In recent years, cloud service providers are adding heterogeneous compute instances with GPUs and FPGAs. Although these instances improve the throughput, they might increase the cost accordingly. So, workloads need to be intelligently assigned to keep the cost within the limit and at the same time to achieve better performance. This concept is very crucial for the future of cloud-based acceleration for machine learning and AI systems. In this work, we investigate the existing scheduling techniques and propose a novel algorithm for determining the optimal mapping of various workloads to the right compute instances by load balancing on heterogeneous resources in a cloud environment under the constraints like cost and time. The algorithm is demonstrated on real-world cloud platforms using Openstack as a Private Cloud and AWS as a Public Cloud platform
