• Spearheaded organizational change initiative toward philosophy of community policing, establishing Citizens’ Police Academies and assigning officers to hold meetings in neighborhood watch areas. Succeeded in building coalitions between community and officers and closing distance between those two groups.

• Developed strategic partnerships with schools, hospitals, government entities, and community organizations.

• Planned and managed building process for new $3 million police facility from concept through completion; researched comparably sized departments to evaluate size of facility needed, involved community in planning and RFP process, oversaw building and budget, and moved department out of 3,400-square-foot building into 12,100-square-foot facility.

• Authored comprehensive employee manual that included job descriptions, rules of conduct, and policies and procedures, working across departments to ensure manual was implemented and followed.

• Led task forces such as Joint Terrorism Task Force, Stark County Joint Fugitive Task Force, Metro Narcotic Unit, and Child Internet Crimes Task Force; met with groups to determine their needs and assigned personnel.

• Participated on planning board that launched Child Internet Crimes Task Force.

• Joined three departments to create “West Star” joint tactical team to combine forces for high-risk entries.

• Presented methodology for change management in investigative division; used best practices to make personnel changes and refocus timelines, benchmarks, and objectives for case investigations.

• Increased use of intelligence in criminal investigations, using informants and other avenues to identify high crime areas and key players; for example, focused on intelligence to target areas of drug trafficking.

OHIO OFFICE OF CRIMINAL JUSTICE SERVICES 1995-1996

Community Policing/Crime Prevention Coordinator, Columbus, Ohio

• Developed and presented School Resource Officer project that was adopted statewide.

• Managed several community policing committees and drug task forces with statewide jurisdiction and served as program manager for Community Oriented Policing Technical Assistance Program (COP TAP).

• Wrote and managed $1.2 million grant from Office of Community Policing Services.

JACKSON TOWNSHIP POLICE DEPARTMENT 1982-1995
