I recently held the position of Senior Project Controls Specialist within the Project Controls Group of Faithful + Gould. I was assigned to the BP US Pipelines Group in Warrenville. I developed and monitored resource loaded schedules (EPS, OBS, WBS) for the BP US Pipelines Group tracking all aspects of the Project Controls. I produced monthly reporting of Earned Value, Cash Flows, Forecasts and Risk Analysis and associated reporting. I monitored contractor’s schedules and reviewed progress on a monthly basis. I provided in-depth delay claim analysis as needed. I met with the general contractor and performed field visits on a regular basis and verified data against the current schedule. I utilized P6 and P3.
BP cut back consultant services nationwide as a cost savings measure and eliminated Faithful + Gould’s services in Pipelines as of March 13, 2009. I am available to start work immediately.

Public Building Commission of Chicago
I held the position of Chief Project Controls Engineer Specialist within the Project Controls Group of Parsons in Chicago. I analyzed all contractor schedules developed for the Public Building Commission (PBC) of Chicago on a bi-monthly basis. The PBC builds and renovates public facilities for governmental agencies in Chicago and Cook County. Projects include the construction of Chicago Public Schools, Chicago Public Libraries, Chicago Police and Fire Stations and other City of Chicago Projects.
I also conducted detailed delay claim analysis including time impact analysis, fragnets, backup documentation, cost impact and schedule analysis and other associated studies as needed. I reviewed contractors Pay Applications, conducted field checks to verify progress, provided detailed cost reporting including earned value and forecasts, ensuring that PBC projects were on schedule and within budget. I also maintained over 40 Design Schedules within a Master Schedule, developed bi-monthly Project Status Reports for the PBC and work closely with Project Managers providing them with updated schedule information key to the success of their projects.

$225.9 Million Reconstruction of Chicago Transit Authority: 14 Elevated Stations and Structures on the Brownline. I was the Chief Construction Scheduler responsible for preparing and updating P3 schedules for 14 CTA Elevated Stations and Structures. The 14 stations are grouped into 4 separate contracts and corresponding Primavera Schedules totaling 11,488 activities. The project included the construction of new 14 new Station Houses, Platform Widening and associated track work. Scheduling responsibilities included weekly schedule updates, Delay Claims, Time Impact Analysis, Fragnets, Pay Applications and submittals. I also developed detailed P3 schedules for both the Civil and Building Departments including, but not limited to:

Annual General Consultant Services - Illinois State Toll Highway Authority, Northern, Illinois. I held the position of Chief Construction Scheduler responsible for the development of the Master Schedule for the Ten Year $5.3 Billion Capital plan for the 274 mile Illinois Tollway. I was also responsible for reviewing and monitoring P3 construction schedules from outside contractors and conducted claims analysis.
Specific tasks included the development of a Master Schedule for the Ten Year $5.3 Billion Capital Plan. I evaluated and ranked system-wide needs to identify candidate projects for inclusion in the Capital Plan, working directly with Tollway management. I conducted detailed schedule and detailed cost analysis utilizing P3 Scheduling Software. I produced monthly cash flow analysis of the Capital Plan and briefed the Engineering and Finance Departments of the Tollway weekly. I also trained Tollway staff members on using P3 scheduling software.
I analyzed information regarding pavement and bridge conditions, traffic and plaza operations, overall revenue, condition of tollway facilities and buildings, maintenance and operation costs and condition of roadway appurtenances as part of program development. I also developed templates for the Master Schedule for the construction of Open Road Toll Program and the I-355 North South Extension. I was directly involved with the daily operations and transportation planning activities for the Illinois Tollway.
I was responsible for preparing the Consulting Engineer’s Annual Report. The Annual Report provides detailed condition of the Tollway system and documents major accomplishments of the previous year. I tracked all ongoing and planned ISTHA civil projects using P3 and produced associated reports to track progress to date. I assisted with the compilation and analysis of field data for the Annual Inspection Reports. The analysis provides insight of which strategies of repair will be appropriate for individual sections of roadway.
I was responsible for preparing the annual Maintenance and Operations Report that summarizes annual expenditures for each department at the Illinois Tollway.

Intelligent Traffic Systems, Inc.

I was Project Manager for a Phase I study to examine using Automatic Vehicle Identification (AVI) based Traffic Management System for Interstate 90/94 (Kennedy Expressway) for the Illinois Department of Transportation (IDOT). This was the first use of AVI technology in Chicago which went on to become the I-PASS system in use today. The Kennedy Expressway is one of the most heavily traveled expressways in the Chicago area. During its reconstruction, the pavement traffic sensor loops were being removed and replaced as part of the two-year reconstruction.
The focus of the study was to review all manufactures of AVI technology and recommended the best-suited company capable of gathering travel time data, incident management data, congestion indexing, and origin/destination information. I performed field inspections and compiled all data into a final report and presented my findings to IDOT. This was the first proposed use of AVI technology in Chicago.

Metropolitan Planning Organization for the Chicago, Illinois Urbanized Area
I held the title of Regional Systems Analyst responsible for short range planning initiatives. I assisted with the preparation of the Transportation Improvement Program. I conducted numerous traffic engineering and planning studies throughout the Chicago Region. I was a member of the Mayors Traffic Management Task Force and the O’Hare Airport Ground Transportation Committee. I also served as planning liaison to the Private Transportation Providers of Northeastern Illinois. I was editor of the semi-annual Journal of Operations Review.

Metropolitan Planning Organization for the Terre Haute, Indiana Urbanized Area
Served as the Chief Transportation Planner for the Metropolitan Planning Organization in Terre Haute, IN. Primary responsibilities included preparing and presenting the Long Range Plan for the Terre Haute Urbanized Area. I conducted numerous traffic-engineering studies, construction supervision, section 15 reports, preparing the Transportation Improvement Program, Work Program, Transportation Systems Management document and the Traffic Accident Report. I also maintained and updated zoning districts.

I held the position of Construction inspector for the Illinois Department of Transportation, District 5. I supervised the contractor’s work on the Route 51 Maroa by-pass and the reconstruction of Route 1 in southern Illinois. Inspection duties included all aspects of bituminous paving, continuously reinforced concrete paving, drainage, construction of two bridges, and material testing.
