ECQ 1: Leading Change

Definition: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

Completing a PhD while serving in Afghanistan as a U.S. Diplomat was a great experience. Identifying the three key Embassy communities in Defense, Diplomacy, and Development were not working well together. This brought on a passion to help these communities to interact and learn from each other before being sent to a key Global priority area. This revelation sparked the creation of the Behavioral International Economic Development Society or BIED Society. I serve as the Chairman of the Board of Regents and a Senior Research Economist helping graduate students get published in international affairs topics and helping them network in national and international venues through conferences, tours, meetings, and online events. This international mindset also forced steep learning in the non-profit sector and key partnership needs. By forming resilient plans that flex with change, we have built up a community of over 3,000 international affairs professionals and numerous publications. Being active in the international affairs think tank community allows invitations and insight into non-government and academic processes. This is valuable executive growth I regularly draw upon to enrich my federal leadership and management. Having key roles in government, academia, and the nonprofit sector has helped me build a strategic perspective, one with long term vision and short term mission accomplishment direction. I have been into combat twice, once as a hardened U.S. Marine Corps warfighter and once as a U.S. diplomat. I have managed high stress situations with powerful weapons and air support & high stress with no weapons, just my wits and a cross pen. To excel in different environments is the true test of a versatile leader. Being able to adapt and overcome significant obstacles showcases the flexibility needed to read each situation and evaluate what is the decision for the maximum results. I helped the U.S. Government signed over 88 contracts in a few short months while acting as a Chief of Mission key diplomat out of the U.S. Embassy in Kabul. My results were thought of so favorably that I was extended to help the Army Corps of Engineers sign their 140+ contracts a year later. I was charged with promoting U.S. interests, NATO interests, and embedded with the Government of the Islamic Republic of Afghanistan’s Ministry of Interior, to simultaneously promote Afghan interests, showing the ability to lead strategic change in complex and demanding conditions.

ECQ 2: Leading People

Definition: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. I have been the S-1 to a Battalion in the 31st Marine Expeditionary Unit (31st MEU) where I managed 481 Marines and Sailors in a combat environment. I also managed 1,884 Marines and Sailors Mail located in over 17 different locations and countries. Being organized is key but relying on the expertise on your team is the management style to success. Planning and training are important and needed but so is working as a team and encouraging decision makers to make important mission essential decisions quickly. Understanding what the short term and long term goals are and keeping the team focused is what helps develop pride and trust. It is also imperative to train your team, as a college professor and an Academic School Administrator, I am well versed in championing adult learning methods to build a well-trained flexible team of professionals. I have been through one of the premier leadership training programs known as the United States Marine Corps Officer training, focused on mission and personnel. I have held management positions in most jobs I have held, not because I seek leadership solely but because others see potential leadership and ask to make things happen. I am considered to be a 50/50 true split introvert/extrovert. I am very comfortable crunching numbers by myself or leading teams of thousands to accomplish key mission needs. To be a good leader, one has to be humble and rely on others, promote others to thrive, help and assist others to succeed, and when needed remove obstacles. Definition: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. Being an over achiever is a quality often seen in the senior executive service. I graduated at the top of my class for my Master’s in Public Administration and carried a 3.86 GPA for my PhD studies and research. I was the youngest person in Command & Staff College as a Junior Captain who had raced through his professional military education (PME). I now have two jobs in addition to my Economist government job with the OSD CMO, I also serve as the Chairman of the Board of Regents to an International Affairs Think Tank promoting graduate students to publish in the broad field of International Affairs. I also serve on the Graduate Faculty for the George Washington University in the School of Medicine in the Integrative Medicine Program promoting research priorities and doing curriculum development to promote congressional research priorities. I have been a self-starter and initiator of projects beyond my position description since I was a young Lt in the Marine Corps. I have bought into the seek self-improvement philosophy and see myself as a lifelong learner. This has allowed me to grow in many areas simultaneously. Also holding several jobs at the same time throughout my career has allowed me to grow several complex skills in the public sector, private sector, and the academic sector helping me make mature decisions and gaining advanced insights to problem solving. I have held difficult to get jobs my whole career, from earning a United States Marine Officer Commission to being selected for the Civilian Response Corps and serving as a Foreign Service Officer (FSO). I then finished my PhD and was selected for the Presidential Management Fellow through the U.S. Federal Governments highly competitive selection process. As a statistician, I am always calculating risks vs rewards helping me get superior results consistently. I gained valuable technical credibility while working as the Director of Systems Engineering Outreach with the Office of the Secretary of Defense (OSD). My value came from leveraging the connections and skills I acquired while working in the U.S. Congress for Army’s Senate Liaison Division. Helping stand up the new office of the Under Secretary of Defense for Research & Engineering, my role was to help the 170 key strategic defense engineers communicate to Congress on risks, requirements, funding, and effectiveness. As one of the only economists in the room, I regularly was able to articulate the economic impact of policy implications in relation to buying American computer chips as compared to a less secure option like from the People’s Republic of China. Knowing where your value is, helps create a more efficient team. I am seen as a results driven leader and continue to read new techniques and methods to stay a competitive leader.

ECQ 4: Business Acumen

Definition: This core qualification involves the ability to manage human, financial, and information resources strategically. I am currently the senior economist for the Office of the Chief Management Officer (OCMO) for the OSD and DoD. I am solely responsible for the Cost-Benefit Analysis for each rule or regulation that comes through the Department of Defense. Throughout my career I have managed key personnel and priorities that impact the strategic priorities for the Defense Department for financial and congressional law making, in the Department of Justice on intelligence and legal issues, for the Department of State for National Security and Foreign Assistance issues, Small Business Administration on International Trade issues, and the Department of Treasury on vital international and intelligence budget issues. While part of the OSD Research and Engineering team as the Director of Systems Engineering Outreach, I helped communicate the release of the Defense Digital Engineering Strategy showing my connection to key technology changes in defense systems and processes.

I also served as a Key Strategic Defense Health Agency (DHA) Communication Planner on defense priorities like the implementation of the Military Health System (MHS) GENESIS Electronic Health Record (EHR). While at DHS I also covered Research and Development (R&D) and Training & Education for OSD Health priorities. The transformation in Health care is one of the largest in U.S. history since the Civil War. Understanding the financial and human capital constraints allows for creative problem solving. My time working with the White House and U.S. Congress allowed me key insight to how the Defense issues are seen from political and other branches of U.S. Government. All of these skills I have acquired over the years help me build strong solutions that can minimize larger obstacle once out of the Defense Department for higher approval. This in turn helps me be an effective leader and business transformation initiator/facilitaror.

ECQ 5: Building Coalitions

Definition: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. As a trained U.S. Diplomat, I am considered to be an expert in coalition building. I was hand selected in 2010 to be part of the U.S. Agency for International Development (USAID) interagency priority working with the State Department to implement the much larger interagency active component directed by National Security Presidential Directive 44 (NSPD-44) known then as the Civilian Response Corps (CRC). This involved a rigorous vetting process and extensive training from the State Departments Foreign Service Institute (FSI) and the Department of Defense (DoD) National Defense University (NDU). Once trained in Embassy emergencies and Strategic National Priority Planning, I was added to the Civilian Response Corps – Reserve rolls, a quickly deployed team of qualified professionals to augment embassies during times of emergency or priority. In 2012 I was again selected and moved to the CRC active rolls and sent to Afghanistan to work on U.S. priorities. I was detailed to the North Atlantic Treaty Organization (NATO) Organisation du traité de l'Atlantique nord, (OTAN), as an Economic Advisor for the U.S. Embassy working with the Government of the Islamic Republic of Afghanistan’s Ministry of Interior (MOI) as they stood up a State Owned Enterprise known as the Afghan Public Protection Force (APPF). My work was to ensure the enterprise operating with Western Business Standards. I often was the only American in the room when decisions were being made and needed to use advanced consensus building skills to facilitate U.S. priorities as well as the 30 countries in the North Atlantic Alliance. I was a member of the International Security Assistance Force (ISAF) a United Nations Security Council organization stood up to implement UN Resolution 1386. I also briefed the Ambassador weekly on the Afghan Business progress, UN ISAF progress, NATO APPF Advisory Group (AAG) progress, U.S. Intelligence interactions, and U.S. Interagency cooperation. The complex post showed how I can work under intense pressure, building networks on multiple levels, partnering with both U.S. and International Organizations to help the U.S. Government push key priorities, giving and taking to accomplish National and International goal/priorities.

MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement or resume. The total narrative for the MTQs must not exceed 2 pages.) 1. Knowledge of Federal Government accounting standards, financial management and reporting requirements. As a Financial Management Officer with the United States Marine Corps, I was formally trained in Federal Government accounting, Financial Management and reporting requirements. After using these skills as one of the first deployed Disbursing Officers to Iraq in 2004, I also learned complex humanitarian assistance (HA) and disaster relief (DR) disbursing in real world events like Pakistan HA/DR and Tsunami DR in Sri Lanka and Thailand in 2004/5 regularly working with the U.S. Navy 7th Fleet, the largest forward deployed fleet. I also provided support in HA/DR in Luzon, Philippines after Typhoon Ketsana and Parma hit back to back. Creative financial support was paramount in helping the local populations at a time of crisis and uncertainty. I went on to be the Deputy Disbursing Officer and Operations Officer for III Marine Expeditionary Forces (IIIMEF) in Okinawa, Japan. I then served a tour as the USMC Financial Management School Academic Officer where I was responsible for the Financial Management and Comptroller training for the entire Marine Corps to include all entry level students and all advanced training. While part of the Marine Corps Combat Service Support Schools (MCCSSS) I help organize and facilitate Certified Defense Financial Management (CDFM) training to build skills throughout the ranks and raise the skills and proficiency of financial management. In 2013 I was selected through a very competitive process known as the Presidential Management Fellow (PMF), a springboard into upper management in the U.S. Government. I served one year doing International Trade with the Small Business Administration and one year running performance budgets with the U.S. Treasury in Intelligence and International Affairs. While here I learned reporting requirements for many different International Organizations like the United Nations, World Bank, International Monetary Fund, and key international development banks. I am one of the few budget officers who have worked tactically (USMC), helped prepare the Agency level Treasury Budget, coordinated with the Executive Office of the White House Office of Management & Budget (OMB) and later spent time on Capitol Hill working in the U.S. Senate as the U.S. Army Senate Liaison Division Deputy and Acting Chief. While working in the Senate I gained valuable insight into the Congressional Budget making process through Markups and subcommittee hearings. I am a proven budget officer and financial management officer with advanced skills in Federal Government accounting, Financial Management standards, Comptroller training, and government/International Organization reporting requirements. 2. Knowledge of Enterprise Risk Management and Internal Control Program. Currently, I am the Senior Economist for the Department of Defense (DOD) Office of the Secretary of Defense (OSD) Office of the Chief Management Officer (OCMO) in the Oversight & Compliance Division and Regulatory & Advisory Committee. I was the OSD Economist during the formulation of the Cybersecurity Maturity Model Certification (CMMC). Reviewing all of the challenges and proposing new ways of protecting Enterprises and leveraging risk management are a regular part of my oversight responsibilities. While serving in the United States Marine Corps as a Financial Management Officer, I ran an Internal Control Program where we regularly evaluated clams, processes and procedures for compliance, fraud, and training issues. As an Economic Advisor and Economic Growth Officer with the U.S. Agency for International Development (USAID) I have oversight compliance responsibilities for all contracts in the country of Afghanistan and worked with security issues for all U.S. Army Corps of Engineers contracts in Afghanistan as the only diplomat assigned to facilitate APPF Contract signing during the most significant transformation in security overseen by the United States, ISAF, and NATO-OTAN.
