Chemical Engineer

BACKGROUND

I am an accomplished professional engineer with strong capability and business acumen and background in grey/blue/green ammonia, urea, biomass/used tires gasification and oil and gas midstream/downstream. With over 40 years of experience as a Chemical Engineer, I have skills in securing client projects, conducting business efforts, coordinating teams and negotiating solutions to problem issues across discipline lines. I strongly believe in continuous improvement and I strive to improve my skills and to be a top-quality engineering leader. I am a skillful problem solver and I have learned how to be an enthusiastic mentor. Using engineering tools such as BRE ProMax, Aspen’s Flarenet Header, SimSci Pro II Vision, WinSim, Microsoft Project, Excel, and PANDA, I conducted plant simulations, hydraulic calculations, established line lists, conducted equipment design/review, PSV sizing, developed cause and effect charts, sized flare headers and equipment. I lead the Process Safety Management (PSM) efforts for Agrium US and developed Management of Change (MOC) system, prepared cost estimates, conducted FEED (Front End Engineering Design) studies, and prepared the necessary PFDs and P&IDs. During the time that OSHA rolled out their PSM Standard requirements I was accepted the lead role and developed Agrium’s PSM program and assembled a team consisting of management from Maintenance, Operations, Health/Safety, Engineering, and Environmental department. Our team developed a MOC system to ensure that all projects were evaluated under PSM’s PHA’s.

In October of 2008 I started a small company named Nessa Engineering Experts, LLC whose main function was to provide OSHA/safety related services, and training. In addition, engineering consulting services were provided to industry such as Koch Nitrogen, Scout Energy Partners, ProPlant (in Qatar), PME for Stirol located in Ukraine. I was fully functional in developing FEL’s for projects concerning; pyrolysis of tires, gasification of bagasse, wood, and other biomasses for the production of energy, steam, hydrogen, syngas, and ammonia. A major project awarded to Nessa Engineering Experts; LLC was to develop Renewable Fuels Standard 2 (RFS2) – as required by EPA for Absolute Fuels Company (Anton Plant) located in Anton Texas in December 24, 2010. The plant is a Batch Biodiesel Plant located near Lubbock, Texas to produce biodiesel. The plant consisted of storage tanks, pumps, mix tanks, wash tanks, buffer tanks, and centrifuges, and nine reactors. Its major feedstock was canola oil but other oils Victor U. GARCIA 2.

POST-RETIREMENT EXPERIENCE:

11/30/2020 to 10/18/2024 - Scout Energy Partner (a midstream company); 3250 Fain Plant Rd., Masterson, TX 79058; As a full-time employee and my functions were as shown below:

In addition to my roles and responsibilities as a Process Engineer and a Project Engineer, I provide assistance turnaround activities, develop projects to improve the plant’s efficiency, productivity, and product specifications. My responsibilities have been expanded and in addition to have engineering accountabilities over the Fain Gas Plan I also have under my scope the engineering activities over the Lynx Gas Plant, Sneed Gas Plant, Dollarhide Gas Plant, Jayhawk Gas Plant, and Rangeley Plant. I developed a method to remove oxygen from an untreated gaseous stream at a CAPEX of

$5.00 million increase in revenue and a payback of just over two years. To prove the validity of the DeOx technology I conducted simulations using ProMax and developed a small pilot plant containing a platinum-based catalyst and associated equipment. I initiated projects, managed construction and provided startup assistance for projects that resulted in improving the plant’s efficiency, increasing production capabilities, replacing faulty equipment, or installing new processes. The tasks associated with the projects were developing of CAPEX, ROI, PFD’s, P&ID’s, sizing equipment and PSV’s, flare header studies, cause and effect charts, hydraulic studies, produce spec/cut sheets, obtain quotes for equipment and construction work. New processes that I developed were gasification studies of liquids hydrocarbons to produce hydrogen and developed FEL-1.

As part of PHA’s, as required by PSM, several issues were discovered of relating to undersized equipment and PSV’s. Using the dynamic simulation ProMax the plant’s PSV’s (relief valves) were evaluated, resized and purchased. In a few instances there were no PSV’s and the whole flare header system had to be evaluated and resized.

09/10/2018 to 11/30/2020 – Under contract as a Consulting Engineer to Scout Energy Partners, Masterson, Texas, United States. (Eventually I was hired by Scout Energy Partners)

Provide daily assistance concerning environmental, project, and process engineering plant problems and long-range growth projects:

Evaluated three options to prevent the generation of an acid that was causing severe corrosion in the amine system. Each option contained cost and the benefits. Conducted a study of an amine system and recommended the replacement of the amine DEA with MDEA for the removal of hydrogen sulfide from the residue gas. 04-07-2015 to 03-02-2016 – Govind Development, LLC, Amarillo, Texas, United States As the Sr. Project Manager my functions were to:

I was the lead Process Engineer for DCP’s 200 MM SCFD natural gas/cryo plant that was built in Hobbs, NM. My functions were to:

Assist in planning, executing, and finalizing projects within specified deadlines and within budget.

Define the project’s process objectives throughout the life cycle. Define project scope, goals and deliverables supporting business goals in collaboration with senior management.

Monitor status of projects and pursued corrective actions, as required to meet schedules, budgets, priorities, staffing and work quality. Using the dynamic simulations ProMax, WinSim, and FlareHet.Header, PSV’s and equipment were sized as part of the active projects. Other related activities were developing PFD’s, P&IDs, Cause and Effect charts, hydraulic studies, Spec/Cut sheets, and obtain quotes.

02/2012 to 04/2012 BioNitrogen Corp, Lubbock, Texas - Vice President of Engineering Employed by BioNitrogen Corp., Lubbock, Texas, United States: BioNitrogen utilized a patented technique to convert biomass to ammonia and urea. Under the direction of the President of Operations, I provided engineering and management expertise to review and select technologies that utilize biomass for the construction of turnkey ammonia and urea projects. More specific duties and responsibilities were: Assist the engineering and operations groups in the design, construction, and start-up of the manufacturing facilities during the preconstruction, construction and operational start up. These duties are to include environmental permitting, all city, state, and federal permitting, process and construction engineering. Responsible for establishing and maintaining process engineering standards for all production operations.

Assist the Chief Engineering Officer and Plant Managers in recruitment and hiring of corporate and plant level process engineers.

Conducted a FEL-1 feasibility study for a sugar cane plantation company from Ecuador. This consisted of using electro-hydrolysis for the production of hydrogen from water and to produce ammonia, nitric acid, and ammonium nitrate from 4 Meg of power.

05/26/2011 to 02/10/2012; Precision Resources Co., San Antonio, TX; The Koch Nitrogen plant was originally a 600 short-ton/day ammonia plant designed and built by MW Kellogg and over the course of time the production capabilities were increased to 900 short-tons/day. Accepted a one-year term assignment at Koch Nitrogen Co. ammonia plant located in Dodge City, KS. I reviewed a relief valve audit that was conducted for Koch Nitrogen Co. to correct deficiencies and make recommendations. This project included reviewing drawings required by MOC, assisted with projects. I extracted PSV data from iPRISM and made modifications to the data base as needed. Using personal tools, I sized relief valves (PSVs), conducted heat and material balance. Also, I provided mentoring services for Koch’s newly hired graduate engineer. 03/26/2011 to 06/09/2011 and 04/30/2012 to 07/05/2012: BEI, Engineers, Houston, TX - Process Engineer (Consultant) Participated in an assignment provided by BEI Engineers to conduct Process Engineering and Environmental Engineering activities for Rhodia, Inc. plant located in Vernon, TX. As my function to increase production of guar products by 33%, I conducted heat and material balance, developed P&ID and PFD and assisted in preparing environmental reviews.

Proplant, Inc., Houston, TX - Process Engineer (Consultant) During the period of August 2009 through October 2009, I accepted a foreign assignment in Qatar Fertilizers Company’s (QAFCO) plant complex that is located in Messaeed, Qatar. Bench-scale Studies:
