PROFESSIONAL EXPERIENCE:

1. Secondary School Teacher. Since my early retirement, I have been teaching at several schools in the Broward School System. Currently, I teach AP Psychology at the Pembroke Pines Charter High School, a college preparatory school that was designated as one of the best high schools in the nation. (2001-present)

2. Associate President, Director of Institutional Research and Outcomes Assessment, Joint Military Intelligence College (JMIC), Defense Intelligence Agency. On September 1, 1998, I was appointed the Associate President and Director of Institutional Research and Outcomes Assessment in the JMIC. As a senior level College officer, I represented the College in fora assigned by the JMIC President in the Department of Defense, the US Intelligence Community and the academic community. I worked with the College leadership and faculty to establish institutional reporting activities and to establish reporting schedules for institutional data to ensure that reporting requirements are met. I was also responsible for developing programs, evaluating data and developing institutional reports and preparing recommendations to the Direcor of Defense Intelligence. (1998-2000)

3. Chairman, Community Diversity Issues Board (CDIB), Community Management Staff, Central Intelligence Agency. Mr. John Dutch, former Director of the Central Intelligence appointed me to his staff to serve as the Chairman of the CDIB. The CDIB is comprised of senior executives who are the Directors of Human Resources Management, and the Directors of Diversity and Equal Employment Opportunity throughout the Intelligence Community (IC). The IC is comprised of all the national security agencies i.e.,FBI, CIA, NSA, DIA, NRO and others. I was the Intelligence Community’s diversity coordinator and it was my responsibility to provide the leadership and coordination for all programs to achieve diversity and equal employment opportunity in intelligence agencies. I developed strategic initiatives and evaluated IC programs. Specifically, I developed and implemented an IC workforce demographic program to provide consolidated workforce data to the IC leadership and Congressional oversight committees. The program was implemented with the input and concurrence of the House Permanent Select Committee on Intelligence and the IC. I was responsible for preparing the testimony of the Director of Central Intelligence for the HPSCI diversity hearings, and coordinating the participation of the Intelligence Agencies in the diversity hearings. I planned and coordinated the preparation of the intelligence community’s strategic plan for diversity. (August 1996-September 1998)

4. Director of Diversity Management, Defense Intelligence Agency (DIA). Provided the executive leadership to achieve a diverse workforce in DIA. This involved establishing the Diversity Management Office, i.e. diversity training, recruitment, special emphasis programs and the complaints adjudication process. I hired and managed the diversity staff and provided leadership in developing over 30 proactive programs and initiatives to improve agency processes and employee perceptions about the working environment. These proactive programs became the standard in the Intelligence Community for handling diversity issues. (February 1993-August 1996)

5. Deputy Director of Equal Employment Opportunity, Securities and Exchange Commission.(SEC)

Worked with Mr. Richard Breeden, SEC Chairman to implement programs and policies in the SEC to enhance fairness and improve employee perceptions. I managed a professional staff and directed programs that involved EEO, affirmative Action, recruitment, complaints processing, and special emphasis programs at the SEC Headquarters and regional offices. I established the SEC special emphasis programs and provided leadership in planning sexual harassment training for the national and regional workforces. It was my responsibility to handle highly volatile complaints and to work with the leadership in resolving complaints. (March 1991-February 1993)

6. Director of Equal Employment Opportunity, Office Secretary of the Army (HQDA). Provided the leadership in developing, evaluating and refining the Secretary of the Army’s Diversity and EEO programs. This involved working with Mr. Milton Hamilton, Administrative Assistant to the Secretary of the Army, Political Appointees and General Officers to administer worldwide diversity and EEO initiatives. The Diversity and EEO programs covered the civilian workforce assigned to the Secretariat, the Army Staff, and its support agencies and Designated Field operating Agencies. It was also my responsibility to process civilian complaints filed worldwide against General officers. I established Special Emphasis programs under the Chairmanship General Officers, and I was responsible for all Army observance programs and displays in the Pentagon. I worked with the Holocaust Council to setup the first DoD holocaust display in the Pentagon.(March 1983-March 1991)

7. Minority Business Enterprise Specialist, U.S. Coast Guard. Administered Coast Guard policy on the utilization of small and minority businesses at Coast Guard headquarters and district offices. It was my responsibility to work with Coast guard components and the U.S. Small Business Administration to identify minority and women owned companies capable of performing on Coast Guard contracts. (September 1982-March 1983)

8. Equal Employment Opportunity Specialist, Office of the Federal Inspector, Alaska Natural Gas Transportation System. Implemented Federal EEO and minority Business enterprise requirements for the prime contractors and suppliers building the Alaska Natural Gas Pipeline. It was my responsibility to work with the pipeline contractors and suppliers to ensure that Congressional requirements for utilizing women and minority firms were met. Congress disbanded the Agency a little over a year after I was hired at the agency. (July 1981-September 1982)

9. Chief, Equal Employment Opportunity, Baltimore City. Established and directed Baltimore City’s Office of Equal Employment Opportunity. I was responsible for working with Mayor Shaefer, the City Solicitor and city department chiefs to centralize city compliance programs into one compliance office. I established priorities and needs of the new office, and allocated staff resources. Additionally, I established a small purchase contracting program for small minority and women owned companies in the city government, and facilitated communication between the minority business community and political leadership in Baltimore City. (January 1979-July 1981)

10. Assistant to the President, Northern Illinois University. Advised President Monet on Federal EEO regulations and implemented policies and programs assure requirements were met. I was the President’s advisor and his trouble shooter on issues advanced by the Black and Latino Faculty Associations and the Black and Latino Student Unions. I implemented changes to the university’s Academic Procedures Manual to eliminate systemic barriers impacting the hiring and retention of women and minority faculty members. (January 1978-Jamuar 1979)

11. Director of Equal Employment Opportunity, Legal Services Corporation. Established the equal employment opportunity office and provided leadership in developing policy to ensure diversity and equal employment opportunity throughout the Legal Services Corporation. It was my responsibility to establish and direct the diversity efforts and equal employment opportunity programs for corporation headquarters, nine regional offices, and 245 legal aid offices. I worked for the President, Board of Directors and regional and program directors to develop a nationwide program that met the diversity needs of the corporation. The program was centralized to increase diversity and minority participation in legal service programs (February 1976-January 1978)

12. Associate Executive Director, United Way of Central Maryland. Directed and managed the equal employment opportunity program for the United Way Headquarters and its 95 affiliate agencies. I developed and evaluated programs, policies and procedures to ensure diversity and inclusiveness. I worked with the Executive Director and Board of Directors to establish EEO policies and procedures. I was a trouble shooter for the United Way and was effective in resolving issues over the participation of minority communities in fund programs. My efforts resulted in the resolution of the issues that enhanced minority community support for United Way fund raising activities. (March 1973- February 1976)

13. Executive Director, Anne Arundel County Human Relations Commission. I was responsible for developing and evaluating County programs to ensure fairness and inclusion. I provided the leadership in organizing the County’s Human Relations Commission into functioning committees to handle diversity problems in education, employment discrimination, housing discrimination, health care, and community relations. It was a liaison and trouble shooter for the County Executive Director and the County Human Relations Commission on all diversity matters that affected the county.

14. Secondary School Teacher, Cleveland Public Schools. Upon graduation from Ohio State University, I was hired by the Cleveland Public School System to teach Social Studies at the middle and high school levels. January 1965-June 1969)
