Project Enhancement Corporation (12/16/2009 – 7/1/2011) – Senior Project Manager

District of Columbia

Conduct reviews at each major Department of Energy (DOE) Environmental Management (EM) site. This review is being conducted to fulfill EM's responsibilities under Department of Energy (DOE) Order 430.1B (Real Property Asset Management) and 10 CFR 851 (Worker Safety and Health Program) in order to identify and share best practices within EM. The review will further EM's strategic goals to: Improve Safety Performance and Establish Strategic Options for the EM portfolio in order to smartly reduce the overall cost of the program, complete cleanup activities faster in an environmentally safe manner, and return assets to the surrounding communities. Evaluate the site maintenance program in two parts: A review of the site's management of its overall maintenance program, and physical surveys of selected facilities to determine the current state of maintenance.

Monitor progress of budget and schedule requirements of DOE milestones for the American Recovery and Reinvestment Act. Projects occur throughout the United States at various DOE locations for cold war legacy nuclear cleanup.

Assess the impact of Executive Order 13514 Federal Leadership in Environmental, Energy, and Economic Performance. Work with DOE officials to develop strategies to meet goals set by the President in the Executive Order.

Develop strategies to maintain aging DOE facilities so that the infrastructure remains sound. Aging facilities must be maintained before cleanup in order to ensure the safety of personnel, property, and the environment.

Develop a detailed refined product reserve options study. Assisted DOE employees in conducting an analysis of options to establish a petroleum product reserve response capability for the Southeast region of the United States in order to determine whether the DOE should add significant product reserves to its Strategic Petroleum Reserve inventory, and if so, where to locate the reserves to enhance their effectiveness.

Manage the Base Operation Support Services contract, consisting of 25 contract personnel and 15 subcontracting companies. Provide and manage all the necessary support services for the FLETC, DHS Cheltenham, Maryland. This includes: student support services, drivers training support, vehicle maintenance, grounds maintenance, snow removal, landscaping, logistical support and warehouse management, shipping and receiving, postal services, janitorial services, pest control, administrative educational aid services, firearms range master services for the Largest Indoor Firearms Range in the World. Other related areas of responsibility are as follows: issue, store, maintain, and secure over 500 varieties of weapons, over four million rounds of ammunition and other tactical training equipment.

Develop and implement the center wide preventive maintenance program for mechanical, electrical, lighting, lead collection, and fire prevention systems.

Manage preventive and corrective building maintenance to target systems, boilers, chillers, electrical, variable air volume units, air handling units ranging in size from 3 tons to 100 tons, and other related HVACR equipment.

Oversee all contract construction projects as well as all repair and renovation projects.

Oversee all aspects of lead removal and materials clean-up. This includes clean-up of lead contaminated firing ranges and replacement of lead contaminated High Efficiency Particulate Air filters for HVAC system.

Oversee and provide environmental sampling and air monitoring to ensure the cleanliness and safety of the ranges for every day use.

Responsible for all aspects of hazardous material and hazardous waste management. This includes spill response and clean-up under 29 CFR 1910.120. This also includes all reporting requirements under the Emergency Planning and Community Right to Know Act (EPCRA) and Tier II for the Environmental Protection Agency (EPA).

Develop and implement environmental management system policies and programs that conform to various elements established by ISO 14001. This includes the Installation Environmental Policy, Installation EMS procedures, management programs, management reviews, and implementation of the Hazardous Substance Management System (HSMS). This lead to ISO 14001 conformance and self certification.

Redesign entire stormwater management program and execute the physical modifications necessary to meet all Maryland State stormwater regulations. This includes stormwater pond design and construction.

Start up the first of its kind facility. Managed the contract maintenance team of 15 people that is responsible for lead removal, hazardous waste management and materials clean-up.

Role involved training employees on the proper use of personal protective equipment; fit testing employee respirators; monitoring firing range clean-up operations; assessing lead levels on the ranges via dust swipe sampling and air sampling; developing an explosives safety program; developing noise and vision protection programs; hazardous waste handling including environmental and transportation issues; and developing all Environment, Safety and Health programs and plans related to the facility operation.
