NYC Economic Development Corporation, NY 01/1992 – June 2025 Vice President, Contracts

• Supervisor of EDC’s Contract Investigative Team, provide direction and guidance, ensure productivity and accurate results are completed in a timely manner.

• Report to Senior VP of Contracts, provide progress of Team’s work and provide solutions for critical and problematic investigations.

• Oversee and conduct legal research, gather relevant information for Contractors who wish to work for the Corporation. Complete an analysis of the data, request additional information if necessary and determine their eligibility, to legally engage with the Corporation. Engage in business agreements: such as capital projects, land sales, leases, licenses, grants, loans and permits.

• Ensure Contractors are “in compliance” with NYC’s regulated investigative procedures; known as “Responsibility Determination”, “RD” compliance.

• Ensure Contractors are enrolled in the City’s Contractor system, PASSPort system, which is regulated by the Mayor’s Office of Contract Services (MOCS).

• Ensure Contractors are “in compliance” with the Contract requirements, such as, Insurance, Bonds, Workmen’s Compensation, and Disability Insurance.

• Determine if Contractors have the business integrity to perform and complete the contract requirements.

• Utilize NYC Department of Finance, verify tax, lien and warrant information.

• Liaison with City’s Mayor’s Office of Contract Services, NYC Department of Investigation and NYC Comptroller’s Office.

• Correspond with Corporation’s Legal Counsel, Project Managers, and Management to review results of investigation and determine eligibility of Contractor.

• Maintain Dun & Bradstreet and Experian Contracts, reports are for investigative purposes.

• Conduct presentations and provide training to the Corporation, on Contract’s Responsibility Determination (RD) compliance.
