OVERVIEW
Steve Fraser has over 15 years of experience as a Safety Specialist for 3M Company, Hawaiian Dredging Construction Company, Grace Pacific Construction Company, E.E. Black Construction Company, Dick Pacific Construction, LLC. and was a Senior Safety Consultant and Instructor for Hawaii Safety Network, during the same time period.
During the course of his extensive experience, with 3M, he developed and standardized a comprehensive respirator safety program and training criteria for Hickam Air Force Base Mortuary, that was later adopted at all Air Force and Army Mortuaries located in Japan, Korea, and Okinawa. He is recognized as an expert in Respiratory Protection by the State of Hawaii, Guam, and Federal OSHA.
His duties included performing jobsite specific safety and health inspections, safety and health training, such as, hazardous spill cleanup, hearing conservation, hazardous communications, ergonomics, and respirators. Other duties included performing safety audits and presenting certified safety and health training classes in accordance with Federal OSHA Standards, the Army Corp of Engineers Health and Safety Manual, EM 385-1-1, at the Naval Station, Naval Air Station, Naval Seabees Battalion, and Anderson Air Force Base, Guam. He conducted safety and health inspections and training for Micronesia Mall, Anderson South Base Housing, Naval Station Ship Repair Facility, and the Guam landfill.
Mr. Fraser preformed extensive safety and health consulting and audits for Hawaiian Dredging Construction Company, E.E. Black, Dick Pacific Construction, and Grace Pacific Construction for all types of construction, such as, up to 44 story concrete buildings, precast concrete structures, the Ford Island Bridge project, Pearl Harbor, H-3 viaduct and twin tunnels, major highway construction and paving, Military single-family homes, and Marine operations in Hawaii, Guam, and Washington State, to name a few.
Served as a Site Safety & Health Officer (SSHO) with responsibility for overall safety of projects including; monitoring safety reports, leading safety meetings, accident prevention education and training, compliance with OSHA and EM-385-1-1 regulations, and corporate safety programs. Vast knowledge and training in all aspects of accident prevention, safety education, emergency medical training, and hazardous materials awareness.
Steve has been trained and certified as a Safety Officer and Safety Competent Person and has passed the 30-Hour OSHA Construction Safety Course, 40-Hour Army Corp of Engineers EM-385 1-1 and has several specialty certifications for safety.

Marine Recruitment Barracks Complex, Marine Corps Recruit Depot (MCRD), San Diego, CA. Contract No: N62473-09-C-1205. Design-Build Contract. Design-build construction of a physical conditioning recruit barracks, recruit training barracks and a sports medicine and reconditioning therapy clinic, P-293, P-294, and P-316 at Marine Corps Recruit Depot (MCRD), San Diego. The primary project objective was to balance building function with an optimized site layout to support the basic training missions for the Marine recruits. The structures were designed with a pile-supported foundation, cast-in-place concrete floor slabs and columns, and masonry interior and infill walls. Dewatering measures were also implemented. Total square footage: 252,413 square feet. Awarded 08/18/2009 – completed 01/13/2012 (est.). Award amount: $56,151,954 – final contract amount: $77,068,817 (est.).
USMC Bachelor Enlisted Quarters, BEQ Package #1 (BEQ P-097 Chappo), MCB Camp Pendleton, California. Contract No.: N62473-08-C-8654. Design-Build Contract. The total contract work consists of the Design-Build of five (5) new Bachelor Enlisted Quarters located on three separate sites. The BEQs include multi-story, masonry buildings: BEQ P-097 (22 Chappo Area - 200 Rooms); BEQ P-115 (13 HQ Area - 200 Rooms); BEQ P-170 (41 Las Flores Area - 200 Rooms); BEQ P-1000 (13 HQ Area - 100 Rooms); BEQ P-1003 (13 HQ Area - 200 Rooms) - for a total of 900 rooms. Multiple buildings included the main BEQ structures (3- and 4-story), separate Activity Buildings (1-story), and a separate Mechanical Building for each BEQ. All spaces were designed to comply with ADA. Each facility was sited for secured operation and Anti-Terrorism/Force Protection (AT/FP) concerns. All AT/FP stand-off requirements were incorporated into the final design and construction. Awarded 09/23/08 – Completed 11/16/10 (est.). Bachelor Enlisted Quarters (P-206/P-028) & Enlisted Dining Facility, Marine Corps Special Operations Command (MARSOC), 41 Area Las Flores, MCB Camp Pendleton, CA. Contract No.: N62473-07-C-6036. Design-Build Contract. The work consists of Design-Build of a new Bachelor Enlisted Quarters (P-206/P-028) and Enlisted Dining Facility. The BEQ includes a maximum 68,620 sf, multi-story, masonry building. In addition to BEQ P-206, the work will include BEQ P-028, an additional BEQ of the same size, basic configurations and number of room modules. The Enlisted Dining Facility includes approximately 22,000 sf in a single-story masonry building with a standing seam metal roof. Awarded 09/26/07 – Completed 11/10/09 (est.).
