Water Resources WASH Systems Strengthening Evaluation and Strategy Consultant Profile Singe is a climate, water resources and WASH (water, sanitation and hygiene) specialist with more than 25 years professional experience. Singe excels as a researcher, practitioner and evaluator working with a wide range of organisations (including large and small NGOs, UN Agencies, multilateral and bilateral organisations). Singe provides technical advice and guidance to organisations and decision-makers to improve their policy, practice and impact. He has managed institutional development and capacity building projects and has advised on all aspects of strengthening and institutional reform, with a depth of experience on systems for water security and the intersection with public health. He also has experience of negotiation and managing relationships between different stakeholders to improve coordination and effectiveness.
Singe has extensive knowledge and experience in the management of water resources, WASH services, systems strengthening work, performance management and improving programme effectiveness in challenging contexts. This includes 20 years overseas experience working in sub–Saharan Africa, Central, East and South Asia. He specialises in providing technical and institutional capacity building support for strengthening the delivery of climate resilient infrastructure services. Singe has also conducted key studies and evaluations related to the management of natural resources, water and sanitation services with a focus on climate resilience, disaster preparedness and conflict sensitivity. EXPERIENCE – A SELECTION FOM THE PAST 10 YEARS
2025 – ongoing Review of the National Water Resources Management Programme in Tajikistan. Team Lead for an evaluative review of the national Integrated Water Resources Management Programme being implemented by the Government of Tajikistan and Helvetas. 2025 – 2025 Evaluation of the Comprehensive Water Supply and Sanitation Programme in Tajikistan; SDC. Provided evaluative and quality assurance support for an evaluation of SDC’s Comprehensive Water Supply and Sanitation Programme in Sughd Region, Tajikistan.
2024 - 2025 Mid Term Evaluation of UNICEF’s Strategy for WASH (2016-2030). Acting team lead and evaluator leading the evaluation of UNICEF’s systems strengthening work, climate resilient WASH work and building resilience in humanitarian settings. 2024 Lead evaluator: Building Knowledge and Awareness of Decentralised Wastewater Treatment System in Tajikistan; SDC and EQUIDEV. Led the evaluation of Decentralised Wastewater Treatment Systems in rural Tajikistan and efforts to introduce this new technology type at rural hospitals.
2024 Evaluation: Project Closure Report, Freetown Water Supply Rehabilitation Project, Sierra Leone; FCDO. Led the final project review of £30M infrastructure project to replace and upgrade large parts of Freetown’s water supply network. 2024 End line Evaluation Global Water Leadership Programme. Team leader for an evaluation of the Global Water Partnerships and UNICEF flagship programme to link Climate Adaptation, WRM and WASH in Tanzania, Malawi, Rwanda, Uganda, CAR, State of Palestine and Nepal.
2023 - 2024 Impact Evaluation of WaterAid’s Community WASH work in Ghana, Nigeria and Tanzania. Team lead and technical expert for a review of WaterAid’s rural WASH work in three countries across sub-Saharan Africa. The evaluation provided recommendations to WaterAid and their donor Diageo PLC.
2023 Evaluation of National Adaptation Planning in Zimbabwe. Team lead for an end line evaluation of National Adaptation Planning in Zimbabwe on behalf of the United Nations Environment Programme. This included an evaluation of realistic and feasible climate change adaptation projects for potential Green Climate Fund investment. 2023 Evaluation of the Global Water Partnership’s – A Stake in Water Project. Team leader assessing the intermediate outcomes of GWPs work from 2020 – 2023. The evaluation focussed on Multi-Stakeholder Partnerships, Gender Equity in Water Management and the dissemination and impact of Integrated Water Resources Management tools via the GWP IWRM Toolbox platform.
2023 Evaluation of Lancet Countdown for Wellcome Trust: Principal Consultant assessing the impact of Lancet Countdown’s climate and health influencing work during the period 2015- 2022.
2022 Evaluation, UNICEF, Team Leader: Evaluation of UNICEF’s climate resilience WASH programme in Cambodia, with a specific focus on the impacts of climate change on local water security and WASH services.

2021-2022 Evaluation, UNICEF, Team Leader. Led the evaluation of UNICEF’s rural water supply programme in conflict-affected Myanmar (evaluation paused given political unrest). 2019-2021 WASH Curriculum Development: Provided technical support to the Government Technical Institute in Sierra Leone to develop a curriculum to help encourage training and recruitment into the WASH sector. Funded by Maastricht School of Management. 2017-2021 Guma Valley Water Company, Institutional Reform Programme, Sierra Leone. Senior technical advisor embedded within Guma Valley Water Company. Responsible for writing the institutional urban WASH roadmap (2019). Led national consultations and the drafting of a new national WASH Policy on behalf of the Government of Sierra Leone. 2018 Tajikistan Water and Sanitation Programme, Oxfam GB – led bid writing support to Oxfam GB to successfully secure funding from the Swiss Agency for Development and Cooperation.
2017-2019 Rehabilitation of Freetown Water Supply Network. Worked for Mott MacDonald, supporting the rehabilitation of the Freetown Water Supply network and oversaw institutional capacity building support to Guma Valley Water Company. This work formed part of Freetown’s development Masterplan. Also supported resettlement planning and ensuring best practice for Project Affected People throughout construction programmes. 2016 –2017 Post Ebola Recovery Programme, Sierra Leone, DFID. Water Team Lead for the post Ebola recovery programme in Sierra Leone, working in support of the Presidential Delivery Team.
2011 –2016. Technical Support Programme - Ministry of Water Resources, Sierra Leone, DFID. Senior technical advisor and deputy team lead supporting the Ministry of Water Resources and Ministry of Health and Sanitation to implement the national WASH policy. Supported the re-establishment of water resource monitoring networks and formation of the National Water Resources Monitoring Agency. Also, directly supported the Ministry of Water Resources in its response to the West African Ebola outbreak.
