New York DOL Cúram Upgrade

The New York State Department of Labor (DOL) started using IBM Watson Health Social Program Management Cúram software in 2001. Several applications were written using this product framework including the Worker Protection System (WPS) and Appeal Board System (ABS). These applications relied on old, unsupported versions of Cúram. This project upgraded both the ABS and WPS applications in order to bring them up to the latest version of Cúram (version 7.0.1).
WPS is used by the Asbestos Control Bureau, License & Certification Unit, and the Counsel's Office to manage inspection, notifications, and complaints – as well as generating summary reports supporting settlements and prosecutions. ABS is used by the Unemployment Insurance Appeal Board to record events in Appeal Cases received from the Unemployment Insurance Division's Mainframe system. The system: creates documents (Notices, documents, letters and decisions), schedules hearings for Administrative Law Judges, and provides pertinent information such as the times and dates included in Notices of Hearings

IMPACT is the Comprehensive Child Welfare Information System (CCWIS) for Texas which is used to manage casework involved in reports of child abuse and neglect, foster care, and adoption. Responsible for business analysis and design in all areas of the system, including: casework, administration, legal actions, financial, and Federal or State reporting. Managed the CGI team subcontracted to Infosys for design and functional expertise.

Michigan Statewide Integrated Governmental Management Application (SIGMA)

For the implementation of Managed Advantage financial systems solution for the State of Michigan, served as Implementation Lead for Michigan's Department of Health and Human Services (MDHHS). This project was a major component of the overall Statewide Integrated Governmental Management Application (SIGMA) project. Led the team of State, consultant, and CGI staff providing intensive support to MDHHS in the conversion, configuration, and testing of the Cost Allocation model for the department which allocates in excess of $1B per year to Federal and State funding sources. Wrote the SOW for this critical path work needed to ensure a Go/No Go decision for the implementation of the new SIGMA statewide financial system. Coordinated with SIGMA program leadership, CGI experts in Program/Project cost accounting, and the MDHHS Directors of Finance, Accounting, and Budget to bring this project in on-time and within budget. Performed all project planning and reported status to both SIGMA program management and MDHHS. Managed risks and issues including: identification, analysis, response planning, tracking, and closure.

NYSERDA Enterprise Database Integration Project

PM for the Enterprise Database Integration Project, a one year Agile/Scrum effort to standardize various energy savings incentive program systems and integrate information across the New York State Energy Research and Development (NYSERDA) lines of business with a Data Warehouse, SharePoint collaboration/workflow, and an Enterprise Service Bus. The effort serving the Commercial and Industrial segment of NYSERDA consists of five different subprojects: Creation of the organization’s first enterprise data warehouse, adding workflow and collaboration to existing line-of-business systems, standardizing the codebase of the line of business systems to .NET 4, automating information flows from the line of business systems to and from the NYSERDA accounting system, and integration with the NYS Consolidated Funding Application system. Roadmap-level project plans for this agile project were maintained in MS Project 2010 and down converted to MS Project 2007 for consumption by the client. Detailed management for software development was handled using the Microsoft Team Foundation Server, MS Word, MS Excel, and MS PowerPoint.

NY OPWDD M/WBE Monitoring and Compliance System

As a subcontractor, performed as the Quality Assurance vendor for the prime contractor, assisted the New York State Office for People with Developmental Disabilities (OPWDD) with the implementation of a M/WBE Monitoring and Compliance system. The system is a SaaS offering and connects to the existing NYS financial system and the Empire State Development Corporation for the purpose of collecting and monitoring financial information with the objective of meeting M/WBE State and Federal contracting goals and requirements. Coordinated the efforts of the OPWDD, the prime contractor, Knowledge Builders, and the SaaS contractor, Early Morning Software of Baltimore, MD, using Sherpa, Evernote, MS Word, and MS Excel.
New York Office of Mental Health
OMH Legacy System Integration Project

As an independent contractor, Mr Wrisley was Project manager for the New York State Office for Mental Health (OMH) Legacy System Integration project, a part of the program to implement the New York Statewide Financial System (SFS) based on the Oracle PeopleSoft Enterprise Resource Planning (ERP) solution. Historically, State agencies used a decentralized approach to process, record and report financial transactions. The SFS will replace the current Central Accounting System to create a new core financial management system. With approximately 30 other state agencies, OMH continued to operate its legacy financial system and interface SFS until full migration in the future. The legacy system is mainframe-based on an IDMS database, 350+ ADSO online/batch components, and EZTRIEVE reports.
Specific duties:
Oversaw DDI for the changes to the legacy system;
Responsible for overall management including: planning, scheduling, and quality control;
Coordinated between: CIT Technical Services, Application Services, OMH Finance, and Central Business Office bureaus as well as the central SFS Program organization;
Developed project schedules, monitored against the schedule; and
Detailed weekly and monthly project status to OMH management and staff.

IN Statewide Automated Child Welfare Information System (SACWIS)

Contract project manager for the Indiana Statewide Automated Child Welfare Information System (SACWIS) for the Indiana Department of Child Services. The project is maintaining the existing ICWIS system, a hybrid of client-server PowerBuilder system and .NET originally designed and implemented on an Oracle database. In parallel, the project is developing an entirely new CCWIS, the Management Interface for Indiana’s Kids (MaGIK). This system was planned to be web-enabled with a .NET framework based on MS SQL Server. Specific duties:
Led the development of MaGIK use cases and monitored the Scrum/Crystal process;
Integrated the Project Plan for MaGIK development and ICWIS maintenance in MS Project;
Provided MS Word, MS PowerPoint, MS Excel project status for the Exec. Steering Committee;
Validated the system met federal requirements, e.g., SACWIS, AFCARS, NCANDS, NYTD, etc.;
Acted as a principal on the Governance team for the project; and
Assisted in the preparation of the IAPD, PAPD, and APD for the ACF Child Welfare Bureau.
New York State Division of Criminal Justice Services (DCJS)
Criminal and Civil History (CCH) system

Contract project manager for the Legacy Renewal project to migrate the Criminal and Civil History (CCH) system for the New York State Division of Criminal Justice Services (DCJS). The migration was from a Unisys mainframe to an Oracle/J2EE environment operating within the eJustice portal. The CCH system is the central repository for criminal history and identification serving the integrated justice community of the State of New York, including: New York State Police, Department of Corrections, Division of Probation and Correctional Alternatives, as well as county, city, town and village law enforcement. Interfaces are maintained with State entities such as the Office of Court Administration, as well as with the National Crime Information Center (NCIC), the Interstate Identification Index (III), and the National Law Enforcement Teletype System (NLETS).
Initiated and planned delivery of for the Legacy Renewal project utilizing MS Project and the Rational Unified Process (RUP). The Project Management Plan was developed using MS Word and MS Excel consisting of: Project Charter, Master Project Management Plan, Risk and Issue Management Plan, Communications Plan, Quality Management Plan, Configuration Management Plan, and the Training Plan. Managed the Design Team which conducted JAD sessions to develop the system design, the interface design, conversion strategy, and conversion plan from baseline system data. This project maintained and enhanced the Ohio Department of Job and Family Services (ODJFS) Client Registry Information System - Enhanced (CRIS-E), a centralized, on-line system that serves all 88 of Ohio's County Departments of Job and Family Services in the delivery of public assistance programs: Temporary Aid for Needy Families (TANF), Child Care, Food Stamps and Ohio Health Insurance (Medicaid).
Under a Quarterly Deliverable Agreement as Deputy Project Manager, managed staff of 30 contractors in the execution of system development and production support projects in Requirements Definition, Design, Programming, Testing, and Implementation. Examples of such projects include:
Implementation of a web-based front end to CRIS-E based on a third-party product;
A new Child Care subsystem tracking incidents/injuries to children in care statewide;
Developing requirements for the unique id of children in Child Care across all county systems;
Responding to legislative or departmental inquiries via client bureaus; and
Implementing changes to program eligibility or benefits.
Maintained the project schedule in MS Project for the scope of work defined by the Quarterly Deliverable Agreement. Ported information for labor to Niku Workbench (now Clarity). Project materials were prepared using MS Word, Excel, and PowerPoint.

Kentucky Cares Project

For the Commonwealth of Kentucky Governor’s Office of Technology (GOT) to designed, developed, and implemented a Needs Assessment interface with their web-enabled Kentucky Resource Directory. The Resource Directory is an on-line compendium of available services and providers throughout the entire state of Kentucky. For this project, we designed a needs assessment and screening tools that can be used to help asses an individual’s or family’s needs, and then direct them to the most appropriate services and providers, based on the individual’s location, circumstances, and characteristics. The Needs Assessment can be used by a caseworker, services provider, or directly by an individual through web-access terminals that are available in local school, libraries, and some government offices.
Deputy Project Manager and Functional Lead for the Kentucky Cares project. Worked closely with the client, and led a small team performing Joint Application Design (JAD) sessions. The products of these sessions using MS Word, Excel, and PowerPoint were functional designs covering all components of the system including: Guide to Services, Search Results, Folder, Help, Data Maintenance, and User Feedback. On completion of the design, the team regrouped into testing roles for the design and execution of the System Test and Client Acceptance test.
In a second phase of this project, the team enhanced the Needs Assessment web site by creating outline and fuzzy logic methods of accessing the Resource Directory: Service Screening, Self-Referral and the Facilitated Guide. Worked with the KY Cabinets for: Families & Children, Health, and Workforce Development to develop area-specific designs, and the conversion of the existing Resource Directory data for 24,000 providers to use the INFOLINE Taxonomy of Human Services.

Ohio Integrated Client Management System (ICMS)

For the Ohio Department of Human Services was the Deputy Project Manager and Functional Lead for, the design of the Integrated Client Management System (ICMS), a web-enabled case management system which facilitated information sharing across the Ohio’s various human services legacy information systems, enabling caseworkers to coordinate and deliver services. The application included: Visit Records, Screening, Registration, Assessment, Plans, and a Resource Directory. The design was undertaken under an ambitious schedule and was completed after five months of intensive Joint Application Design (JAD) sessions. A mix of staff caseworkers and senior managers from a dozen Ohio counties attended the JAD sessions. Responsibilities included the planning and development of JAD session materials, facilitating the JAD sessions, coordinating the activities of the multiple design teams, assisting in the development of the Design Topic Papers, and editing final documents for compliance with project requirements. Colorado County Financial System Design Study

Deputy Project Manager and Functional Lead for the team of Business Analysts who performed the County Financial System Design study, an analysis of the Colorado Department of Human Services financial management systems, financial business processes, and the functional requirements needed to plan a new accounting and financial system in order to meet welfare reform mandates at the federal, state and local levels. Sessions were held with functional and technical representatives for each of the systems involved with the processing of county costs. From the information gathered in these sessions, a model of the existing County financial system was developed using MS Word, Excel, and PowerPoint. In order to develop a consensus for the new system’s requirements held additional sessions with the CDHS management and the accountants responsible for County Accounting. The team created a general design, a MS Project high-level project plan, and a cost schedule for the implementation of a new County Financial Management System.

The Ohio Department of Human Services (ODHS)-administers the State’s county-run child support program. To support the county and state child support business practices, the Statewide Child Support Enforcement Tracking System (SETS) project was implemented in phases across Ohio’s 88 counties. While the State of Ohio is responsible for systems integration and development of the application’s code, AMS is responsible for project management, planning and quality assurance, conversion, implementation, user support, help desk operations, and training.
Team Lead for the business analysts who performed a series of studies. First, a study established understanding the Department and various County Support Enforcement agencies’ requirements for the generation of legal forms. The next study documented with MS Word and Excel how a client-server based forms-generation package had been integrated with SETS and the status of the integration. New Mexico Family Automated Client Tracking System (FACTS)

For the State of New Mexico, Department of Children Youth and Families (CYFD), AMS led the full life-cycle development, from requirements validation through system design and development of the Family Automated Client Tracking System (FACTS). Customization of the baseline AMS SACWIS gave the system a look and feel that responded to the State’s unique business practices and needs. Additional functionality to support adult services, child day care, and juvenile justice was added to the system.
As Deputy Project Manager and Design Team Lead, managed the detailed design of modifications to the Case and Service Management segments of the FACTS project. Responsibilities included leading design sessions with CYFD and AMS personnel, coordinating the activities of the design team, assisting in the development of the Detailed Modifications Document in MS Word, and Excel – with reviews ensuring that documentation was compliant with State requirements.

Telia Data, AB Usage Pricing Project

As a member of AMS’ Telecommunications Industry Group, served as Project Manager for the Usage Pricing (UP) project at Telia Data, AB in Stockholm, Sweden. UP was one component of the overall TieLine program, which handled provisioning, pricing, billing, and accounts receivable for fixed-wire telephones in Sweden. UP implemented pricing plans consisted of rules which specified the selection of usage (phone calls) and specified discount processing for the calls. For example, a Pricing Plan called “Friends in the World” would allow a telephone customer who subscribed to this plan to receive a discount of 10% for every international call made by the customer during the hours 5 PM to 5 AM. On a continuous basis UP is a component to process usage - records of customer phone calls - for each customer applying price plans to calculate discounts and net charges. This involves the processing of as many as 30 million calls per day.
Responsible for managing product maintenance, required modifications, price plan implementation and testing, as well as the transition of support from the AMS team to Telia Data employees. Responsible for maintaining CMMI level 3 standards as well as ISO-9000 adherence for this location. Responsible for continuing product enhancement in cooperation with parallel projects in Groningen, The Netherlands and Bern, Switzerland, and Denver, Colorado.
