Position: Billing and Estimation Engineer

As a Billing and Estimation Engineer, I am responsible for managing project billing, cost estimation, documentation, and coordination between the contractor, Third Party Inspection (TPI) agencies, and the client — Vadodara Municipal Corporation (VMC). My key duties and responsibilities include:

Preparation of Running Account (R.A.) Bills:

Responsible for preparing and verifying Running Account (RA) Bills for contractors based on site progress and executed quantities. This involves checking measurements, validating quantities with approved drawings, and ensuring that all billing documentation aligns with client requirements and contractual terms set by VMC.

Client Coordination (VMC) and Billing Documentation: Working closely with the Vadodara Municipal Corporation (VMC) for all billing-related activities, submission of reports, and obtaining necessary approvals. Ensuring that all supporting documents — such as material test reports, measurement sheets, and progress photographs — are properly compiled and submitted with each bill.

Preparation of On-site Documentation as per TPI and Client Requirements: Preparing and maintaining on-site documentation required by both Third-Party Inspection

(TPI) authorities and VMC. This includes inspection reports, quality checklists, work progress records, and compliance documentation to ensure smooth project audits and verifications.

Estimation for Urban Health Center Projects:

Preparing detailed cost estimates and Bills of Quantities (B.O.Q.) for Urban Health Center sites under VMC. This includes calculating quantities, analyzing rates, preparing project budgets, and ensuring estimates are technically sound and financially feasible.

Coordination with TPI and Client:

Handling day-to-day coordination with both TPI agencies and VMC representatives to resolve technical issues, verify site work, and ensure that project execution aligns with approved specifications and quality standards. Position: Billing Engineer

As a Billing Engineer, I am responsible for preparing, verifying, and approving contractor bills, monitoring work quality at site, and ensuring that all executed works are properly measured and certified before payment. My role also includes technical support using AutoCAD for design verification and documentation. The key responsibilities are as follows:

Preparation and Verification of Contractor Bills: Responsible for preparing, checking, and verifying bills submitted by contractors for work executed on-site. This includes reviewing quantity measurements, ensuring that all items billed correspond accurately with the actual work completed, and verifying that rates and specifications match those approved in the contract documents.

Bill Processing and Approval:

After verification, the contractor bills are processed and submitted to the Owner for final approval. This involves preparing all necessary supporting documents, such as measurement sheets, work progress reports, material test certificates, and photographs, ensuring transparency and compliance with organizational and client standards.

On-site Quality Checking Prior to Bill Approval: Conducting site inspections and quality checks both during and after the completion of work stages to ensure that construction quality meets project specifications. Any discrepancies or defects identified are addressed and rectified before the bill is certified and forwarded for approval. This ensures that payments are made only for work completed as per standards.

Coordination with Contractors and Site Teams:

Engaging with contractors, site engineers, and supervisors to verify executed quantities, clarify billing-related queries, and confirm work completion status. Maintaining clear communication to ensure that the billing process remains accurate, timely, and in line with project progress.

Technical Documentation and Record Maintenance:

Preparing and maintaining detailed measurement books, quantity sheets, and site records related to the billing process. Ensuring proper documentation for future reference, audits, and client inspections.

AutoCAD Operation and Drawing Management:

Proficient in operating AutoCAD 2D and 3D (Version 2000 onwards) for preparing, editing, and verifying technical drawings. Using AutoCAD for cross-checking as-built drawings, preparing layout plans, and assisting in quantity take-offs for billing and estimation purposes.

Ensuring Quality and Compliance:

Ensuring that all executed works adhere to quality, safety, and contractual standards, coordinating with quality assurance teams when necessary, and ensuring compliance with client and consultant requirements before financial certification of bills. Parul University Jan. ’14- Dec. ’17
