The surface clearance includes the removal of range debris and MEC on the surface of the ground, including material that exists in both on the surface and beneath the surface. Performing inspections and onsite demilitarization operations are to be conducted to achieve a minimum of 3X certification on items removed from any range. Doug is responsible for medical aids for all site personnel assigned to the ranges, conducting daily inspections for safety, acting as the primary contact for range activities as the Range Safety Officer, lead regulatory compliance for activities on these ranges, performing monthly safety council meetings with corporate as well as site personnel, maintaining safety training records, and ensuring overall safety and compliance of the site.

Construction Management, NFESC Fuels Contract, San Diego, California
Served as Construction Manager for NFESC Fuels projects at MCAS Miramar, NALF SCI, and San Pedro. Responsibilities included construction management, subcontractor oversight with regards to installation and repair of underground storage tanks, health and safety oversight, and quality control. Coordinated the base logistical requirements with the customer and provided subcontractor oversight. The primary objective of the MCAS Miramar project was to inspect and repair eight areas located on both the floor and walls of the fuel tank structure. Surface preparation was performed according to the manufacturer’s recommendations for spot repairs. Upon completion of surface preparation, Enviroline® 125U was applied as a topcoat at a thickness of approximately 40 millimeters, according to the manufacturer’s recommendations. Doug completed the Daily Production Reports and Daily Quality Control Reports. He also prepared the Construction Certification Report.
The primary objective of the NALF SCI project under DO 0032 was to perform repairs of Tank 1, install a combination stilling well, and apply a top coat of Enviroline coating. The scope of work for the NALF SCI project under DO 0038 was to perform a tank cleaning and inspection of eight fuel tanks at San Clemente Island. Doug completed the daily reports, conducted safety and quality audits and prepared the Construction Certification Report. He successfully performed the logistical planning to mobilize equipment and personnel to San Clemente Island.
