Supervision & Staff Development:
• Serves as a Leader and supervisor of the
procurement staff, setting work priorities and

(e.g., simplified acquisition procedures, commercial items, requests for proposals, sealed bidding,

Advertise applicable requirements and prepare
solicitation documents using agency contract writing systems, ensuring regulatory and legal compliance
while maximizing competition.
Conduct public bid openings, evaluate bids, and
determine the responsiveness and responsibility of the lowest bidder per regulatory requirements.
Contract Administration & Compliance:
Serve as Contract Administrator on awarded contracts, conducting post-award conferences to clarify standard and special contractual provisions.
Negotiate contract modifications to safeguard agency interests.
Resolve issues related to delivery, production, quality, differing site conditions, inspections, and other
contract-related matters.
Conduct cost/price analyses on change order
proposals and delivery requirements.
Manage contract payment provisions, including partial, progress, and final payments using the Invoice Payment Platform (IPP) system.
Dispute Resolution & Contract Closeout:
Establish the Government’s position in contract disputes and issue final decisions as the Contracting Officer.
Close out contracts upon completion, ensuring
resolution of conflicts, final payments, and obtaining release of claims to protect the agency.
Systems Utilization & Reporting:
• Fully utilize contract-related systems, including: o PRISM for contract writing.
