I have successful experience in requirements definition and tracking, engineering, integration management, program and personnel management, and marketing. I have extensive experience in Naval operations and communications as well as the design, implementation, training and operation of communications and combat systems including the computers which are the heart of these systems. I am proficient in the use of management software and have used most current applications programs including DOORS. I have designed and installed local areas networks as well as built and trouble shot computers I have managed the design of Classified distributed networks including the Information Assurance and SSAA aspects of that program.
I have extensive and successful experience in Naval operations, Navy and Marine Corps communications, command and control and intelligence as well as the design, implementation, validation and verification, training and operation of communications and combat systems including the computers, interfaces and communications protocols which are critical to the integration of these systems. I also have extensive recent experience in the Information Assurance and the relatively new area of Anti-tamper (AT) requirements implementation. I have successfully completed management of two contracts, on time and under budget, providing information technology support products to Dahlgren Division organizations. These Programs included the design and implementation planning of a classified Metropolitan Area Network. This network was designed to provide classified information distribution throughout a geographically distributed base of over 50 square miles. My combined information systems knowledge, engineering expertise, and project management experience provided significantly to the successful execution of these contracts.
My career has involved significant highlights of which I am particularly proud. Listed below are several:
1. I performed initial design and trade off studies for the Zumwalt class next generation destroyer command, control, communications and intelligence systems to assess integration, intelligence utilization, security and throughput issues. Through detailed design requirements analysis I identified numerous design issues and deficiencies. I developed recommendations for engineering solutions and conducted resolution liaison with senior government and industry decision making personnel involved in initial system development. I coordinated intelligence data flow integration assessments between on board and off board sensors and communication systems and engineering coordination between the respective management organizations. I was appointed as prime point of contact for technical integration activities with the intelligence community.
2. I performed design, coordination, requirements verification, trade off evaluation and accreditation coordination for a major classified metropolitan network for Dahlgren Base. Developed the SSAA documentation necessary for system approval.
3. Establishment of the submarine maintenance capability at La Magdalena in the Mediterranean Sea under my management;
4. Establishment of the submarine support department for Submarine Group Eight in charge of all US submarine support in the Mediterranean Sea under my direction;
5. Initial planning and implementation of conversion efforts for the USS Vanguard as a navigation research ship for strategic navigation under my management;
6. I was in charge of the Tiger teams responsible for planning and executing deployed conversion of SSBNs from Poseidon to Trident navigation systems.
7. As a subcontract program manager I was chosen by the EG&G program manager to be in charge of team competition efforts for the incumbent EG&G team in its campaign for the follow on completion of BSY-2 SE&I contract.
8. I acted as principle negotiator for Henschel Corporation in negotiations with Government of Korea.
9. I was primary contributor in preparation of advanced planning considerations for Homeland Defense to be considered by then Governor Ridge

Career Summary: Mr. White has had a diverse career encompassing both military service and civilian engineering positions of increasing complexity. Currently Mr. White is preparing documentation and coordinating liaison in preparation for Information Assurance and Anti-tamper activities on the Common Missile Compartment as part of the Ohio SSBN Replacement Program. Mr. White is identifying requirements at the top level and incorporating program documentation in support of those requirements. Mr. White is also involved in the preparation of presentations for top level management and the government to increase awareness of this relatively new DoD level requirement Recently Mr. White has participated as an integral team member in the design of the command and control system for the Zumwalt (DDG 1000) class of destroyers. Mr. White’s broad experience with surface and submarine command and control systems allowed him to identify many technical and system level deficiencies and propose solutions to complex integration problems. Mr. White also has been responsible for the concept development of a next generation point defense system to counter the threat of high speed cruise missiles and asymmetric threats to fleet units. Mr. White’s broad US and international experience with weapons systems and tactics allows him to perform system analysis with a full appreciation of the total life cycle of combat equipments and their employment and support requirements.

Mr. White is responsible for providing design expertise in the development and integration of system concepts and algorithms in the initial design of the DDX class of surface combat system. He is responsible for performing requirements and flow down analysis. He performs trade off analysis of system resources and prepares recommendations for system asset utilization. Mr. White made recommendations for the more effective use of the DOORS tool. He was responsible for participating in IPT meetings and their decision making process. He is primarily responsible for conducting direct liaison with the intelligence community to define and obtain reference information and to resolve data conflict and availability issues. Mr. White also performed liaison duties with the GCCS-M and DCGS communities to assure system integration of communications and intelligence functions made necessary by the system design.

Mr. White is the primary point of contact for identifying and documenting Information Assurance and Anti-tamper requirements levied on the ORP and specifically on the Common Missile Compartment. Recently Mr. White has made top level presentations to both EB and government personnel identifying previously unrecognized program requirements mandated by DoD 5000 level documentation. Mr. White has been instrumental in identifying and initiating critical liaison requirements and coordination necessary for program effective implementation and reviewing agency approval.

Mr. White provides systems engineering support to Navy and commercial Programs utilizing the BMPCOE Red Team Process. Mr. White has provided Program Managers, including the PM for the AN/BVS-1 (PMS 435), with comprehensive assessments of their programs’ design, systems engineering processes, manufacturing and producibility, and quality control. Mr. White participated in the Red Team Assessment of the Photonics Mast Subsystem and its prime contractor, providing the PM with detailed recommendations for the improvement of the systems engineering and manufacturing process of the prime contractor. As part of this assessment, he reviewed the Quality Assurance Plan, Manufacturing Plan, and several other CDRLs, and provided recommendations to the PM for improvements to increase the producibility and reliability of the manufactured System. Mr. White also participated in the Red Team that performed a Closed-Loop Quality Assessment of the AN/BVS-1 System from design through deployment in the Fleet. Results of this assessment are now being applied to future production runs of the System. Mr. White has been an integral part of the government team that formulated the current requirements for a AN/BVS-1 Critical Design Review (CDR), and has been active in reviewing and providing subject matter expertise (SME) comments and recommendations on the prime contractor’s numerous responses to these requirements. Mr. White is an experienced risk manager who has developed Risk Management Plans, conducted risk management training, conducted risk assessments, and provided risk mitigation strategies and plans for numerous programs.

Simultaneously responsible for overall technical management of SDS support to the ASDS program which was developing a new SEAL insertion submersible for the US Navy. Mr. white worked directly with ASDS engineers to identify design defects which precluded deployment and sustainment of the ASDS vehicle. Mr. White identified design deficiencies which required redesign to preclude extensive field maintenance requirements significantly limiting ASDS planned utilization.
