Project Management Methodology and Control 10+ years

Sr. Project Controls Engineer, DeNuke Services/EnergySolutions Projects, DOE’s Uranium Enrichment Facility, Paducah KY, 2008 – 2010

Brought in by EnergySolutions, a first-tier subcontractor to Paducah Remediation Services (DOE prime contractor), to develop a detailed project plan for their portion of the site remediation work. Plan was required to be in support of the DOE prime contractor’s overall project plan, milestones, and cost allocation, in support of projects involving the dismantlement, remediation and removal of contaminated structures, equipment, and materials. Evaluated PRS’s overall general plan to determine all contractually-estabished milestones, budgets, and schedules, then established detailed working-level plan for EnergySolutions to ensure sufficient scope definition, allow resource-loading, and implement EVMS requirements. Required ability to roll-up cost and schedule performance indices (CPI/SPI) into the overall general schedule of the prime contractor, whlie providing the ability to accurately reflect project cost, schedule, and scope performance of EnergySolutions’ portion of the work, which was integrated throughout the prime’s scope of work. Maintain resource-loaded schedule in compliance with EVMS.

Project Controls Manager, Alliant-Energy Smartburn projects, Madison WI, 2008

Built Project Controls competency using Primavera P5 enterprise framework to integrate multiple Smartburn projects into a single portfolio. Worked with individual project teams to train and develop them to use a consistent approach and allow Alliant Energy to accurately assess performance measurement across multiple emission reduction projects at their fossil power plants. Developed WBS, Resource Integration and Baselining techniques to be used across all projects.

Master Scheduler, EPC Fossil Scrubber Project, Babcock and Wilcox, Barberton, OH, 2006

Established project plan for design engineering, procurement, and commissioning (EPC) of $200M+ scrubber at a fossil fuel power plant, using Primavera P5 and P6. Also supported associated transmission and substation projects.

Wisconsin Public Service – Project Controls Group Leader - 2005-2006

Led the development of the Project Controls function to effectively employ best practices, delivering Projects on time, on budget and on scope; recruited and coordinated department resources and assignments.

Eaton-Powerware - Project Master Scheduler - 2003-2004

Designed and implemented an Enterprise Project Process and Schedule System for the $80M/year Federal Services Division providing turnkey power solutions to Defense, Federal and State agencies.

- Created and maintained integrated Project plans for 13 Project Managers, averaging 65 concurrent Projects.

Resource Management and Budgeting 3 years

Cost Engineer, Triangle Transit Authority Regional Rail Project, Raleigh NC, 2005

Developed and established baseline budget and cost control plan for design and construction of $700M regional rail project. Design work was performed by Parsons-Brinkerhoff. Served as Owner’s Representative during design, providing audit and evaluaton of the Parsons-Brinkerhoff project progress and performance reporting. Evaluated all schedule and cost reporting submittals and made recommendations to the Owner.

GlaxoSmithKline/Bayer Biological Products – Project Control Engineer/Consultant - 1998-1999

• Instituted a plant-wide Resource Assessment and Management tool for Central Engineering to effectively evaluate, prioritize and coordinate multi-million dollar Facilities Projects and optimize resource utilization.

• Revamped the fiscal Project Planning process utilizing Baseline Budgeting techniques, assembling detailed estimates from Project Teams and working to establish benchmarks for annual budgeting.
