Ms. Shook has over 20 years of personnel and product management experience in logistics, resource management, research, technical writing, legislative analysis, and quality measures and control, and strategic communications. Mrs. Shook has worked as a senior research and intelligence analyst, business analyst and project lead for both the Department of Defense and the private sector since 1998. She received a commission as an officer in the Virginia National Guard in 2001 and spent one tour in Iraq supporting Operation Iraqi Freedom II from January 2004 to January 2005.

Her work as a Senior Business Analyst and Agile Product Manager harnesses over 13 years of dedicated expertise in managing health solutions, grounded in Agile methodologies. Her mission is to optimize processes and deliver quality value-driven outcomes in the complex landscape of health policy and financial solutions.

Ms. Shook supported the operational activities of the Center for Medicare & Medicaid Services (CMS) with the Fraud Prevention System 2 (FPS2). FPS2 involves using predictive modeling and other analytic technologies to identify and prevent fraud, waste, and abuse in the Medicare Fee for Service (FFS) program. Current activities under the FPS2 program include applying agile lean principles in the planning and development of enhancements and improvements to the FPS data and functions. This role is part of a collaborative and agile team that supports and builds modern, standards-based responsive web applications for mission-critical health IT solutions. As the Analytics Consulting Product Owner, Ms. Shook is responsible for conducting Joint Application Design (JAD) sessions, workgroup calls and engaging customers to provide requirements and feedback, working with sprint team to implement and accept user stories as defined and, provides clear qualitative and quantitative information to teams and stakeholders.

As the Business Process Analyst and Subject Matter Expert (SME) on the CBOSC Production Operation Support Desk team, she brought in-depth knowledge and experience conducting research, reporting findings, and identifying potential policy and technical issues within the Accountable Care Organization (ACO) and the Medicare Shared Savings Program (Shared Savings Program). Provided subject matter expertise in support of the Shared Savings Program, Radiation Oncology (RO); ESRD Treatment Choices (ETC); Home Health Value-Based Purchasing (HHVBP), and PPS-Exempt Cancer Hospital (PCH), Quality Network (QNet), and other managed care models.

Through experience as an ACO coordinator, application and participant agreement reviewer, and quality and compliance auditor, she serves as a subject matter expert (SME) and advises trainers on the development of materials and curriculum and application reviewers on guidance and direction of regulatory provisions and Shared Savings Program requirements. The study involved a critical analysis of current cost data across the DoD to be able to conduct joint service comparisons of like equipment maintenance costs and direct labor hours to determine workload savings measures to the federal government. The study also involved using several DoD database models to derive accurate, repeatable, and verifiable data. Study impacted depot source of repair, new workload and base realignment and closure decisions.

Served as the support platoon leader, battalion movement officer, battalion convoy commander, and assistant S4 (supply and logistics) officer for 276th Engineer Battalion in support of Operation Iraqi Freedom II from December 2003 through January 2005. As the battalion movement office, was responsible for all logistical aspects of moving a full strength, wheeled engineer battalion from Richmond, VA to Mosul Iraq and back without any loss of equipment or supplies. As the battalion convoy commander, led more than three hundred logistical convoys throughout the northern area of operation (from Baghdad to Mosul) and coordinated the complete resupply of, and forecasting for, all classes of supply to three combat engineer line companies assigned to remote outposts in northern Iraq.
