PROFESSIONAL EXPERIENCE

MR. WILLIAMS HAS A BROADBASED EXPERIENCE IN PROVIDING AIR QUALITY SERVICES TO A VARIETY OF INDUSTRIAL AND MUNICIPAL ENTITIES. A SHORT DESCRIPTION OF TYPICAL SERVICES COMPLETED INCLUDE:

• Completed annual Title V air emission and compliance certification reports in several states for a variety of industrial clients including cement manufacturers, cement distributors, cement ready-mix plants, bakeries, paint manufacturers, cultured marble manufacturers, food manufacturers, and hospitals. Select appropriate AP-42 emission factors for calculations. Large source emission reports with more than 250 emission points. Visible emissions monitoring certified.

• Permitted new plants and plant expansions for facilities in volatile organic compound (VOC) noncompliance areas in Illinois and Missouri. One facility was a VOC emitter in an ozone noncompliance region in Illinois. Mr. Williams obtained a new construction and operating permit for the plant within four weeks of application submittal. Another permitted facility was a major source of hazardous air pollutant (HAP) emissions for Styrene.

• He negotiated a VOC bubble permit in a VOC nonattainment area for a paint manufacturer. The bubble permit allowed the company to switch coatings manufacturer on an as-needed basis and eliminated individual coating production line limits. The company now has a facility-wide VOC emissions limit.

• Negotiated a relaxation of the VOC emission limits for an automotive OEM manufacturer in the St. Louis ozone non-compliance area. Manufacturer received a special state regulation specifically for that location, limiting VOC emissions based on the type of coatings applied.

• Completed Risk Management Program (RMP) / Process Safety Management (PSM) audits and program updates for several wastewater treatment plants.

• Completed a Title V permit modification and construction permit application for an explosives manufacturer, major source, to allow for expansion of facility operations.

• Managed the St. Louis, Missouri Urban Air Toxics project for the USEPA. Project requirements were development of a website for dissemination of project information to the local community and the public, evaluation of more than one year of data for trending analysis and evaluating cancer risk impacts.

STEWART SPREADING, INC / SPIRIT FAMILY FARMS SHERIDAN, IL

DIRECTOR OF BUSINESS DEVELOPMENT / SR. PROJECT MANAGER 2011 – 2012

• Sr. Project Manager for $15M multi-year contract with Metropolitan Water Reclamation District of Greater Chicago for hauling and land application of air dried biosolids. Manage Affirmative Action program for contractor’s utilization on project accounting for 43% annual value.

• Managed 10,000 acres of farmland more than 3 hours from home farm. Coordinated marketing of grain and directed employees and contract hauling during harvest.

• Led marketing effort to expand zone of influence for biosolids spreading business.

• Market farming services to financial institutions, farm managers, and banks.

• Assist with development of 2012 operations budget for financial institution funded contract.

• Represent Financial Institution as Power of Attorney for FSA reporting.

ORICA NITROGEN / ORICA USA MORRIS, IL AND NORTH AMERICA

SITE MANAGER / NA ENVIRONMENTAL MANAGER 2008 – 2011

• Site and Project Manager for Orica Nitrogen responsible for maintaining 1,000+ acre former Ammonium Nitrate manufacturing location. Monitor and control $15.5M project budget earmarked for site operations, site maintenance, remedial investigation, and remediation selection and remediation activities. Site history of four separate owners and former TNT explosive manufacturing.

• North American Environmental (Program) Manager, overseeing and assisting site managers responsible for environmental compliance at field operations and major manufacturing locations in both US and Canada. Assist other SH&E managers with environmental and operational issues at more than 60 US locations in multiple states.

• Manage and approve environmental documentation for US and Canadian Operations for routine reporting. Area of compliance included air emissions, SPCC, SWPPP, and NPDES, hazardous and non-hazardous waste. Provide regulatory interpretation and negotiation.

• Oversee and manage environmental consultant performance at multiple locations.

• Assist as team member on Corporate Global Environmental Audit team.

• Member of Global Ammonium Nitrate remediation design team.

BUZZI UNICEM USA FESTUS, MO

ENVIRONMENTAL ENGINEER 2006 – 2007

• Responsible for day-to-day environmental compliance for cement plant operating two dry kilns and limestone quarry.

• Investigate, recommend and oversee implementation on new Continuous Air Monitoring system for air compliance monitoring.

• Oversee and report stack monitoring testing to Missouri Department of Natural Resources.

• Review new expanded kiln construction project for environmental compliance with Storm Water Pollution Prevention Plan.

• Created data base for maintaining air emissions compliance reporting.

• Expand existing quarry by more than 500 acres and negotiate timber sale contract.

INNOVATIVE ENVIRONMENTAL MANAGEMENT, INC. MILLSTADT, IL

VICE PRESIDENT 2004 – 2006

• Completed contract project to develop Environmental Management System (EMS) for Metropolitan St. Louis Sewer District, one of the largest in the US. EMS entailed procedures for entire district wastewater treatment plant operations, sewer system operations and entire district maintenance. Identified individual responsibilities and assignments for populating EMS compliance calendar database and trained district staff on implementation of EMS.

• Participated with team of owners to negotiate consent agreement for reopening bankrupt steel company. Property identified by US EPA as potential superfund clean-up site. Process required issuance of new environmental permits for air, wastewater, SPCC, stormwater, hazardous waste. Managed completion of Phase II investigation on 400-acre site to identify existing environmental conditions.
