that tracks the results of drug seizures by approximately 150 federal, state, and local laboratories that perform testing action for their respective law enforcement agency. The system was developed 25 years ago in MS SQL Server by another firm and Booz Allend took over the contract in January of 2024. I was part of a team of four developers who manage and revise the process of ingesting and validating data from the 150 agencies. While there are certain required data components in each data file submission, none of the agencies sends the exact same format of data file (most are in Excel format, others in XML format, and some in MS Access), therefore there are 150-plus ingestion and validation programs developed in SSIS. Often there were issues with a given submission that required revision, validation, or correction (e.g.,, the spelling of a county in the state of the submission). There is a data review and revision program that allows data managers to correct some of these issues. This program was developed in Visual Basic and I was the only member of the team who can program in this language, so all changes to this program since Booz took over this contract were done by me. I was otherwise assigned tasks to develop new or corrected versions of the ingestion process, to make changes to the MS SQL Stored Procedures that validate and summarize the data, or to create extended documentation of procedures and methods.

ETL Developer. Database migration and modernization projects for the US Department of Defense
(DoD), Defense Health Administration (DHA) to migrate DoD healthcare data from legacy systems (DB2, Oracle, MS SQL Server, others) to the AWS environment using Redshift for database management, AWS S3 for file management, and Talend for ETL processing. Principal staff-member responsible for the daily data transfer of files prepared for the Military Health System (MHS) Data Repository (MDR) collection system that feeds into the MHS Mart (M2) data analysis system (where healthcare data analysis is available to over 5,000 data analysts world-wide) using a granular-yet-simple Talend Server application that loads the collected data from AWS S3 "Buckets" into Redshift AWS Staging and Pre-Production Tables where they are validated before being promoted in a nightly Talend Job to the final M2 Production database that is used by the functional analysts. Trained subcontract organization (manager and four analysts) to take over the daily operation of data loading that I had been doing by myself for the prior six months, while I transition to other tasks and projects. Senior Developer. Responsible for the data mart that analyzes the company’s IND product. IND provides cash account “sweep” services for major brokerage firms and investment companies so that their clients’ cash account reserves obtain maximum interest return and FDIC insurance protection. IND manages accounts for over 20 million accounts from individual and corporate depositors and over $178 billion in cash deposits. My initial responsibility was to reorganize and extend the ETL system developed in SSIS that is used to process the data from the system’s service bureau via an FTP data feed; this allowed the system (developed in MS SQL Server 2008) to be promoted from a development environment into a more powerful and secure production environment. I have made simple yet effective improvements to the data mart by creating numerous stored procedures and functions. I standardized and economized the data structure of all tables. I worked with the IND business analysts to re-write all the reports that are currently created in MS Access into the SSRS reporting system that are thereafter available via a web portal; all reports were improved by allowing users to select any valid report date and other parameterized values that are not available in the MS Access reports. I created new SSRS reports that allow the IND balances to be compared to the movements of the S&P 500 stock index that help to prove the hypothesis that IND balances and the stock market move in opposition. I am currently working on a migration of the in-house SQL Server system to a system hosted on the Amazon Web Services (AWS) environment that will utilize a “dual database” system, one hosted on the EC2 Windows Server uses primarily for calculations and a mirror system hosted on a RDS system. I re- engineered the ETL required to make this system work from SSIS to Talend and I added an Event Tracking System that allows for a granular means of knowing the current status of the entire system. Business Integration Analyst Engineer. Employed by TDB Communications, Lenexa, KS via subcontract to clearAvenue, LLC of Clarksville, MD. Through this arrangement, I was a contract employee of the US Dept. of Homeland Security, Customs and Border Protection Agency; assignment location in Washington, DC for the development of a data warehouse dealing with international trade compliance issues. The system was developed in MS SQL Server 2008 and SSIS for back-end data construction and SSRS and the .NET Framework (Visual Basic) for the front-end GUI. I was the primary author of the database design and in addition to the standard dimensional and fact tables, to meet the evolving requirements of the trade analysts, I came up with the idea of “analysis” tables that summarize hundreds of millions of trade transaction data between an importer and one (or several) other combinations of dimensional data elements (e.g. foreign manufacturers, ports of entry, product categories, etc.). I wrote approximately 90% of the ETL code that is in use today to populate the system on a daily and monthly basis. I also worked on several dashboard-like reports in SSRS that summarized both daily and monthly data that were integrated into the GUI. I passed a background investigation that granted clearance to work will all confidential international trade data.
