SUMMARY
Senior level of Electric Utility Manager with extensive experience in design, engineering, construction, operations and maintenance of high voltage transmission lines, distribution systems, substations, generations, renewable projects, and customer service. A registered electrical engineer in California, and worked for municipal utilities and research centers, experienced in project finance and project development and industrial installations. Also, specialized in T&D at voltages 12kV to 1050kV AC and 1500kV DC. Engaged in AMR, smart meters, demand response, system automation, and distributed resources.
Prior to my US experience, before 2000, I was a Transmission and Distribution (T&D) Manager, Assistant to the General Manager; responsible for transmission, substation, distribution and customer service activities for seven years, and Project Manager for four years responsible for construction of substations, transmission and distribution lines in Eritrea Electric Corporation (EEC), Eritrea; a Section leader responsible for planning, design, erection, maintenance, and repair of diesel power plants, construction of distribution systems, and industrial & commercial installations for ten years, in Eritrea Technical Department (ETD), Orrotta, Eritrea. In addition, before my graduation as power engineer, graduated from technical school I have three years experience in Ethiopian Electric Light & Power Authority (EELPA) and two years in Ethiopian Air Lines as distribution technician and electromechanical technician respectively.
EXPERIENCE
- Plan, organize, direct and coordinate the activities of electric powers system including generation, transmission and distribution that is installation, construction, operation and maintenance in the electric utility industry.
- Operate of transmission and distribution systems including the substations, warehousing, metering, streetlight facilities and customer service; coordinate operation and maintenance activities with other sections, divisions, departments or outside agencies and utilities and provide technical support to higher management.
- Prepare of contract documents, specifications of equipment and materials, and procurement; standard construction drawings; manuals, procedures, rules and regulations;
- Supervision of project development including their preparation and implementation;
- Review, check and approve engineering designs; update standard manuals & procedures, rules and regulations.

Senior Power Engineer September 2007 to Present
- Prepare: transmission & distribution (Oh &UG) lines, substations, and streetlight facilities projects; contract documents; standard construction drawings; specifications of materials & equipment and procurements.
- Plan and prioritize projects and work assignments in the engineering group in the utility.
- Supervise construction of capital projects and developments; warehousing including set of minimum stock level of equipment and materials in the warehouse.
- Review, check and approve engineering designs; update standard manuals & procedures and recommend a proposal for approval by the City Council.

Major Projects and Accomplishments:
- Supervision of Killelea Substation Rehabilitation Construction Project including commissioning procedures, and energization of the substation.
- Introduction of cable rejuvenation project for old & direct buried underground cables.
- Design of 12kV main feeder to Roynalds Ranch development, including overhead and underground lines, installation of pad-mounted transformers & switches, and protection coordination of the switch to the feeder;
- Conversion of 4.16kV to 12kV system.
- Modeled the distribution and transmission system to perform engineering Analysis and protection coordination in the system in Milsoft Solutions.
- Manage the design of 60kV power line project from White Slough to West Side substation, and design of Westside Substation.
- Replacement of the conventional meters with AMR smart grid meters.

Major Projects and Accomplishments:
- Designed: 12kV main feeder line from the main Island to Bay Farm Island including overhead and underground lines plus crossing the bay; distribution feeders for a residential development project of 300 homes (Catellus Project); that is including rerouting of 115KV transmission line, relocation of several 12KV trunk feeders, conversion of overhead lines to underground, installation of new primary and secondary distribution system, and installation of new streetlight lines; two feeders lines for two of 2.5MVA transformer stations including the arrangement of the transformer stations in Alameda Point, Shipyard Maintenance; pilot wire protection for 115KV transmission line between substations.
- Prepared a replacement and upgrade of UPS system in the dispatch center of the Utility.

1. Project Manger 01/1997 – 0 6/2000
- Planned, organized, and directed a team in generation, transmission & distribution lines, and substations constructions, inspection and testing and energize of power system facilities and equipment.
- Supervised and approved equipment and material deliverables for main projects, construction of 132kV & 66kV transmission lines, and 132/66/15kV substations
- Prepared periodic, progress, and project closing reports.
- Managed budget, and approved payments to the contractors according the performed activity.

2. Transmission & Distribution Manager 06/1991 – 01/1997
- Set goals, organized directed and coordinated the activities of electric powers system including generation, transmission and distribution; that is installation, construction, operation and maintenance including customer service and management of the 1000 employees in the Utility/State.
- Planned and designed major projects of transmission lines, substations, and distribution lines which include rural electrification, voltage conversion, and new system developments.
- Reviewed, checked & approved electrical designs for the Municipality of Asmara
- Prepared & instructed training programs for: generator operators for the self contained system, generation & transmission operators for the interconnected system.
- Prepare and manage capital and running budget for the distribution system in the utility
Major Projects and Accomplishments:
- Supervised construction of: 80MW power generating plant; two of 132kV/66kV/15kV, with two transformers of 100MVA each, and three of 66kV/15kV with two transformers of 12MVA each substations; 63 miles of 132kV transmission line, 113miles of 66kV sub-transmission lines.
- Designed and implemented electrification 10 villages; interconnection of seven small cities and towns to the main grid, and maintenance of 65 miles war damaged 50kV line, and four substations.
- Planned and design Massawa regional grid system which includes extension of 40 miles of 66kV line, three substations of 66/15kV, and voltage conversion of the distribution system inside the Port of Massawa. The project cost was $20 million.
- Voltage conversion and selection for the city of Asmara, the capital City of Eritrea. Medium voltage is converted from 5.5kV to 15kV, and the low voltage from 220/120 volts to 380/220 volts 3-phase system. The study included conversion of overhead lines to underground lines in the center of the city; power quality, voltage-drop in the system. The project cost estimated to be $120 million.
Eritrea Technical Department
Power Development Unit Leader 01/1983 – 06/1991
- Planned, designed, and implemented various distribution system; industrial installations; erection, maintenance, and repair of diesel power plants, submersible water pump stations.
- Prepared specification & procurement of materials & equipment; manuals, and operational guidelines; training programs and also instructed.
