• The estimating function in support of a $30 Billion + Capital Delivery program
• Inclusive of projects and programs renewing bridges, tunnels, stations, rolling stock and maintenance facilities. These programs include large-scale and long-lived, complex, and cross-departmental infrastructure, some of the largest projects in the nation.
• I provided functional oversight and support for the estimating team as well as support to project teams for major changes.
• As the Subject Matter Expert (SME) on Cost Estimating for Large and Mega, complex infrastructure projects and programs I authored and implemented the policies, procedures, and performance metrics.
• Managed and directed all activities within the estimating department, including budgeting, staff scheduling and development, training, performance evaluations, and departmental goals.
• Established policies and procedures related to Project Cost Estimating, including estimate approval processes, independent reviews, continuous improvement, market feedback on pricing, and contingency development.
