Processes all award nominations in compliance with required policy and procedures. Obtains required approvals, and maintains adequate documentation in accordance with DoD, DON, and NSW policy. Generates certificates, award letters, citations, and other written documentation as required. Coordinates with each command’s administrative department to ensure awards are routed for signature by the appropriate management official, and awards are delivered and/or presented appropriately. Tracks and manages cash and time off award budgets across the Force, coordinating with each command’s N7 department and providing periodic spending updates to ensure proper and timely execution of award funds. Reviews and submits award packages for DON and DoD level awards to the appropriate points of contact.

PERFORMANCE MANAGEMENT AND EMPLOYEE RELATIONS SERVICES. Coordinates with Employee Relations Specialists in the Force-wide execution of the performance management cycle. Provides advisory services on all components of the performance management process, including planning, monitoring, rating, and rewarding performance. Advises management on the performance management process and provides technical information on performance management systems. Ensures timely completion of annual appraisals across the Force by monitoring completion rates, updating senior leadership on completion rates, and working directly with supervisors and employees to ensure critical tasks are completed in a timely manner. Processes administrative and reconsideration corrections to completed performance appraisals in consultation with the assigned Employee Relations Specialist. Ensures compliance with local and higher-level policy and obtains required documentation and appraisals to justify any corrections processed. Also, serves as an additional employee relations advisor, as required, advising managers on appropriate disciplinary or other corrective techniques in response to a range of conduct and performance issues that often involve challenging situations.

Participated in a management inquiry interview providing information related to an official investigation within the command while keeping confidentiality regarding the investigation throughout the entire interview process. Provided the investigations coordinator requested information related to the complaint and a declaration statement regarding the interview I participated in.

Coordinates with the Civilian Awards Program Manager when reviewing Echelon 3 and 4 policies and provides suggestions for improvement of the Force-wide awards program. Runs reports and monitors employee records for career service milestones, including length of service awards and retirement awards. Reviews personnel files for accurate information related to career service, and coordinates with supervisors, employees, HR staff, and the appropriate DoD or DON offices for corrections as needed. MANAGEMENT ANALYST/CIVPERS. Maintains a current and comprehensive knowledge of policies, rules, regulations, and directives relating to all phases of civilian personnel management to effectively advise senior officials at the Command in making decisions relative to personnel and position management actions. Collaborates with senior leadership on civilian personnel issues, participates in the formulation of internal personnel policies, programs, and procedures. Serves as the Command's focal point in the areas of civilian personnel, civilian personnel programs, and acts as liaison with the servicing Human Resources Specialist and Naval Education and Training Command (NETC) Human Resources Office (HRO) staff/departments; coordinates and monitors all matters pertaining to civilian personnel actions, including the timely processing of request for personnel action (RPA) requirements, interim and annual performance reviews, recruitment and staffing, position classification, training, and preparation of all civilian personnel actions. Requests additional recruitment fills due to fulfill unplanned losses of civilian personnel. Analyzes and resolves complex civilian personnel recruitment and placement issues. HR LIAISON. Directly responsible for the creation, input, and follow up of all Command personnel actions in the Defense Civilian Personnel Data System (DCPDS). Provides Command oversight on civilian personnel management matters involving staffing, position descriptions, and classification actions. Coordinates with HRO, OCHR and promulgates guidance to leadership regarding loss of skilled employees, recruitment and hiring issues, reassignments, reduction in force (RIF), details, and placement actions. Assists managers in preparing position descriptions. Attends weekly Department Head meetings, presents findings and recommendations by briefing the Executive Director, Commanding Officer, and other Department Heads on the status of the civilian workforce and civilian support programs pertaining to the command. Advises on program management procedures or practices to increase efficiency of operations. Looks for ways to continuously improve the program processes and management studies.

CUSTOMER SERVICE. Provides advice and assistance to all different levels of management and civilian employees on a variety of civilian personnel policies, processes, and programs. Process all required request for Personnel Actions (RPAs, SF182s) including but not limited to recruitments, awards, details and reorganizations, training requests within required deadlines which is normally 5 business days of approval. Provide applicable employee with the official Personnel Action (SF-50) notification within 5 business days of the Human Resource Office (HRO) processing and approval. Develops and maintains databases to track projects and certain agreements that apply to the civilian workforce. Applies law, policies, regulations and principals, standards and procedures to management and analysis regarding civilian related programs. Research and provide policy and procedural answers to employees, supervisors, and management within 5 business days for such areas of interest as benefits and entitlements. MANPOWER. Performs civilian manpower reviews to identify and develop improvements and efficiency of civilian manpower and improvement methods by analyzing knowledge, skills, abilities and volume and quality of work processes in comparison to cost effectiveness. Make all corrections to Activity Manning Document no later than 5 business days after decision by Executive Director and Commanding Officer request.

EMPLOYEE RELATIONS. Serves as primary management official in the disposition of Labor/Employee Relations (LER) issues. Research employee and management questions and situations, advises participants of options and guides, and assists in development of appropriate, effective, and compliant courses of action. Submits EEO Management Directive (MD) 715 Report on an annual basis.

ACTIVITY TRAINING COORDINATOR. Serves as the Command ATC for the overall management of training, and employee development, to include Individual Development Plan (IDP) compliance and SF182 routing within their area of responsibility. Manages employee IDPs, Standard Form (SF) 182 Training Request, and status reports utilizing TWMS. Audits SF182s throughout the submission, completion and cancellation process for proper routing and approval or cancellation. PERFORMANCE MANAGEMENT. Serves as the Administrator for the Performance Management process throughout the cycle. Establishes an annual performance cycle timeline and ensures all employees and rating officials are informed and meet the various cycle due dates by validating the establishment and recording of performance plans and performance reviews, progress reviews, and annual assessments/rating records. Maintains the master file of all employee’s performance plans and ensures required close-out rating are initiated prior to transfer, separation, or retirement.
