Subject: REQUEST FOR 2025 CARD INDEX AND
UPDATE OF DATA IN MINFOPRA WEBSITE
Following a request from the South West Regional Delegation of Public Service and Administrative Reforms (MINFOPRA), and the need to update the database of the Personnel of the Ministry of Secondary Education in the South West Region,
I write to request that you enter the complete and correct information of ALL your staff in the attached electronic EXCEL format for the 2025 Card Index. Do not modify it or use a former card index format. The filled electronic copy and two hard copies should be deposited at the South West Regional Delegation of Secondary Education on or before July 30, 2025.
It is also important to remind your staff, especially those who have been recently transferred, appointed, reclassified, or have an incremental promotion (advancement) to update their personal information accordingly on the MINFOPRA website: Mapping of job positions (cartographie.gov.cm).
The 2025 card index data will be exploited alongside the data filled in the website by each staff. Staff members should therefore ensure that there are no discrepancies between their information in the two documents.
Considering the importance of this exercise, I urge all concerned to exercise maximum diligence in filling the database.

GUIDELINES FOR FILLING THE 2025 CARD INDEX DATABASE OF STATE EMPLOYEES
The following explanations are helpful when filling the database:
1.Mat. No: Use the new format (0557666H or 1444767M). Those without Service codes should enter (ECI, ECC i.e En Cours de contractualization).
2.Name: The order of names should be as found in administrative documents.
3.Date of birth: All dates must include the Day/Month/Year. Any other form may distort the staff’s information.
4.Place of birth
5.Sex: Abbreviate M or F
6.Date of entry into public Service or Date of recruitment (found in your integration decision or your recent census form carries the correct day/month/year).
7.Corps: This could be Teaching, Counseling, Sports and Physical Education (professional body etc….
8.Cadre : Professeur De I ’enseignement General, Technique, Normale, Contract, State Agent.
9.Grade: PLEG, PLET, PENI, PENIA, CPO, PCEG, PCET, IET, IETP, IEGP, CCA (cat 10 to 12), CA (cat 7 to 9), SA (cat 1 to 6).
10.Career Grade: Found on your advancement decision (PLEG, PLET)
11.Salary Grade: Check this information from your last pay voucher (Professeur des Lycees)
12.Career Category: Check this information from your last advancement decision (A2)
13.Salary Category: Check this information from your most current pay voucher. (A2)
14.Career index: Check this information from your last advancement decision. (1140)
15.Salary Index: Found on the staff’s pay voucher. (1140)
16.Career incremental position (career echelon found in advancement decision):
17.Salary incremental position (Salary echelon found in payslip)
18.Service: Central, Devolved, External Services
19.Place of Work: give it a name e.g. RDSE SW Buea, DDSE Meme Kumba, GSS Mabeta.
20.Duty Post: Example: Regional Delegate, Divisional Delegate, Chief of Service, Sub Director, Principal, Vice Principal, Teacher, Cleaner, driver, gardener
21.Rank of Post: That is the equivalence of the duty post to a position in the central administration: e.g Divisional Delegate rank is that of a Sub Director, Sub Director remains Sub Director, Principal =Sub Director, VP/Dean of studies=chief of service DM=Chief of Service, Chief of Bureau etc….
22.Reference of appointment decision is found at the top of the page where the Decree or Arrêté is found. Arrete No 198/24/MINESEC/SG/DEGS OF 02 May 2025
23.Comment: Present, irregular, ineffective abandoned, (those on study leave should not appear in your database because they are no longer a staff of a school or Delegation).
