The acquisition focus for this program is supplies and services for medical care for the tribal communities throughout the Pacific Northwest. I am responsible for the standardization and consistency of the templates used for the contract via firm fixed price; cost; reimbursable and time and materials per PRISM contracting software and the government purchase card program.

• Provide supervisory/management and technical leadership guidance to six staff members; oversight/mentoring includes three senior contracting officers, two purchasing agents, and one Contracting Officer Representative (COR) specialist for the phases of the acquisitions. • Perform audits for the purchase card program this fiscal year. Presented training to all cardholders for transitioning to a new program system last fiscal year.

• Resolve Performance Management Reviews from agencies headquarters. office assessment. I established the best contracting practices and approaches in the development of purchasing policies.

• Customers receive their supplies in a timely manner for meeting patients. needs.

• Continuously implement the best contract practices and methods for staff from 2017 recommended elements from audit findings performed by our Head of Contracting team FY 2017; two months after I arrived at the agency.

• Excellent accomplishments: *Presented on the panel for Small Businesses and Indian Health Service Partner to Catalyze Innovation&quote, sponsored by the U.S. Department of Health and Human Services. *Process letter contracts for the urban program contracts for obligating the COVID-19 funding via construction proposals.

*Presented training to staff for unauthorized commitment prevention *Claim to Settlement letter from FY 2019 amount of $83,674.74. Remedy negotiated for resolution of the settlement is $17,455.58. Savings to the agency of $66,218.16.

• Provide oversight and review for the phase of the locums IDIQ for the AREA for the service units to issue task orders. We now have a pool of contractors with various specialties for medical services (clustered/targeted) disciplines.

• Present briefings to Directive; program staff and contractor staff for latest policy and or recommendation about directives and guidance. *Fill Contracting Officer vacancy in coordination with Human Resources. Meet all Human Resources guidelines for the hiring staff to include incentives. *Keep staff and upper management abreast of COVID-19 requirements and due dates. • Administer and manage staff workload and track deadlines for meeting milestones of the agency and customers. All workload meetings are on a weekly basis for meeting goals and milestones. RESULTS/IMPACTS: Meet milestones in a timely manner and provide skype training for standardization of processes.

• I keep upper management updated daily for correct new policy of the purchase card program for adhering to new development policies guidance requirements. • Use the beta.sam.gov system to review the advertised RFQ and or RFPs. Mentor staff on usage. • Major accomplishment for the AREAs is the creation of the reference/template library for all programs and staff for improving operational workload and creating transparency for project status to other Directors for decision making and meeting deadlines. • Keep updated with the progressive best practices for team building and providing inclusive leadership/supervision on a daily basis.
