I have seventeen years of experience in the environmental compliance field. I currently serve as a Corporate Environmental Manager for SunCoke Energy in Knoxville, Tennessee, which has recently moved the Corporate Headquarters to Lisle, IL. I specialize in technical oversight of new Clean Air Act (CAA) permitting projects, as well as ensure multi-media environmental compliance at SunCoke’s domestic and international locations. I have experience in multiple aspects of the environmental field including regulatory compliance auditing, air emission inventories, source testing, continuous emissions monitoring systems (CEMS), Resource Conservation and Recovery Act (RCRA) compliance, Emergency Planning and Community Right to Know Act (EPCRA) compliance, air emissions impact modeling, regulatory development, Clean Water Act (CWA) permitting/compliance, and managing all major and minor CAA permitting activities (Title V, synthetic minor, PSD, and Nonattainment New Source Review). I possess additional experience in federal, state and local regulatory interface including high-level enforcement negotiations. Corporate Environmental Manager responsible for:
• Assuring company environmental compliance with respect to corporate environmental policies, as well as federal, state, and local environmental regulations.
• Manage major CAA and CWA permitting projects for new plants including PSD/NSR permits for high profile non-recovery coke plant projects. Successfully negotiated PSD/NSR permit with State of Ohio and USEPA Region V for new coke plant in southern Ohio. Currently working with KDAQ to permit a new PSD source in northeast Kentucky which will be SunCoke’s first plant to a include Best Available Control Technology (BACT) analysis for regulations associated with greenhouse gas (GHG) emissions.
• Developed and implemented policies and procedures necessary to ensure compliance with all federal, state, and local operating permits/regulations.
• Developed GHG monitoring plan for plant compliance with new EPA GHG Mandatory Reporting Rule
• Successfully implemented new environmental management software at SunCoke’s domestic locations to track and assure compliance with all environmental regulations.
• Drove CEMS uptime to 99+% at SunCoke’s domestic locations
• Represent the company and negotiate with USEPA Region V and States (Virginia, Ohio, Indiana and Illinois) on enforcement actions. Successfully managed five 114 requests from USEPA and six NOVs during the past three years. Currently in final stages of consent decree negotiations with USEPA Region V.
• Act as a technical resource for evaluating/interpreting proposed and emerging regulatory changes which potentially impact the company.
• Conduct employee training with regard to environmental regulations, permits, and company policies.
• Respond to environmental emergencies, investigate incidents, and recommend corrective actions.
• Provide technical guidance on environmental issues for operations and equipment.
• Complete required federal, state, and local government environmental reports as necessary.
• Assist plant operations in developing, monitoring, and instituting programs and procedures to ensure environmentally sound and legal operation of the facility.
