Note: The following management functions are applicable to all the aforementioned school districts Budgets/Financial Management
• Prepare and manage all budgets, accounting, and all other ancillary financial components (budgeting, accounting, maintenance, purchasing, facilities, food services, transportation, technology, student enrollment, student data, regulatory compliance, human resource administration, academic operations support and the investment of excess funds).
• Establish accounting systems, procedures and codes essential in providing administrators with accurate financial data as a basis for formulating policies and future decisions.
• Prepare and present the district’s annual general fund budget based on information submitted by the staff and administration.
• Prepare all other proprietary fund budgets (Food Service Fund, Capital Projects Fund, etc.) Supervision/HR/Contracts
• Directly supervise purchasing, accounting, transportation, and maintenance departments; oversee HR functions for classified staff.
• Hire, supervise and evaluate the Business Office staff and develop in-service training programs for same.
• As an integral part of the district’s negotiating team, coordinate contract negotiations with the bargaining units.
• Collaborate with the school solicitor on legal matters related to non-instructional issues. Internal & External Reporting/Audits
• Prepare, reconcile and present financial reports (cost analysis, quarterly, tax reports, monthly variance, budget to actuals, accounts payables, monthly and annual budgets, etc.); reconcile district bank accounts.
• Monitor the school district’s tax collection system; prepare, coordinate and assist with pre-audit activities of district records.
• Submit PLANCON filings and state forms such as the PDE-363, PDE-2028 and PDE-2057.
• Prepare/submit all PDE Data and Financial Subsidy Reports. Grants / Investments/Insurance
• Assist administrators in preparing federal and private grant applications and relevant reports.
• Maintain financial records for all state and federal grant programs.
• Decision maker in determining investments of excess funds in accordance with state law and district policy.
