2024 – 2026 Project Management & Procurement Management

Responsible for overall company project management and procurement deployment. Managed full-process bidding & procurement of ATM project materials, equipment and services, supplier lifecycle management, contract performance and settlement supervision. Cooperated with audit inspection, compliance risk control, regulation system construction and business rectification.

Take charge of end-to-end procurement workflow including demand consolidation, bidding organization, supplier negotiation, contract signing, acceptance and settlement; conducted procurement audit and compliance risk investigation, sorted out bidding compliance specifications, optimized internal control framework, and guaranteed all procurement activities legal, compliant and efficient delivery.

2019 – 2024 Technical Lead – Digital Airspace Solution & Simulation Evaluation

Served as technical lead for digital airspace overall solution design, R&D and national-wide airspace simulation evaluation technical services.

Responsible for digital airspace overall planning, system architecture design, technical solution selection and core technology implementation. Built a private cloud based open sharing platform to support airspace planning, design and technical verification, and established an integrated platform for airspace situational awareness and intelligent operation.

Cooperated with Central South ATM Bureau, Macao Civil Aviation Authority and Hong Kong Civil Aviation Department to complete airspace scheme evaluation for the Guangdong-Hong Kong-Macao Greater Bay Area; the deliverable report gained high recognition and laid a solid foundation for cross-regional airspace optimization.

Led the team to win the bidding of Chengdu Terminal Area Airspace Simulation Project, delivered multi-dimensional assessment from airspace authority, airlines and airport perspectives, and strongly supported Tianfu Airport pre-opening preparation.

Completed simulation evaluation for national aerial trunk corridors including China-South Korea, Shanghai-Harbin, Beijing-Guangzhou and Fujiang Corridor, making solid contributions to national civil aviation air route network construction.

2016 – 2018 Technical Lead – Airspace Operation Monitoring & Evaluation System

Served as technical principal for the key ATM engineering project with software scale of 35.65 million RMB.

Responsible for project declaration, bidding, overall system architecture design, core software R&D and infrastructure implementation. Established a comprehensive airspace database integrating national radar, ADS-B, ACARS and flight plan data, with daily data volume up to 30 million records.

Completed the construction of AIXM 5.1 based airspace database, realized real-time multi-source data access, fusion and Oracle cluster storage; developed airspace basic data management system, innovated GIS-based airspace planning platform, built digital flight procedure rule library compliant with AIXM and ARINC424 standards, and finished core simulation modeling for en route and terminal area.

2016 – 2021 R&D Lead – Domestic Digital Flight Procedure Design System

Led independent R&D of domestic digital flight procedure design system and promoted ground verification across national regional ATM bureaus.

Awarded Second Prize of Civil Aviation Science and Technology Award, China Air Transport Association (2020).

Adopted DotSpatial open-source GIS platform to realize full-digital flight procedure design, replacing traditional CAD-assisted mode; achieved domestic technological breakthrough and filled industry gap with international advanced level. The system has been widely applied in seven regional ATM bureaus and ICAO FPP office.

2018 – 2020 GIS-based Airspace Planning System R&D

Designed and developed digital airspace planning software based on open-source GIS platform, constructed data sharing and collaborative airspace planning mechanism. Widely applied in Daxing Airport, Tianfu Airport airspace structure adjustment and national major air corridor construction.

2014/07 – 2016/06 Airspace Multi-source Data Processing System R&D

Engaged in system development using C#, WPF, Oracle and MySQL. Participated in the development of North China and Northwest airspace data collection systems; realized access, fusion, statistics and query of radar data, flight plan data and control operation data.

2011/07 – 2014/06 Airspace Planning & Navigation Coverage System R&D

Developed ATM business systems based on C#, SuperMap and ArcGIS Engine. Participated in national 863 key projects including dynamic airspace design platform, CNS coverage calculation system and DME monitoring early warning platform, taking charge of requirement analysis, system design and full lifecycle R&D.

2009/07 – 2011/06 Software Engineer – Flight Procedure System R&D

Developed PBN flight procedure design system based on C# and SuperMap Object; completed PBN procedure design for Bayannur, Lvliang and Zhangjiakou Airports.
