I serve as a Branch Chief, Office of Chief of Information Office and Bureau Printing and Engraving, responsible for planning, negotiating, executing, administering and managing an array of acquisitions in support of main Treasury. I am responsible for a billion-dollar acquisition portfolio. I work in three contract writing systems PRISM, Procurement for Public Sector (PPS) and Contract Lifecycle Manager (CLM). I served as a Branch Chief, Corporate Support Branch in the Office of Information Technology Acquisition Division. I managed of over 25 employees, providing supervision to other managers, Contract Specialists/Officers, Management Officials and Business Operations Specialists (CORs). I prepared annual and semi-annual performance appraisals, providing constructive feedback and offering recommendations how to improve job performance. I was responsible for planning, negotiating, executing and administering an array of information technology (IT) contracts. Some of the goods and services acquired are hardware, software, subscriptions and operations and maintenance services for major tax administration information processing systems. I served as a Senior Contract Specialist in the Property Management Section, administering and renewing over 100 Intergovernmental Agreements (IGA) for care, custody and housing of federal inmates. I was also responsible for executing Memorandum of Understanding, Interagency Agreements and Reimbursable Agreements. I maintained a database according to the agreement type with pertinent information such as expiration date, vendor information, amount and location. I attended weekly meetings with the Office of the Detention Trustee, Immigration Custom Enforcement of Homeland Security and U.S. Marshall Services to enhance the acquiring and pricing of IGAs, among the agencies. I developed standard operating procedures for all sorts of agreement types. I managed over 300 agreements ensuring no agreements lapsed in service. I developed milestones based on the information provided in the Requests for Contract Action.
October 2001 –May 2005: Position GS-1102-13, Senior Contract Specialist
I served as Senior (Team Lead) Contract Specialist/Assist Chief, Construction Contracting Section in the Administration Division. I was responsible for supervising six Contracting Officers in Central Office and various construction sites. I provided advice, guidance and direction to staff regarding procurement operation and policy. I developed policy and procedures for staff to follow. I performed quarterly and annual employee’s performance evaluation. I conducted supervisory reviews for contract actions ranging from $500,000 to 100,000,000, I assisted in the execution of modifications to existing contracts and ensure issuance of solicitations and contracts for new institutions were negotiated within budget. These reviews were conducted using current BOP and Federal Acquisition Regulation policy and procedures. I served as the Claim Analysis and Resolution Teamleader and Partnering Coordinator for the Section resolving issues prior to them becoming a protest, equitable adjustment or claim. I’ve served as the Acting Assistant Chief, Construction Contracting Section in the Administration Division on numerous occasions. I was the Reviewer-in-Charge for Quality Assurance Review Team, assisting in the execution of modifications, issuance of solicitations and contract files in accordance with current policy and procedures. As well as serve as the Administering Contracting Officer for the Site Selection and Environmental Services Contract. I served as the Utility, Claim Analysis and Resolution and Training Teamleader for the Section. I’ve had special expertise in policy development, specialist project implementation, administration, training and team building. I served as a Contract Specialist in the Administration Division, Procurement and Property Branch under the direct supervision of Construction Contracting Section, issuing solicitations, performing price and past performance evaluations, conducting negotiations with contractors within the competitive range, awarding and administering Utility, Construction, Design-Build, Architect and Engineering (A/E), Construction Management Firm type contracts, terminating and closing out contracts. I respond to a variety of correspondences regarding procurement acquisitions; prepare correspondences for upper management review and approval; prepare Determination and Findings memorandums, cancellation notices, Clarification and Deficiency notices, Commerce Business Daily announcements, Summary of Negotiations memorandum, Justification for Other Than Full and Open Competition memorandums, and adverse action correspondences. I served as the Acting Assistant Chief, Construction Contracting Section, reviewing pre- solicitation, pre-award and modification files exceeding $100,000. I served as a Contract Specialist for the Federal Bureau of Prisons in the Administration Division, Procurement and Property Branch under the direct supervision of Community Correction Contracting (CCC) Section, issuing solicitations, conducting cost/price analysis, performing contract negotiations, administering contracts for the duration and terminating and closing out contracts for Community Corrections Centers, Juvenile Centers, Detention Centers, Mothers with Infants Centers, Comprehensive Sanction Centers and Drug and Alcohol Treatment Centers.
