●Managed Service Provider (MSP) Account Manager for The Commonwealth of Pennsylvania’s Information Technology Staff Augmentation Program (PA ITSA / PA ITSA2), the largest outsourced MSP program in the nation. This program, part of the company’s U.S. government market outside of federal governments state, local and education (SLED) sector, provides engagements of IT staff augmentation resources using OST’s resources, subcontractors and Vendor Management System (VectorVMS), which handles the workflow from beginning to end. In short, OST facilitates the staff augmentation procurement process between Commonwealth hiring managers and the nationwide PA ITSA vendor network.

●Part of a team serving over 50 Commonwealth agencies and COSTARS entities, managing a vendor network of over 375 IT staffing companies, with a current contractor population over 1,285. The annual government spend is $200M+. I manage over 400 contractors at 19 primary agencies (PennDOT, DOC, PSP, DCED, PSERS, PCCD, PSDC, PEMA, PHIEA, PGH, PLCB, Treasury, BOP, OAG, Dauphin County, PMRS, SERS, ALGCTY, PBPP) generating significant revenue and contributing to key growth objectives (my agencies spend is $60M annually). ●AFSO responsibilities included, but were not limited to: initiating/reviewing/processing initial and periodic personnel security clearances investigations with the DoD via JPAS; performing employee security briefings/debriefings; submitting visit requests for company personnel and subcontractors (e.g. in JPAS or cryptically via e-mail or fax); coordination of fingerprinting and submission of required documentation, preparation and issuing DD 254s to subcontractors and updating them to reflect modifications made to cleared contracts, then submitting to Government COR to review and sign. Maintain/terminate employee security listings in JPAS and the maintenance of personnel security files; interfacing with government customers as well as company employees, contractors, and subcontractors on security related issues; review SAAR Forms for completion; and participating in audits and DSS vulnerability assessments. ●Was instrumental and actively involved in proposal writing/staffing for enterprise legacy C4 (Command, Control Communications, and Computer) Support Contract at the Office of Naval Research (ONR).
