Professional Summary: Over 45 years of federal and public consulting experience, with 43 years’ experience as a leader and recognized expert practitioner of Federal Records and Information Management (RIM) programs, rules, and regulations. RIM expertise extends through all levels within various Department of Defense (DoD) components; and provided advisory/consultant support across multiple federal departments (i.e., Veterans Affairs, Homeland Security, National Archives and Records Administration, and others). •Provide companion services by assisting family and neighbors with mentally challenged adult loved ones and/or two grandchildren.

•Adult companion: While family is out of house, assist mentally challenged individual with walking around house, providing conversation, reading, watching TV, assisting with other duties as requested by family.

•Young Child Companion: On a daily basis, assist parents with managing grandchildren while parents’ work. Interact with grandchildren by teaching how to prepare meals, cleanliness, table etiquette, interpersonal relationship skills, playing and exercise, reading/writing, small motor skills, talking, age-appropriate activities for two (2) and five (5) year olds. Sr. Records Program Analyst

•Contract support to the Department of Homeland Security, Cybersecurity and Infrastructure Security Agency (DHS CISA), Office of the Chief Information Officer (OCIO) Records and Information Management Office (RIMO), Records Management Program.

•Advised the Chenega engagement team on development of curriculum and training plans, quick reference guides, and visual aids for multiple training delivery methods (i.e., self-guided online, live virtual (MS Teams), in-person group and one-on-one) annual, monthly, and on-demand/as needed for DHS CISA Component Records Liaison Officer and Record Custodians (RLO’s/RC’s).

•Managed the CISA RIM mailbox. RIM mailbox receives 100-200 e-mails (weekly) asking for assistance with RIM questions from CISA RLOs/RCs/employees/NARA, etc. E-mails were either answered immediately or were referred to RIM teammate managing the task or project. Ensured all e-mails were answered ASAP.

•Collected, recorded and reported on predetermined RIM e-mail topics, to senior leadership on a weekly basis.

•Managed the CISA RIM portion of the CISA Offboarding Process via the RIM Mailbox. Advised CISA employees/contractors/interns/detailees/fellows, etc. on the RIM offboarding forms required to be completed and submitted prior to CISA RIM signing off on the CISA RIM portion of the CISA Offboarding form. Alerted CISA leadership of offboarding process issues requiring corrective process actions.

•Assisted RLO/RCs with preparing documentation for destruction of temporary paper/electronic records; or preparing/submitting permanent paper/electronic records to NARA.

•Reviewed/revised forms, presentations, directive type documents, etc. for senior leadership approval and signature.

•Collaborated with teammates and/or NARA staff to aid, direct, query or learn about various RIM issues or NARA ARCIS or other systems.

•Managed special projects/working groups (with stakeholders) using technical RM knowledge/experience to develop, change/implement standard RM processes/practices meeting needs/establish goals while documenting findings/recommendations.

•Designated Chair/Co-Chair of six (6) very successful RM Working Groups working collaboratively with the RMs of various DoD Military Services, Coast Guard, VA, and other Federal Agencies.

Performed collaborative/cross functional analysis of business processes relative to DoD Military Service handling of military member/beneficiary STR/NSTR policies/practices.

Accomplishments During This Period

•Researched, analyzed, and compiled the STR Accumulation Report, depicting nine (9) COAs to address accumulation of 11.9M STRs at VA. Develop viable COAs whereby VA would allow DoD access to the STRs scanned into VA’s VBMS.

•Collaborated with Military Service RM, VA, DoD Forms Manager to develop, Form DD 2963 “STR Certification Statement” cover form to be used on STRs when the Services send medical/dental records to the VA.

•Obtained DoD 5015.2 STD “Electronic Records Management Software Applications Design Criteria Standard” certification for HAIMS from JITC enabling DoD STRs for the first time in DoD history to be scanned into an electronic system and make the STRs electronically available for the VBA to use in real time environment to quickly process veteran’s benefits claims.

•Significant accomplishment supporting move to electronic records in DoD and made a major contribution to cost reduction efforts related to storage and accessibility issues of the STR.

•Recognized multiple times by VA Under Secretary for Benefits (USB) for accomplishments towards assisting Veterans while leading the Medical Records Working Group (MRWG); resulted in the development of DoDI 6040.45 “DoD Health Record LifeCycle Management” and revised records disposition schedules.

•Performed collaborative/cross functional analysis of business processes relative to DoD Military Service HRM RM policies/practices.

•Identified/resolved issues on the lifecycle management of military human resource records to ensure receipt of benefits and entitlements for veterans/beneficiaries. Resulting in development of DoDI 1336.08, “Military Human Resource Record Life Cycle Management” for the OMPF.
