There is a kind of problem that does not begin with a clearly written requirement or an assigned budget. It begins with a gap — something law enforcement needs but does not yet have. For most of my career at the Federal Bureau of Investigation, I have been the one who steps into that gap, listens carefully, studies the terrain, and builds something from the ground up that is not just workable, but enduring.

My title was Information Technology Specialist, but the work rarely sat neatly inside that label. Some days I was a systems engineer translating raw technical architecture into something operational. Other days I was shaping the business case for a multimillion dollar project, redesigning code libraries to improve processing speeds, or renegotiating federal access to biometric algorithms to save millions for agencies nationwide. I did not just manage projects. I authored them, rebuilt them mid-flight, secured funding for them, and often delivered them under budget — sometimes by hundreds of thousands of dollars.

I have spent years embedded in the systems most people only hear about during emergencies. NGI, NCIC, NICS, NDEX, BCOE — I did not just work within them, I shaped how they function. I led efforts to mature emerging biometric technologies before most agencies knew they would need them. I worked on national gun background check systems, law enforcement data analysis platforms, and criminal record infrastructure that connects jurisdictions from coast to coast. When teams needed to understand how to translate user behavior, security requirements, and policy standards into functional tools, I was the one brought in.

What has tied it all together is not just technical skill. It is judgment. Knowing what must be built now versus what can wait. Understanding when a plan needs to be reworked and when it needs to be defended. And having the credibility — earned through decades of precise, unglamorous work

— to carry a project from whiteboard to implementation without losing sight of the end user. There is no template for this kind of path. I have shaped my roles to fit the need, not the other way around. That is what makes me valuable. I do not come with a one-size-fits-all background. I bring a record of solving difficult problems by thinking clearly, building deliberately, and always delivering something people can actually use.
