The primary duties of this position are to performing activities related to the planning, administration and execution of the Agency’s personnel and classified document security program in addition to the Agency’s contractor security program. Both programs involve the protection and safeguarding of classified/official information and material from unauthorized disclosure by assuring the effectiveness of security systems, devices and procedures and by evaluating the background of those granted access to such information under both programs. These programs have nationwide impact and its responsibilities affect the Agency’s top level organizational elements, 2 headquarters bureaus and 2 centers, the National Center of Toxicological Research, the Minneapolis Center for Microbiological Investigations, 10 regions, 21 district offices, 2 stations offices, and approximately 160 resident inspection posts totaling over 1000 critical-sensitive positions. The contractor security program that also has nationwide impact is also coordinated and maintained at headquarters.
Duties:
Determines the sensitivity of FDA’s critical-sensitive positions and determines the status of eligibility of individuals selected for occupancy of those positions which involves; determining and initiating necessary investigations; determining necessity for access for clearance; and acting or recommending action to agency management on cases involving unusual sensitivity problems because of incompleteness or inconclusiveness of available facts/materials, the controversial nature of the case/situation, the organizational level of the individual(s) involved, and similar considerations,.
The incumbent will be responsible for implementing and directing the contractor ADP personnel security program.
Participates in meetings and conferences with team members and Agency Officials to: advise/assist, secure, and provide information concerning security matters and problems as it relates to contractor employees.
Participates in discussions, meetings and conferences with Agency officials, subject matter specialists, senior technical personnel, Departmental and industry representatives to secure and provide information concerning security matters and problems; discuss recommendations conclusions and alternatives; and develop solutions to immediate, anticipated or potential problems involving the applicability of security regulations and procedures.
Provides authoritative advice and guidance to agency personnel and others in such areas as: specific security problems, issues and/or actions; new procedural guidance; relevant regulatory and procedural information; review of documents and other materials to insure sufficiency and compliance with requirements; and other related matters.
Maintains and applies a thorough and comprehensive knowledge of the Agency’s rules, regulations and guidance relative personnel and document security. Exercises judgement and discretion in the interpretation and adaptation of instructions and guidance in order to maintain the integrity systems procedures and requirements.
Reviews and processes security forms and other forms as required prior to sending to OPM for background investigations by using the NBIS (National Background Investigation Services) system. Prior to processing security forms in NBIS, receives Eapp Initiation Form from contractor and/or their Project Officer. This form is used to set up/initiate contractors into the NBIS (National Background Investigation System). After they are initiated, a letter/memo is sent to the contractor to let them know that a temporary username and password will be sent via separate email and then they can begin filling out their forms in the system.
Once the online security document is completed, reviews the entire document, making sure that there aren’t any gaps of time missing for residence and employment. Going through the entire form to make sure that all information is accounted for, and all questions are answered completely .. Contacting applicant if there is any missing information, or questionable information, that need to be explained/clarified before sending downtown to Office of Personnel Management.
When the contractor alerts me that their forms are completed in the NBIS system, I review the investigation in its entirety to ensure completeness before it is forwarded to OPM. After the review, if everything is in order, schedules an appointment to have the contractor pick up their badge.
After OPM receives the investigation and confirm that they have all of the necessary information to begin the investigation, OPM sends me schedule notices to let me know exactly when the background investigation will begin.
Working with OPM after the investigation has been forwarded to them, in supplying any missing or unclear information that the contractor has on their background investigations. This could include contacting the contractor to request clarification on questions OPM has regarding their investigations.
Initiating required requests for National Agency Check and Inquiries (NACI) investigations directly to OPM on all appointees to Non-Sensitive (Level 1) positions.
Initiates required requests for Minimum Background Investigation (MBI) investigations directly to OPM on all appointees to Public Trust (Level 5) positions.
Ensuring that the proper security questionnaire and fingerprints and or fingerprint card are completed by any individual selected for a national security or public trust position. Assisting the contractor with any problems they may have in filling out the form.
Assisting applicants, employees, contractors and supervisors in understanding and/or preparing any required personnel security questionnaires or forms.
Adjudicating the NACI reports of investigation on individuals in Non-Sensitive (Level 1) positions
Adjudicating the MBI reports of investigation on individuals in Sensitive Moderate Risk (Level 5) positions.
Assuring that the Certification of Investigation notice and any approved waiver form are filled in the OPF when required.
Works with the Project Officer in processing background investigations for Students, Fellows, Volunteers and Guest Workers.
Referring to the Director, any developed unfavorable personnel security/suitability information on a contractor being considered for or occupying a High Risk Public Trust position.
Reviews and summarizes OPM and DHHS investigative reports and referring all pertinent information to responsible Agency officials. Reviewing and evaluating personnel suitability and investigative files and summarizing pertinent information for Departmental use and purposes.
Receiving and responding to inquiries/communications from the field organizations, centers, industry representatives and other governmental agencies.
Reviewing all Agency background applications for ADP positions.
Ensures that all required background investigations are completed before a building pass is issued.
Assists the Project Officer or Center/Office in determining the risk level designation.
Upon request, provides assistance to the Contracting Officer and Project Officer.
Upon notification by the Contracting Officer, provides forms to the Contractor. Receives list of employees from Contractor to conduct preliminary checks.
Notifies Contracting Officer of favorable and unfavorable results from the preliminary check.
Notifies Physical Security of favorable results from preliminary checks and risk level designations.
Reviews and processes security forms and other forms as required prior to sending to OPM for background investigations.
Assists the Project Officer with risk level designations for new contractor employees.
Receives and processes security and other forms as required.
Notifies Contracting Officer and Physical Security staff of clearance granted.
Sends favorable OPM certifications to Project Officer and/or Security Representative.

The primary duties of this position are to assist in carrying out functions related to supervising major Agency information resources management functions including automated data processing, planning and budgeting, systems management, telecommunications, strategic systems projects and paperwork.
Requisition of office supplies, and other related material and services using the IMPAC card or by including purchases made by all IMPAC cardholders in the Division
Identifying reconciliation of a wide range of monthly expenditures against
allocated funding; utilizing spreadsheets and administrative system reports
on obligations and expenditures;
Responsible for supporting the security access badging system for headquarters and overseeing, maintaining, and supporting the credential program for the Food and Drug Administration nationwide. This responsibility includes the issuance, control, and disposition of credentials for the FDA inspectors and the safeguarding of unused credentials and badges. Maintaining this information in an Oracle database. This database includes badge numbers and/or credential numbers for all FDA inspectors. As badges/credentials are renewed, issued or returned, this information is updated in the database.
Signs as the approving official on all employee exit/clearance records.
Serves as focal point and subject matter expert on administrative procedures involving credentials nationwide and badging at FDA headquarters. Provides technical guidance and direction on administrative issues related to: badging suspension, expiration dates, authorizing and assignment of credential numbers, custodial management and its accountability.
Integrates personal data and credential/badge data into comprehensive security database system.
Sends out monthly memos to inspectors located at FDA Headquarters for credential renewal, forwarding the memo and necessary forms needed to get credentials renewed.
Assists FDA inspectors with the process of reporting a lost/stolen credentials and/or badge.
(ranging from forwarding non-emergency police department number to report the loss to forwarding sample letter needed to alert our office that credential/badge is lost)
Recommends operating policies that improve the efficiency and effectiveness of the I.D. Badging and Credential functions performed by the ORA, Division of Field Investigations. These improvements impact the level of customer service provided to the thousands of FDA Headquarters personnel who require these badges and credentials in order to support the FDA regulatory and investigative mission.
Interprets personnel policies for recruitment actions and appointment authorities, processing personnel actions on SF-52 personnel actions for retirement, resignations and details. Processes other personnel actions in Enterprise Human Resource & Payroll System (EHRP) for promotions, within grade increases, etc. for my staff. Processing security access forms to get all of the supervisor’s usernames/passwords to the system, since the software is new to our staff.
I am responsible for updating the Excel Spreadsheet that contains the Current and Pending Secret and Top Secret Clearances FDA-Wide, keying in new information as it comes in regarding these particular FDA staff members, making sure information is keyed in accurately, being that this is a very important and sensitive database.
Analyze office procedures and suggests improvement
Timekeeper for my division, processing timecards and leave requests in EASE (Enterprise Administrative Support Environment), prepares and consolidates time and attendance records. Oversee the automated timekeeping system and timekeeping files for the office, works with staff to identify and correct errors
Solicits training requests and identifies training needs of employees
Notifies OIT of new accounts and the need for new computers within the division
Organizes LAN Line and telephone line installations/service requests for my division, this could range from requesting voicemail boxes for new employees, telephone repair, to having analog and LAN lines installed for new fingerprinting equipment to be connected to. Follows up on the status of the work request with Shared Services to make sure the work is completed in a timely manner.
Responsible for furniture moves, (Surplus and moving furniture to other offices within our division)
Serves as Badging Coordinator for my office,,using the MDI Security Systems SAFE ware NT/2000 version 5.6.3, to prepare badges for new FDA employees, renewing badges for current FDA employees, preparing badges for new contractors and renewing badges for current contractors. Checking clearances and background checks of the contractors by calling Office of Personnel Management and/or checking Microsoft Access databases, preparing badges pending on those results., referring contractors to the appropriate Security Specialist if there is a problem with the background check/clearance results. Cancelling lost badges in the system, answering questions /re-solving issues relating to badging on a daily basis (over the phone or in person).
Also responsible for serving FDA District offices, responding to requests from Field Security Representatives to renew badges, cancel badges in the system, and/or process/delete access to certain sites for field employees.
Serves as back up to the Security Specialists, after background checks are done for new contractors or new FDA employees, I process the Case Closing Transmittals (background checks) that come from the Office of Personnel Management, for those employees; attaching their Transmittals with their FDA Security Card Access Request forms, and calling the employee and/or their Security Representative/Project Officer to let them know that their background checks have come back favorable and that they may come down to the Badging Office so I can prepare their badge for them.
Perform property management duties, receives Inventory Schedule, making rounds to various FDA sites to check the property listed on the schedule, matching tag numbers and/or serial numbers on the equipment with what is listed on the schedule, if there is a match, makes notations on the list to reflect such, and if there is a discrepancy with the information, notates that information as well on the list.
Manage and maintain controlled correspondence tracking system for projects, documents and material received in the office, using an electronic tracking system;
Plan, organize, carry out, and evaluate special projects affecting the administration of programs in the Office of IT Shared Services. Organize studies at the supervisor’s request, research sensitive issues, analyze and present findings, and recommend administrative strategies or changes in internal operating procedures.
Personally respond to inquiries addressing program management issues, such as the Office’s policy on administrative services, and other frequently requested information.
Edit a variety of documents prepared by professional staff which would include correspondence, briefing packages, program review documents, and presentation materials.
