ICI is an outpatient program that has had contract with the Federal Bureau of Prisons(BOP) and the U.S. Probation Office in the Central District of California for the past 18 years to provide drug testing, counseling, and other services to federal criminal offenders. As a consultant to this program, I functioned as an administrative assistant and "trouble shooter" to the executive director. My duties included but were not limited to oversight in complying with the federal contract, providing substance-abuse training to staff and U.S. Probation Officers, coordination of an employment skills component, and pursuing additional funding sources.

Prepared presentence reports for approximately three years and then assigned to supervise a caseload of federal probation and parole offenders. For approximately 18 years, specialized in the supervision of substance abusing offenders. This assignment involved community supervision of federal offenders, writing progress and violation reports for the U.S. District Court, the U.S. Parole Commission, and the Disciplinary Barracks for the U.S. Military. As part of the supervision process frequently appeared in U.S. District Court and before the U.S. Parole Commission for probation and parole violation hearings.

A Study for the Implementation of a Drug Detection System in the Pre-trial stage of the Criminal Justice Process. (A study prepared for the U.S. District Court and the Probation Office for the Central District of California at Los Angeles, 1985).

1000 P.C. Drug Diversion Programs: A study and evaluation for the Los Angeles County Drug Abuse Program Office, 1986. This study evaluated the current system of drug diversion programs in Los Angeles County and made recommendations for a uniform curriculum and certification requirements for programs providing diversion services under P.C. 1000. These recommendations were subsequently implemented by the Drug Abuse Program Office and the Los Angeles County Probation Department.

An Evaluation of Operation Roundup: An Experiment in the Control of Gangs to Reduce Crime, Fear of Crime, and Improve Police Community Relations. A paper presented at the 1995 annual conference of the Academy of Criminal Justice Sciences, Boston, Massachusetts.

An Evaluation of Community Policing in Garden Grove California. This evaluation is currently being conducted and will result in a report to the Garden Grove Police Department in approximately January 1997.

A Process Evaluation of Drug Courts in Los Angeles County. This report was prepared and submitted to the County of Los Angeles Countywide Criminal Justice Coordination Committee in October 1996.
