Serves as a Contracting Officer to USSOCOM Regional Contracting Office, Pope AFB NC, with responsibility for the full range of cradle to grave functions as a Warranted Contracting Officer. Execute a full range of pre-award and post-award contracting functions, procuring supplies and services for a specialize state of the art organization. Directly responsible for the oversight of all urgent requirements in a secure environment. Prepare Request for Proposals, Solicitations, and Request for Quotes for requirements to be listed in Fedbizopps. Contract types range from firm fixed price, delivery orders, task orders, all requiring specialized provisions, urgent delivery requirements, and frequent price changes. Applies knowledge of market conditions to determine sources to be solicited. Accept and evaluate contractor proposals in insure complete compliance with requirements set forth in the solicitations. Ensures award criteria are clearly stated in the request for quote; coordinating with technical functional personnel, prepare price analysis prior to contract award. Resolves sensitive and classified issues involving urgent and national security acquisition and contractual requirements, claims and settlements. Modify contracting actions when differing site conditions occur, changes to performance, changes in cost, and changes in delivery schedules. Resolved all conflicts between the Government and the contractor. Supervised a contracting team on the total functionality of the contracting flight, and approximately 150 deployed Field Ordering Officer on contracting in the field. Served as the Agency/Organization Program Coordinator for the Government Purchase Card Program. Holds the authority to appoint and terminate cardholders as well as Ordering Officers. Responsible for the training, orientation, and monitoring cardholders and ordering officers. Conducts annual surveillance and internal audits to ensure procurement integrity and compliance to applicable laws and regulations are adhered to. Identify deficiencies in the credit card program, through written evaluations, determine solutions, resolve issues and retrain appointed officials. Develop instructional materials, conducts briefings to cardholders, approving official, and ordering officers. Monitor contractor performance to ensure compliance with contract law, specifications, delivery schedules, payment provisions, inspections, or other terms, conditions requirement as stated in the contract. Review all performance objectives, Statement of Work, and Statement of Objectives. De-obligate funds when the contractor's performance varies significantly from the original contract. Serve as the Small and Disadvantaged Business Utilization Specialist (SADBUS). Provides guidance and instructions on the Small Business Program Requirements. Establish program goals. Advocate the use of small, disadvantaged, woman owned, minority owned, service disabled veteran, and hubzone businesses. Establishes a Small Business Program that meets the needs of the command and complies with USSOCOM policies. Serves Competition Advocate ensuring requirement are competed to a maximum extend possible. Removing impeding factors by competing habitual sole source requirements through FEDBIZOPPS.
