Alex has more than 20 years of IS consulting experience with ERP/E-Commerce technology, and also spatial information systems application development using object-oriented programming languages. Since 1985, he has worked with PeopleSoft, Kronos, GIS and web applications with a heavy emphasis on advanced analytics. His core experience is based on the PeopleSoft Payroll that he has worked with since 1995 (30 years) and PeopleSoft system integration since 2000 (25 years), both with PeopleSoft and Financial modules such as HR, Time and Labor, Absence Management, G/L and Project Costing. Additionally he has integrated input from and output to external software offerings such as Kronos, ADP, Deltek among others.

He has led implementations and upgrades of PeopleSoft HCM and Financials for multiple clients including all modules of PeopleSoft through v9.2 and ongoing PUMs after the initial release of PeopleSoft v9.2. On his most recent projects, as both Functional and Technical Lead, he provided advice and expertise for large corporations and major state and federal agencies requiring public trust or secret clearances. Detailed Professional Experience

03/23-present: British Aerospace Engineering (BAE), HCM Lead/SME – Reviewed existing business processes for Talent Acquisition and Benefits Administration for a Re-Implementation from PeopleSoft v9.1 to v9.2 in the wake of a failed Oracle (OCI) Cloud implementation. Interviewed technical staff to determine acceptable configuration steps for the HR module and LCM modifications needed to lessen customizations of the HR, NA Payroll, Benefits Administration and Time and Labor modules. Used SQL to segment existing reports in preparation of the upgrade from PeopleSoft v9.1 to v9.2. Reviewed functional requirements for Absence Management Leave plans and created technical approaches for using Fluid and LCM tools to handle leave accruals and track leaves taken including basic configurations. Used drop zones to add fields for leave balances, leave balances owed and significant dates to delivered pages controlling leave administration formerly handled by Base Benefits and the PSPACCRL Cobol. Event Mapping was used to add limited PeopleCode to support calculations of leave balance and payroll accumulator adjustments annually and at year end. Modified delivered Fluid pages and added structure and content to monitor and adjust leave plan elections initially handled by handled by Ben Administration Cobol programs and then replaced with the Absence Management module and associated elements. Created additional documentation to support a scheduled PeopleTools v8.61 upgrade and created many Structure and Content and Related Content actions and navigation collections for the new Fluid user interface. Created an inventory of Security objects in PeopleSoft so they could be migrated to the new environments including Roles/Permission Lists, row level security and process scheduler security and reporting security.

09/22-02/23: APEX, HR/Ben Admin/Absence Management Tech SME – Reviewed existing business processes for HR and Benefits Administration for a new APEX acquisition, Creative Circle. Interviewed functional staff to determine acceptable configuration steps for the HR module and LCM modifications needed to avoid customizations of the Benefits Administration module. Reviewed functional requirements for Benefits queries. Configured leave plans in Absence Management and created technical approaches for using Fluid and LCM tools to handle leave accruals and track leaves taken. Used drop zones to add fields for leave balances, leave balances owed and significant dates to delivered pages controlling leave administration. Event Mapping was used to add limited PeopleCode to support calculations of leave balance adjustments annually and at year end. Modified delivered Fluid pages and added structure and content to monitor and adjust leave plan elections. Created additional documentation to support a scheduled PeopleTools v8.60 upgrade.

10/22-03/23: National Finance Center, Stack Programmer – Reverse engineered existing internal applications that handled Benefits plan choices and related costs for Tribal Insurance Programs (TIPS) and DPRW among other applications. prior to designing multi factor authentication logic supplied in part by a Twilio SMS service. Created a separate module (SALL) for comparison of six digit codes to those found in a common security database instance (Oracle) serving multiple internal applications. Used JavaScript for server side coding and VB.NET and JavaScript for the client side. Created documentation for the applications supported with screenshots of the VS .NET interface for all components.

09/21-09/22: CBRE, HCM Tech SME – Reverse engineered existing customization added to the Benefits Administration module and created documentation to support PeopleSoft v9.2 and PeopleTools v8.59 upgrade. Inventoried current NA Payroll configuration including existing SQRs. Created functional documents describing what the Payroll SQRs were producing given no existing documentation. Created a plan to replace all of the SQRs with app engine programs and supplied tech docs outlining set processing SQL for the app engine programs. Redesigned the Affordable Healthcare Act (ACA) calculation process to operate anytime during annual processing. Reviewed and corrected Benefits billing calculations and associated interfaces for external Vendors. Used LCM tools including PFC (Page & Field Configurator), Drop Zones and Event Handlers. Used drop zones to add fields for commission payments, balances owed and significant payment dates to delivered pages. Event Mapping was used to add limited PeopleCode to support interest calculations of sales commissions and validating travel expenses. Modified delivered Fluid pages and added structure and content to support real estate sales commission and expenses business processes. Added extended array sizes for Benefit Admin Cobol programs and recompiled code.

08/19-08/21: National Finance Center, HCM Tech SME – Performing a functional analysis of an ongoing upgrade project from HCM 9.0 to 9.2 including current PUMs. Monitoring progress including basic re-designs of functionality, configurations, underlying architecture and overall project management. Providing advice to senior management covering the impact of applying new functionality contained in 9.2 PUMs to replace hard coded customizations currently existing in the HCM 9.0 environments including FLSA calculations for Federal government payroll Titles 5 and 38. Created comprehensive review of Test Plans and Security. Created bi-directional interfaces between PeopleSoft Benefits, North American Payroll and the current mainframe Payroll legacy records. Created a PUM Tool to automate analysis of new PUMs and current environments saving Developers over 2000 man hours with respect to handling Compare Reports. Used App Designer to create custom pages for supplementary Benefits enrollment and support new hire processes. Created HR reconciliation reports using App Engines consisting of over sixty (60) fields of HR related data including personal information, comp rates, appointment info, education, military history among many other fields. Created comprehensive review of Security including classic and portal levels using advanced SQL. Migrated Fluid Tile and associated attributes with security between environments using Data Migration Workbench (DMW). Created custom Tiles, Navigation Collections and other Portal objects to support custom applications requiring a Fluid Tile UX.

03/18-08/19: IPPS-A, Senior Project Advisor, HCM/GP/AM Tech SME – Hired to perform an analysis of an ongoing project progress including basic design functionality, configurations, underlying architecture and overall project management. Provided Business Analytics advice to OBIEE FMD staff on the use of Oracle BI Analytics. Created a comprehensive review of Test Plans and provided a summary of work performed, problems associated with work effort to date and potential solutions, provided corrective actions to the Client. Mentored DoD staff with respect to the proper methods of configuring and integrating Global Payroll and Absence Management with Time and Labour. Provided a solution for capturing Branch analysis requirements and communicating them to the Army effectively in lieu of a proper Fit/Gap methodology. Currently developing toolkits and data mapping for Strength Gain processes for 1.4 million Service Members. Used LCM tools Drop Zones, Page and Field Configurator and Event Mapping to add fields and associated functionality to pages and eliminate many older customizations such as pages with label changes. Used Data Migration WorkBench (DMW) to import large volumes of National Guard data into PeopleSoft with datasets modelled along State lines. Added SQL to find non App Designer changes and identify them on Compare reports of delivered PUM objects.

07/17-03/18: IPPS-N, Lead, Global Payroll/Absence Management SME – Provided a comprehensive Test Plan consisting of detailed test scenarios cases covering six major areas of functionality including Data loads from Night-of-Arrivals, Recruit Receipts, Entry Level Attrition, Global Payroll Processing and Payroll to GL interface. Led the fit/gap testing sessions and provided an overall configuration design for the Global Payroll module. Created a comprehensive Test Plan Regimen including data, integration, system and regression tests that covered all HCM modules and integrations with Finance (FSCM) modules, Projects and G/L. Analyzed comparative test results between the legacy payroll system and PeopleSoft. Used PTF to perform smoke tests of delivered functionality and import the test scripts from MS-Excel to HP ALM.

04/17-07/17: Dept. of Health and Human Services, Technical Lead, Benefits Administration/Absence Management Lead – Reverse engineered legacy Cobol programs that contained Time and Attendance rules reflecting existing Title 5, 38 and 42 compensation policies. Configured CRPs to demonstrate technical solutions consisting of bolt-on customizations that could support delivered Ben Admin and Absence Management functionality to HHS management. Led the development and testing efforts. Efforts included designing and configuring PeopleSoft HCM and Financials to suit medical staff pay requirements including regular, overtime and shift differential pay among other pay types and troubleshooting delivered Integration Broker processes, Benefits Admin processing. Mapped and performed conversions and interfaces with internal agencies.

03/17-04/17: Daytona State College, Absence Management/Time and Labor, Senior Lead – Conducted workshops and

mentored end user staff on running the AM and TL modules. Provided guidance on analyzing results and

troubleshooting the current installation. Created a fifty (50) page, site-specific guide, outlining existing configuration

problems with solutions of how to fix the system.

09/16-03/17: State of North Dakota, NA Payroll/Benefits SME – Created a comprehensive Project Plan consisting of detailed tasks, timelines and resources, coordinated resources and led progress meetings. Led the fit/gap sessions and provided an overall configuration and integration design for Event status change, Termination and Reinstatement event classes in Benefits Administration. Configured of Ben Admin application including additional eligibility/event rules, benefit programs for supplemental Benefits. Trouble shooting event processing related issues including multiple events (change flags) at employee levels. 12/15-09/16: US ARMY (IPPS-A), Project Manager, Global Payroll/Absence Management SME – Created a comprehensive Project Plan consisting of detailed tasks (800 steps), three levels deep complete with timelines/milestones and resources. Led the fit/gap sessions and provided an overall configuration design for the Absence Management modules. Monitored the design and configuration efforts of the main Vendor and provided design suggestions to the Vendor team. Determined End-User analysis requirements and dashboard design.

04/15-12/15: University/State of Connecticut, Benefits Admin/Absence Management Lead – Led the fit/gap sessions and provided full configuration for OBIEE portal and dashboard analysis and Absence Management modules. Mentored project management by providing project plans with tasking, resources, timelines and associated milestones. Led the functional configuration of Benefit plans and technical development of Benefit Leave Plans and their integration with delivered and custom and Absence Management configuration. Developed a leave tracking algorithm to facilitate the integration and addition of regular and custom extended leave plans. 11/14-04/15: University System of Georgia, Functional Lead – Led the fit/gap sessions and provided full configuration for the Case Management implementation effort. Led Project Management by providing project plans with tasking, resources, timelines and associated milestones. Led the design and development and of the Siebel system to Create and manage cases create and use assessments, benefit programs and service plans for FMLA. Led the process change of circumstances and appeals and trained staff to use the Public Sector eService and Provider Portals. Led the fit/gap sessions and provided an overall configuration and integration designs for the Absence Management and Time and Labor modules and their integration with North American Payroll for the USG hospital system.

01/14-10/14: Raytheon Australia, Project Manager/Functional Lead – Led the fit/gap sessions for a Global Payroll

implementation that included the Australian country extension. Produced a one hundred page summary of the findings

and conclusions given the Fits and Gaps.

12/13-03/14: USAF (AF-IPPS), Absence Management Lead – Led the fit/gap sessions and provided an overall configuration design for the Absence Management modules. Monitored the design and configuration efforts of the main Vendor IBM and provided design suggestions to the Vendor team.
