematic issues by securing all technical, administrative and or operational potential problems are noted and addressed, and resolved in a timely manner.
