December 2015–December 2021, Lead Security Engineer

Assisted with the preparation of the SSP for the Software Data Center at FDIC. Served as the Lead Security Engineer for the Carbon Black Response, Carbon Black Protection and Tripwire applications. Managed an annual $25M US VISA support contract with a staff comprising of 250 employees. Guided 14 US VISA Application Service Centers within Mexico for the Department of State. Led the definition and standardization of the service and product offerings of Global Citizen Services. Completed the installation of a new core software and hardware upgrade without any disruption to the client. Implemented a tablet-based Gate Entry system for each Embassy. Increased profits by 8%.

December 2009–February 2011, Program Manager

Managed an annual $24M IT support program at USAID with a staff of 96. Managed the total IT Operations and Maintenance support for over 3000 users in the Washington, DC area and 80 missions worldwide. Following the Haiti Earthquake, oversaw standing up eight Task Forces within 24 hours of notification with all their IT and Telecomm needs to begin rendering aid and support to the stricken country.

Implemented a complete upgrade of the legacy Classified Windows network to include building and configuring a new Classified Server Room. Managed the replacement of all the Server Room Infrastructure along with over 500 Desktops. Completed a DR (Disaster Recovery) Reengineering project providing full DR fail-over that emulated the existing network at Department of Treasury.

March 2004–March 2007, Customer Support Manager

Managed the day-to-day operations of an on-site Help Desk and Desktop Support Team comprising of 16 people supporting 800 users in a Seat Management contract for GSA-FTS. Enhanced procedures within the Customer Support Branch so that all the applicable Service Level Agreements (SLAs) were exceeded each month. Performed the role of the COOP Coordinator for the Federal Technology Services directorate within the General Services Administration. Planned and executed yearly COOP exercises with the other GSA organizations within the National Capital Region. Planned and executed the roll out of 800 new laptops as part of a hardware refresh while receiving a 96% Customer Satisfaction Rating.

May 2002 – March 2004, Customer Support Manager

Managed the day-to-day operations of a Desktop Support staff comprising of 27 people supporting over 9000 users for the Air Force Headquarters within the Pentagon. Managed a 7-member Rapid Response Team that provided 24x7 Desktop support to the Secretary of the Air Force. Managed a team of 8 technicians that performed 3000 hardware refreshes per year.

February 2000 - May 2002, Program Manager

Managed the day-to-day operations of an IT support program at Defense Logistics Agency with a staff of 32. Managed the total IT Operations and Maintenance support for over 2500 users. Provided recommendations and cost analysis for system enhancements. Coordinated the movement and upgrade of a Server Room with facilities and vendors to build and configure a new server room. Planned and executed a WIN2000 Rollout Plan to the 2500 users within the organization.

May 1998– February 2000, Senior Systems Engineer

Executed the duties of the Information Management Officer (IMO) for the US Army Information Management Support Center within the Pentagon consisting of 180+ people. Performed requirement analysis for the plan to upgrade from routers to switch technology for the Army Headquarters in the Pentagon. Implemented a design to build the first Server Farm within the Pentagon serving over 5000 users. Conducted requirements analysis and assisted in the fielding of a remote access Dial-in capability.

US Army (1978 – 1998)

October 1996-May 1998, Information Management Specialist

Executed the duties of the Information Management Officer (IMO) for the US Army Information Management Support Center within the Pentagon consisting of 180+ people. Managed eight organizations within the Army Headquarters Pentagon with their Information Technology requirements. Performed requirement analysis for all new IT purchases within each of these eight different organizations.

November 1995–October 1996, Senior Programmer Analyst

Managed the Combat Service Support Automation Management Office (CSSAMO), 2nd Infantry Division in South Korea. Developed a software fielding plan for eight major software upgrades to over 200 users. Developed and implemented a software training program for 300 operators and maintenance technicians. Implemented new trouble call procedures, which resulted in 25% reduction in turnaround time. The CSSAMO, 2nd Infantry Division was named the "Best CSSAMO in the Army" for 1996.

September 1992–November 1995, Information Management Specialist

Executed the duties of the Information Management Officer (IMO) for the US Army Information Management Support Center within the Pentagon consisting of 180+ people. Implemented a project to install a NOVELL LAN for the Secretary of the Army. Played a key role in defining business processes and developing procedures within a newly formed organization. Analyzed technical alternatives for cost effective solutions, in one case saving the government $100,000.

September 1991- September 1992, Senior Programmer Analyst

Managed four US Army members and 14 Korean National employees with the scheduling and running of Standard Army financial, personnel and logistics systems. Developed customer requirement documents for the consolidation of the two major computer facilities within South Korea. Developed and implemented a disaster recovery plan.

April 1989- September 1991, Personnel Manager

Served as the First Sergeant or Personnel Manager for the Army’s largest software Development Center in Fort Lee, VA. Selected for this position ahead of 17 senior personnel.
