Cloudframe Inc. is an organization that has developed a Modernization Suite that is the most advanced legacy modernization software in the industry. Leveraging Agentic AI with unrivaled capability, CloudFrame provides deep understanding of existing systems before implementing a Retain, Refactor, or Reimagine modernization strategy. Despite accelerating SME attrition, CloudFrame enables organizations to first understand their legacy applications—then modernize strategically, intelligently, and with purpose.
The target of this suite of products is to convert legacy COBOL code into Java and to document the application using AI.
Role: As a mainframe SME, I was hired to provide critical initial analysis of COBOL programs from prospective clients. I familiarized myself with the primary product (CodeNavigator) of the company and designed, developed and conducted courses for employees of a partner organization.
Technical Environment: Windows 10/11, Unix, COBOL, Java.

Data Migration – The Commonwealth of Pennsylvania has been moving its applications from Legacy Mainframe environment to Open Systems. In this last phase of Incremental Renewal, data which was not migrated earlier are in scope to be migrated. The source data was a mix of flat files, DMS (hierarchical) and RDMS (relational) models. The target was Oracle.
System Study and Re-engineering – As part of the Incremental Renewal, functionality that was not previously migrated is within the scope of this release. The methodology for this exercise is to analyze existing mainframe programs to generate functional specification documentation which is validated by the functional team with the client before creating functional specifications to be developed and tested by developers and, finally, implemented in the Open Systems.
Inventory Master maintenance – There are over 12,000 components that make up the Integrated Eligibility system. These are listed in an Excel Spreadsheet. This spreadsheet contains data points about the components like whether the component is active or inactive, which functionality it belongs to and some other information. As this list was started in 2018, I worked with two SMEs who were knowledgable about the project along with 1.5 FTEs and updated the list. This exercise also served a verification of scope to ensure that nothing was missed.
Role: As a Team Lead on the Incremental Renewal project for the Commonwealth of Pennsylvania, I lead a team of 9 individuals across three areas of responsibility – Data Migration, Inventory Maintenance and System Study and Re-engineering.
Technical Environment: Unisys 2200, DMS, RDMS, Oracle, TFS, Windows 10/11, MS SharePoint, COBOL.

Role: Project Manager/DBA/Data Modeler
State of Delaware Department of Health and Social Services (Division of Social Services).
MCI – This was an application that collected demographic information related to individuals that apply for any of the benefit programs administered by DHSS. Each applicant is assigned a unique identification number that is then used to reference the individual in all applications within DHSS.
ASSIST Worker Web (AWW) is a modernized version of DCIS-II which was a system developed to support the delivery of welfare to the residents of Delaware. It is architected on the Windows platform and was designed to collect and verify information on welfare applicants, calculate and deliver benefits based on policy. The application was continuously upgraded functionally and technologically to serve the neediest population of the State of Delaware.
ASSIST Self Service is a portion of Integrated Eligibility and it allows applicants to explore their eligibility and directly apply for, view and renew benefits with DSS using the internet. They also have the facility to submit changes to their personal information.
Other applications added to the Suite are:
FORCES – This is an application that enables the State to address overpayments with recovery and recoupment. There is a separate division that addresses this and the application facilitates that process.
LIHEAP – This is an application that tracks and manages applications for Low Income Home Energy Program.
DCIS-II is the legacy system developed to support the delivery of welfare to the residents of Delaware. It was architected on a mixed platform of Windows and IBM Mainframe. The Windows platform handled the User interface while the IBM platform handled the business processing and data storage.
The DCISII system has been modernized and replaced by the ASSIST suite of applications. As a subject matter expert, I provided guidance and necessary information to personnel assigned to this project as necessary.
Role: As Master Data Modeler on the Delaware Modernization project, I was responsible to control all changes to the database so that they fit into the overall Data Model.
As Master Data Modeler for the Maintenance contract, I oversaw day-to-day activities of the database management activities. As Database Administrator, I provided support for maintenance of database to ensure performance and integrity of the application. I assisted the State with technology decisions and Software upgrades.
