Partnered with architect and project team to enact the Administrator’s vision for ZEF, free addressing, high performance, green building technologies and methods. o Directed $48M design and construction of 200K sq. ft. of leased space for temporary use while Headquarters construction was in progress.

(GSA Headquarters is 100 years old and required developing this project in terms of its historic restoration zones and in the construction of new “infill” buildings in existing wings. RESULT • Led a 15-person Project Team in managing design and construction for Phase I, including coordination of internal/external tenant relocations during construction.
• Developed an integrated project schedule—formed links between tenant move-out, internal consolidation, and construction of Phase I works.
• Partnered with GSA’s Central Office, interior designer, architect, and project management team to implement Administrator’s vision for ZEF, free addressing, and high performance, green building initiatives.
• Integrally involved in the negotiation of interior designer’s contract for both GSA Headquarters design and the internal consolidation and leased space design.
• Prepared feasibility studies for prospective retail space at GSA Headquarters and other building enhancements. Participant in meetings with DDOT, SHPO, CFA, and NCPC to obtain final approvals of GSA Headquarters design and retail concept.
• Directed $48M design/construction of 200,000 sq. ft. of leased space while GSA Headquarters construction was in progress. Scheduling was vital: this construction could not begin until 1,200 tenants were successfully relocated from Phase I areas.
• Instrumental in resolving a roughly $20M funding shortfall, by finding alternative funding sources and through the use of value engineering.
• This project was completed on time and within budget. DEPUTY DIRECTOR: National Capital Region (NCR) Design and Construction Division Selected to serve in the additional role of Deputy Director, Design and Construction Division for the NCR. Directed a 14-person team of architects, engineers, fine arts specialists, historic preservation associates, and estimators.

RESULT • Built CILP program FY funding requests, established Source Selection Boards for A/E, CM, and GC selections, and assisting in preparing divisional business plan. PROJECT EXECUTIVE: National Capital Region, Public Buildings Service Provided leadership involving planning, development, design, construction, management and delivery of major capital project programs throughout the NCR. RESULT • Directed the design and construction of major projects for Department of State, including:
• Modernization of Department of State Headquarters
• New National Foreign Affairs Training Center
• New Museum of American Diplomacy
• Modernization of Potomac Annex buildings
• New two top secret projects
• Directed the management of nationally visible new and modernization construction projects, including:
• $400M US Census Bureau consolidation
• $60M NOAA office building construction
• $35M lease, preservation and restoration of the historic Tariff building
• $65M modernization of the historic IRS building
• $30M Flood recovery project of the historic IRS building
• $30M modernization of historic Sidney Yates building Planned and led a series of highly complex, lease-related design and construction projects, Landlord Work (design and construction), Landlord Funded Work, Developer/Manager Work. RESULT • Provided leadership for preservation efforts to 200-year old Tariff Building. Because of the Tariff Building’s status as the third most historic building in the Nation’s Capital—and because the lease involved a pioneering public-private partnership, the first in GSA’s history—was personally involved from inception. Directed drafting of a master plan for construction of the new Suitland Complex in Suitland, MD, and preparation of concepts for construction of new Census Bureau headquarters facility. RESULT • Initiated and oversaw preparation of a master plan, environmental impact study
(EIS), transportation management plan (TMP), and community outreach program for development of this entire 179-acre site.
• Initiated the Design Excellence process for solicitation of an A/E firm for new
$400M million Census office buildings. Selected an A/E, Design Builder, and CM firm to start the design and construction management. Directed modernization of the historic, 2.4M sq. ft. IRS Building located in Washington, DC. RESULT • Initiated the design excellence process, leading to selection of an A/E firm.
• Directed construction excellence process, leading to selection of a Construction Manager responsible for the overall execution of the modernization program within the budget and schedule.

Directed the Design Excellence process for $60M new building for NOAA. RESULT • Initiated the Design Excellence process for solicitation of an A/E firm. Selected an A/E firm to design this project.
