Responsible for the development and support of Enterprise Web Services, including application architecture, software development, project management and application support. Managed a staff of 55+ resources consisting of full time employees, onsite contractors, and offshore developers. $17+ million combined budget (CAPEX/OPEX).

●Implemented a new development framework that consisted of moving from Oracle SOA suite to a JAVA/Tomcat platform. Benefits included reduced down time, lower contractor rates for developer resources, reduced operating costs (2+ million yearly), and quicker time to market.

●Work with business partners to identify opportunities for improving customer experience while reducing administrative/support costs. Architected and developed a self-install equipment process where customers could choose to install voice, high speed data, and video devices without the assistance of an onsite technician. This resulted in $100 savings for each install with thousands of installs occurring every week.

●Derived and implemented process and policy improvements in areas such as change management, standard operating procedures, deployment automation, code reviews, release management, architecture design/reviews, monitoring, and operational support.

●Led IT integration initiatives for merger of two organizations combining for over $450 million in annual revenue, 130 offices, and over 2400 employees. Consolidated disparate data center offerings into a single colocation facility, defined/implemented security standards, and consolidated multiple application tool sets into standardized enterprise solutions. ●Implemented an Agile development methodology. Focused on controlled development process, frequent releases, and prioritized tasks adding the most value. ●Guided data warehouse implementation and BI integration project. Developed a standard method for branches to track productivity, sales, and order metrics, while decreasing time from order to delivery of product by 25%.

●Rebuilt IT department from the ground up. Hired and reallocated resources, created IT job descriptions, standardized pay scales, developed annual review process, defined career paths / training opportunities, created / implemented defined operating procedures, and crafted job roles ensuring segregation of duties. Responsible for extranet and intranet web development. Included design and development of secure outward facing websites for Medicaid members, medical providers, and behavioral providers. ●Analyzed, chose, and implemented new web infrastructure saving $270,000 annually in maintenance support costs. Migrated from IBM Websphere to JBOSS platform, implemented process improvements, and defined new development standards. Produced 75% reduction in time to rollout new web functionality.
