Telecom Experience Summary (10 years)
Fiber Optic Network Designer (Nov. 15- Sept. 16 2025) 3 years of experience focused on digital fiber optic network cable route design, (OSP) managing ArcGIS, AutoCAD, Microsoft Suit apps (Excel, Outlook, Word, Teams)
Strong knowledge of FTTH network architectures, including centralized split or distributed split designs. Experience using ArcGIS and AutoCAD for OSP fiber optic design and geodatabase management to assist in the planning and layout of FTTH/FTTB fiber optic networks, ensuring aligned with client specifications and regional standard / local authorities.
Proficient in Google Earth®, Earth Pro® Mapiliary®, Microsoft Office suit® (Excel/Word, Outlook, TEAMS) and Adobe Acrobat Suit®, to get or create KMZ, material tracking documentation and /or field data integration. Excellent verbal and written communication skills, with the ability to coordinate effectively across multidisciplinary teams.
Demonstrated ability to work independently in a remote environment while managing multiple platform tools. Exceptional attention to detail analysis and initiatives focused on data integrity, accuracy and design efficiency. Develop and manage High Level Designs, route proposals and UG Trench for “Softscape” to avoid Roads, Cement and R.O.W. trench, to get an agile Permit excavations package, or Aerial (AE) opportunity or identifying optimal splice points, fiber paths, and network topology.
Goals, Qualifications, and skills
More than 150 Projects designed, 36 QC Drafting and As-Built of fiber optic network for OSP in PR and USVI. My Goal in present day will continue a focus of learn and develop and enhance my experience of the Fiber Optics network Design (OSP) obtained in 3 years a designer as advisor, teach, or any support in the telecom Industry. This opportunity will enhance my non-routine labor, learning and Knowledge to develop OSP to future o actual Construction of FTTH routes and maps with a substantial variety of programs of Microsoft 365 and desktop applications, with a complex task, steps and quality delivery obtain with a checklist flow to ensure the share of files of the plan to the correct teams, including local departments, Cloud directories and servers with the best SOP. Design or modifications of existing fiber network maps from Nov 15 2022-Sept 16,2025 using the Liberty Design FTTH SOW standard and the collaborations of member of the LCPR/LLA departments, to propose a route of the fiber Optic cable on a basemaps of ArcGIS® and Auto CAD® on Vertical /Horizontal design. (i.e., MDU’s, Condo, Walkups) High-level walkout design (HLWO) and High-Level drafting for permit entry: Experience designing OSP construction FO routes combining ArcGIS, CAD and PDF Adobe Acrobat Pro, BOM in Excel, Pole Attachment attribute tables and features to create FAT, Routes layers and labeling for existing or proposed ducts, poles, strand, annotations of distance/ coordinates, polygons or lines applied for HP/BP, boundary, roads to modify or create Geodatabase files, (gbd) and/or isolated shape files with ArcGIS Pro®, DWG from AutoCAD®, KMZ, PDF, layouts frame and Walkouts collected draft collected on field. Experience on HLWO remote inspection using Mapiliary®, Earth Pro® or google Satellite browser for a walk around simulation, evaluating possible roads, ‘Softscape’, (green zone) free or controlled access pass to Business / Home pass on possible Public or private roads to construct UG/AE duct, fiber optic cable, to submit notification to client, Gov. Officials and members of the LPR/ LLA. Teams.
Design Pole Permits or UG/AE or Hybrid combination (i.e., Hybrid plan Excavating, pole, risers, new strand, overlash) to draft a prelaminar layout, splice table BOM or share the ArcGIS Map package, (mpk) with a Project location site pole attachments illustrations with TIT index, Master Key MAPS, preload OSHA references and equipment’s diagrams required (DT) on a single merged PDF file or the excavation permit package. (ZIP file) for local government officials and/or other team members.
Experience creating the Siber Optical Splice Document (Excel) to plan the near tie point and FDH location, considering the OTN /OLT, Bill of Materials, (BOM) implemented for each FDH area specified to estimate and track materials from the designed area according to Design Dept. (Presented in Excel, PDF) re-Design after As-built completed. Construction Project Inspector, Liberty Communications of Puerto Rico (Nov. 15 to Dec 22) The essential duties and responsibilities as C.PI. includes, monitors and reports on all phases of residence and commercial area and of the OSP construction structure (Poles, Pedestals) contractor crews, track trench and micro- trench completion as specified on SOP, to ensure project is completed correctly as specified on Design,, Company Standard, Home and business customer and Local Go. Agency’s specifications. Perform pre-construction job walks with business customer representative. Provide job cost estimates based on contract pricing and scope of work, pre-construction field on ready and existing facilities owned by various power, telephone and CATV companies.
Responsible for working with and handling contractors Job Cost estimates and crafting a bill of materials (BOM) for aerial and underground projects.
Perform field inspections against invoices to ensure accuracy, ensure Liberty’s specifications are met, on material usage on vaults, pedestals, lockboxes, and other enclosures. Monitors and verifies contractor compliance of safety procedures (OSHA) or the Liberty Construction Standards. Responsible for marking Liberty’ Network Plant by Government Agency’s (Excavations Center) procedure request. Central Office Technician (ISP/OSP Provisioning) and field Inspector. CLARO (2015 – 2021) Qualifications and skills.
6 year experience combine as repair, installer, splicer on copper cable for telephony, FO Projects Inspection, migration and provisioning Port / Channel, VoIP equipment (ISP/OSP) located at Central or Remote Office, IP/ VRAD cabinets. Goals accomplished on Paperless CLARO Policy:
To ensure a change on policy will not affect the operation and as contribution and own initiatives, my compromise with the company on this Paperless Policy, I implement 3 aspects in 2019 as a resolution to:
• Savings of Veh. traveling to a remote office locating the plot and print and getting access.
• Saving on Hours of labor on re-color the layers paper after plot prints.
• Improved Security aspects while drive (traveling) with large print on field. Additional Goals and Self-Initiatives in 2020-2021 I’ve created a Preset for AutoCAD boost to directly start the layer manager (lsl) and save time and effort on layer Coloring / print.
• This will Preset the DGW files on AutoCAD to ensure only 7 colors (isolated) from the 42 layers. This will create a fast and easy to read print of each DWG to share PDF file on mobile devices or a 36”x 48” large format ready in 10 minutes vs the traditional re-color of the B&W print on 2 hrs.
• This is will help a fast and better reading of the Map layers and less reading fatigue better contrast on a B&W base, to help Construction Inspectors, Contractor’s and installers the project plan and can be edited or modify in Auto desk mobile or PDF reader on any Mobile device on the Road.
• Saves on time effort, paper print/ ink, maintenance, sources of transportation and minimize security aspects, compared to the traditional large format print of draft, design even is a preset was traditionally shared on a digital form with only Black lines and white base color. Education: High school diploma some credits completed at the Interamerican University (87 credits) Language: Spanish / English
Other Certifications side Job/ personal Hobbies:
• Knowledge on installation and advance tools settings of the Schneider Electric Conex 48VDC inverters.
• Knowledge on coding tools to BMW E series and Mini Coopper via OBDII with INSTA-D / bimmer Mobile apps.
• Fiber Optic installation and Mobil devices repair certifications at Inttelmex S.C. México, D.F. 2015
