E-Transform Outcome Assessment
The Government of Ghana (GoG) has embarked on an ambitious effort to utilize ICT to improve the efficiency and transparency of government functions. The eTransform project is one of the vehicles being used by the Government to achieve this objective. The Project is a GoG initiative which is being funded with World Bank support. The project development objective is to improve the efficiency and coverage of government service delivery using Information and Communication Technologies (ICT). The project consists of four components namely:
i.Enabling environment for digital Ghana
ii.Support for digitization and connectivity
iii.Launch and scale-up of priority digital services and applications
iv.Project management.
The MoCD is the implementing agency of the project. The project has a broad scope and supports twenty (20) or more Ministries, Departments and Agencies (MDAs) with the use of ICT. Project implementation started in January 2015 and is scheduled to close on June 30, 2024.
Given the above, MoCD deemed it imperative to conduct an in-depth assessment of the interventions under the eTransform project to provide insights into the benefits accruing from the perspective of beneficiaries, document challenges and lessons learnt therefrom to guide the implementation of future programmes that will be implemented by the Ministry. It is against this backdrop that the MoCD engaged GI-KACE Consult Limited, the consulting arm of the Ghana-India Kofi Annan Centre of Excellence in ICT to undertake an outcome assessment of the eTransform Project.
Contributions to the Project: Participated in the inception meeting, conducted the desk review and assisted in developing a methodology for the assessment. Furthermore, I helped prepared the data collection tools ie questionnaires and interviewer guides for the data collection process. As a trained enumerator, I administered the tools in tamale at the Ghana airways and weather authority and in Accra at the Ghana Meteorological Agency. Afterwards, I assisted in analysing the data and developed the draft final report. The report was then submitted to the client for feedback and comments. After incorporating the comments from the client, I together with the team proceeded to develop the final report.

Under the Ghana digital acceleration project (GDAP)
As part of the Government of Ghana’s (GoG’s) ICT Policy as espoused in the Coordinated Program of Economic and Social Development Policies 2017 – 2024, An Agenda for Jobs: Creating Prosperity and Equal Opportunity for All (October 2017), the policy direction focuses on entrenching ICT, and especially data science, (including analytics), at the center of the national development agenda, and also as part of a strategy to position the country as a regional ICT hub. In response to these issues, the GDAP is proposed and the World Bank (WB) is supporting the proposed project with funding, to enhance conditions for private sector development with quality job growth through: supports results in three areas:

Tracer Study for the eTransform project-Capacity building for School Teachers and Educational Leaders.
In 2017, the Ghana-India Kofi Annan Centre of Excellence in ICT (GI-KACE) acting as an agency of the Ministry of Communication signed a Memorandum of Understanding (MOU) with the Ghana Education Service to train 1400 teachers from 200 selected second cycle schools across Ghana under the eTransform capacity building of teachers and educational leaders’ project. GI-KACE successfully trained the beneficiary teachers to be able to integrate ICT as a tool for resourceful management and for effective teaching and learning in schools. A key achievement of the project was the ability to equip teachers with the relevant skills to create teaching content containing ICT simulations tools, audio-visuals, interactive tools, and games to enhance teaching and learning stem courses.
To ascertain the project’s impact after a 4-year period, the Ghana-India Kofi Annan Centre of Excellence in ICT was engaged by the Ministry of Communication and Digitalisation/ eTransform Secretariat with support from the World Bank to conduct a Tracer Study on the Capacity Building Programme for school teachers and educational leaders under the e-Transform project. The primary goals for the tracer study are as follows:
1.document changes in the training delivery of the beneficiary teachers and educational leaders who received the ICT training.
2.Understand if and how an intervention contributed to these observed changes.
Contributions to the Project: Participated in the inception meeting, conducted the desk review and developed a methodology for the tracer study. The Health Promotion Division’s Regional Social Behavior Change Resource Centre’s (Hubs) and the National virtual SBC Repository were established to serve as a resource centre of SBC materials for Health Promotion Staff, other GHS divisions, Civil Society Organizations and the general public. There has not been a compressive review of functionality and effectiveness of these two resources since they were deployed in 2016 under USAID Communicate for Health Project. As a key resource and infrastructure for disseminating SBC materials and related standard operating procedure and guideline for health promotion, it prudent to regular review effectiveness and use of these key resources. The USAID Accelerating Social and Behavior Change Activity building on USAID Communicate for Health investments, in May 2022 constituted a joint HPD/ASBC team to assess current state of these two key resources to inform planning and prioritizing of further investments or use.

The National Communications Authority (NCA) was established by an act of Parliament, Act 769 of 2008 as the central body responsible for licensing and regulating communications activities and services in Ghana. To achieve its objectives, the Authority regulates communications services in accordance with the principles of non-discrimination, ensuring fair-competition, security of public communications networks and services, development of the communications industry, efficient use of national resources (spectrum), among other principles.

The Bono East Region was created on 13th February 2019 by Constitutional Instrument (CI) 113 with Techiman as the Regional Capital. The Region which was carved out of the erstwhile Brong Ahafo Region has eleven (11) Assemblies under its jurisdiction: four (4) Municipal and seven (7) District Assemblies.
In line with setting out a roadmap for the achievement of its mandate, the Bono East regional Coordinating Council now intends to finance the develop a five-year strategic plan for the region.
Objectives of the assignment
The main objective of this assignment is to develop a comprehensive and time-bound (five-year) strategy for the Bono East Region. The plan will have pre-set related indicators to monitor activities, an effective internal evaluation mechanism and a sustainable fundraising strategy.
