My experience began with industrial construction in 1992. I have obtained nuclear qualification, NCCER instructor certifications in 1998 for multiple craft and safety. State Licensed in South Carolina, Georgia, and Louisiana as a General Contractor Unlimited. Bachelors Degree from Jacksonville State University. I have worked around the world in Korea, China, Mongolia and Canada. I have worked with Fluor Corporation, BBI/Shaw, BE&K/KBR, Becon/Bechtel, ProEnergy, Yates/PCL, CBI and HB Zachary and others over the last 32 years. I have been in senior level positions for the past 12 years.
Qualifications
I have managed all types of nuclear and non nuclear work with titles as QA/QC and Engineering Leads, Prj Mgr/Superintendent, lead planner for elect/mechanical/and welding, procurement mgr, and startup/commissioning project mgr. while concurrently taking on temporary assignments with my own general contracting company. Positions include construction-manager, turnaround coordinator/mgr, E/I Planner/Engineer/Lead/manager/superintendent, Pipe Planner, QA/QC Lead inspector for E/I/and pipe, instrument calibration tech, project controls engineer, and safety mgr. I am confidently experienced in interfacing with client and other office and construction personnel. My responsibilities have included work scheduling, budgeting, quality, maintenance, engineering, and management roles. I specialize in Electrical and Instrumentation and knowledgeable in mechanical and welding construction. I have successfully completed work on nuclear outages, maintenance contracts, 7FA GE gas turbine generators, 7FA Mitsubishi dual gas turbine generators, Coal Fired Boilers, Petro Chemical Facility Refineries and Pharmaceutical plants. Electrical installations have included conduit installation, cable pulling, wire termination, grounding, lighting, high voltage systems up to 245kva, motor control centers MCC’s, UPS Systems, programmable logic controllers PLC’s, various bus, and distributed control systems DCS equipment, making weld docs as maps and travelers, piping and tubing 2”s and below, as well as mid piping up to 12”. I have had maintenance contracts for manufacturing in several areas including PLCs. I’ve managed union and open shop. Certified as OSHA 30 and hold a TWIC card and am current for nuclear clearance. During my military career I specialized in avionic maintenance troubleshooting the aircraft to the component and then in shop trouble shooting the component to the issue and correcting the issue.

Worked as a client representative planning all mechanical and instrumental/electrical projects for the Alky Rebuild project after being destroyed by fire in 2018. I also was the acting client mechanical lead for all initial walkdowns and wrote punch list. After items were completed they were returned signed off for me to rewalk and approve for final signoff with 3 other client executives. I also handled procurement for the items needed.

Worked Vogtle units 3 & 4 as an engineer overseeing and signing off completed work after verification of procedure correct installation. Moved to unit 3 to help with installation and to rework issues that had been overlooked or placed on punch list. This work included scrutinizing everything and providing procedures and drawing justification to parallel the new IR signoffs. Also was tasked with making weld maps, ordering tools and materials as needed, opened and closed work packages (WP), made WP changes as needed, made new inspection records for WPs as needed, verified and signed off all non-safety verifications and paralleled signoffs with QC on all safety related verifications. Wrote conformance or non-conformance reports, RFIs, and ESRs as necessary to create necessary follow up for incorrect installations that allowed fixing issues. 4 Combustion Turbine Generator Set (MHI 501-G1)and 2 Toshiba Steam Turbine Generators over $470M. These gas turbines included dual fuel, fuel oil and natural gas and were in a four on two power plant configuration for Southern Company in Atlanta Georgia. Total facility output was 1700 MW. As the superintendent I was personally responsible for saving Fluor a large portion of $37M in profit and preventing a $950k daily liquidated damages. As CM I oversaw multidiscipline contractors pushing a successful completion injury free and on time.

Managed all aspects of an E&I dominant job for Novartis Pharmaceuticals. As the first person on site I set up office trailers and hired all employees. I headed Safety and initiated incentive programs. This project was finished ahead of schedule and under budget with an adjustment upward due to change orders exceeding $46M. The original contract was only $24M. As site manager I was able to complete contract work as well as negotiate additional work to almost triple the total of the original contract. When I arrived it was a dirt lot where I personally installed office trailers and when I left it was an operational pharmaceutical plant/disease lab facility.

Worked in the FEMA hurricane relief efforts area for Fluor, MMR, SHAW and other general contractors as a subcontractor hauling and setting camper trailers, building mobile home parks, and hauling setting mh’s. Varner Construction had as many as 220 subcontractors at one time. VCLLC lead with a safety first incentive program which helped our group finish with zero safety incidents. 2006-08 was a residential/commercial GC.

I oversee construction projects as the owner operator of a small family company. I oversaw 17 million dollar projects for Louisiana after hurricane Katrina. Build multiple restaurants such as IHOP, Smokey Bones, and Japanese chains. I have overseen complete renovations of apartment complexes with more than 110 units and more than 224 units. I have also constructed spec and custom homes. This is ongoing and is where I work in between projects where I am hired as an employee or consultant.
I have been in industrial construction since 1992 and put Safety as the number one focus for myself and my team.
