Summary/Experience:

Over 20 years of progressively responsible experience in providing effective leadership and management in a wide range of Labor Relations and Employee Relations Human Resource functions locally, nationally, and internationally in both non-union and union environments. Success has been achieved by applying my wealth of expertise in a consultative approach resolving employment issues and mitigating risk by providing hands-on and strategic support to employees, management, and executives. -Manage Human Resource Department for KBR’s Government Operations LOGCAP III Project Regional Office in Baghdad.

Willbros Oil & Gas - Houston, TX June 2007 – Dec - 2014

Sr. Director Human Resources Oil & Gas Segment

-Responsibilities include supporting all 8,000 company employees including Oil & Gas supervisor/management, staff, and field-craft personnel

-Key emphasis on Employee Relations and Labor Relations

-Responsible for the strategic development of policies and procedures and ensuring the Segment’s policies and procedures are distributed and adhered to across the segment.

S & B Engineers and Constructors, Ltd. – Houston, TX Jan 2015 – to August 2019

Vice-President Human Resources

-Full management oversight of all aspects of Human Resource/Labor Relations/Employee Relations and Training for S & B and subsidiaries. Approximately 13,000 employees.

-Oversight responsibility specifically includes S & B Engineering & Construction, S & B Infra Structure,

S & B Modular Operations, and S & B Plant Services and S & B Government Services.

HR/Labor Relations/Employee Relations Self-employed Consultant October 2019 – January 2021 – Provide expertise, consultation, guidance and coaching to HR Leadership and Business Management, and field supervisors and craft employees which aligns with company policy, approach, practices, and processes and support a work environment conducive to quality, productivity, safety, and freedom from any form or harassment or discrimination. Compliance Management: Management and administration of AA/EEO to include AAP and DEI programs, annual EEO-1 and Vets-4212 reporting, related state/local EEO and employment compliance requirements; and related programs and initiatives, including, but not limited to, OFCCP audits.

Regional Director Employee Relations/Strategic HR – Southwest Key Programs (a non-profit) (HEPSA Region - Houston, San Antonio, El Paso) February 2021-November 2022

-HR/Labor and Employee Relations responsibility for 10 area Programs-Facilities approximately 10,000 employees.

-Directed staff of 10 HR professionals, HRG’s, HR Coordinators who support the facilities. Data driven reporting monitoring turnover, staffing, compliance, training, employee relations, labor relations.

-Position eliminated because of funding short fall from Office of Refugee Resettlement (ORR)

HR/Labor Relations/Employee Relations Self-employed Consultant – February 2021 – August 2023, amid COVID pandemic and related issues worked diligently to attain consulting opportunities to provide expertise, consultation, guidance and coaching to HR Leadership and Business Management, and field supervisors and craft employees which aligns with company policy, approach, practices, and processes and support a work environment conducive to quality, productivity, safety, and freedom from any form or harassment or discrimination. Houston Transit Metro Bus Operator – September 2023 – 10-2024 post COVID, obtained commercial operator’s license, completed operator training for operating Metro busses. Worked a full schedule of weekly routes completing in a safe and timely manner. Held this position until I could find work in the field I have worked in for my entire career, Employee Relations. Employee Relations Manager – Harris County Health, Harris County, TX. October 2024 – September-2025

Full oversight of the Employee Relations group providing training, consultation, mentoring, development, intake, investigation, reporting, follow-up and closure for this newly formed employee relations department. Build trust with stakeholders to be an advisor for management and advocate for employees. Grant Funded position, grant funding ended, position eliminated.
