Experience

Training and Learning Consultant: Department of State’s Foreign Service Institute, Arlington, VA (01/2011 – 09/2025)

• As a Program Assistant in the Consular Training Division, I supported new trainees during onboarding. Researched, compiled, and analyzed program data using Kirkpatrick's training evaluation model. Identified the strengths and weaknesses of course modules by employing quantitative and qualitative methods, providing insights into the program's effectiveness. Used the division's SharePoint site as a learning management system (LMS) for administering exams, documenting, tracking, reporting, and delivering training course materials, ensuring that all uploaded materials are Section 508 compliant. Maintained communication with students throughout their training to ensure they received relevant logistical information.

• As a coach and learning consultant, I planned, scheduled, and provided consultation services for Foreign Service language learners. Collaborated with colleagues to help students identify their strengths, build upon them, and ultimately achieve their language learning goals. Consequently, I received the Department of State's Franklin Award for superior performance in Learning Consultation from January 2012 to December 2016.

• As a business Analyst, I represented the division at the Technology Advisory Group (TAG) to enhance the quality of learning through educational technology. At TAG, we explored trends, conducted research, inspired each other, shared new ideas, and guided students and instructors in effectively integrating educational technology.

• Represented the division at the Advisory Committee on In-Service Professional Advancement. Ensured that the concerns and recommendations of the staff in our division were addressed. Actively advocated for instructors' training, identified essential topics, and helped design and deliver relevant workshops to meet their needs.

• As an instructional designer, I analyzed, designed, created, and field-tested new teaching and study materials. Additionally, I participated in developing multiple e-learning courseware projects, utilizing the Cornerstone OnDemand Create Tool (CSOD) as the Learning Management System (LMS), and various authoring tools.

• Designed and prepared 18 educational summative assessment kits to monitor learners’ progress. These assessments align with level two of Kirkpatrick's four-level evaluation model.

• Reviewed our section's curriculum to ensure strategic alignment with policy-centric and demand-based training.

• Served as a beta tester for the Department of State’s first AI-capable ChatBot.

• Delivered in-person and virtual training (ILT/VILT) using various teaching methodologies and blended learning techniques, including face-to-face interactions, Smart Board, and online platforms such as Zoom, MS Teams, and Webex. This flexibility accommodated diverse learning preferences, enabling learners to progress at their own pace.

Instructional Systems Specialist: University of Maryland Eastern Shore (02/2010 – 04/2010), 10 hours/week.

• Developed and delivered a written training manual on the use of the Sony Soloist and Virtuoso Instructional Control Software.

• Designed, developed, and delivered hands-on technical training to professors and instructors on the Sony Virtuoso Instructional Control Software, utilizing lectures, discussions, activities, and role-playing exercises.

• Provided follow-up technical support to “Virtuoso Instructional Control Software” users through e-mail and phone.
