Assigned responsibilities for: Planning, developing,organizing, administering and evaluating all the elements of the NAVSEA mandated comprehensive Contract Quality Assurance Program (CQAP). The elements for this program include confirming that the contractor's inspection system, conforms to contract requirements. Serves as a technical expert on Quality Assurance Matters for SUPSHIPJAX detachment Ingleside. Does extensive research and implements latest developments in Quality Assurance by review of the latest technical directives. Negotiates and coordinates complex issues pertaining to Quality Assurance for manufacture and repair of complex components and systems. Acts as Quality Assurance representative during major availabilities advising management and staff.

Reviews work specifications in FASS, NMD, Statement of Work (SOW's) and contract documents to assure that adequate quality coverage is adhered to. Initiates correspondence to contractors and other Government agencies relative to administration of contractually required quality assurance programs.

Develops evaluation plans and conducts surveillance shipboard and at the contractors' facilities to ensure program and contract compliance. Prepares written detailed discrepancy reports of instances of failure of the contractor's quality assurance, inspection processes and contract non-compliance. These reports contain detailed description of noted deficiencies, corrective and preventive measures to prevent reoccurrence. Additionally, I review work specifications -Work Items- to ensure that only acceptable and workable specifications are released to contracts for solicitation. I Accomplish in-depth assessments (audits) of contractor's quality plan and quality manual, safety, environmental and security program, records, processes and Procedure Evaluations (PE) to ensure adherence to stated processes for contract compliance. I Develop and maintain reports and records to document contractor assessments - audits- and prepare written detailed reports of problems encountered and conditions found. I routinely witness the accept/reject test criteria generated from various technical publications and inspections of ship's machinery, propulsion systems, piping, HM&E, contractor's test equipment and other complex systems to contract quality standards.

I generate, assign and track all the Product Verification Inspections (PVI's) for the Availability Management Team.

The work specifications that I've reviewed and accepted are used for the repair of MCM, MHC, class U.S. Navy ships and other associated craft. These work specifications are used to accomplish ship repair work by private ship repair Contractor's - KTR. I am required to analyze, research, and determine all the technical aspects of complex ship repair and modernization projects, make independent decisions in reference to the minimum work requirements, required references, associated services, special tools and equipment. My duties also include the review and evaluation of contractor's condition reports and recommendations for additional work and to provide the rationale for approval or disapproval. I develop and review modification to original specifications and new work specifications using the NMD. I monitor KTR compliance with Federal Acquisition Regulations; - FAR and Defense Federal Acquisition Regulations - DFAR; compliance with applicable drawings, technical manuals, government standards, and contract quality requirements - QA; verify strict compliance with the requirements of the Work Item, and verify KTR conformance with contract modifications. Witness critical evolutions and processes during the production phase to insure proper tolerances and/or working criterion to contract requirements. I remotely tract and maintain the commands NDT program for all of code 200/600 employees, a task which is normally assigned only to a LEVEL III NDT Examiner. Actively involved in SARAC feed back program which has resulted in at least three different changes to various standard items. (see attached proposals).
