Chemical Security Inspector/Security Advisor/Security Manager 2008-Present

As an inspector assigned to Region IV, I am responsible for leading, planning, assisting, and conducting inspections on regulatory physical, personnel and cyber security compliance and enforcement matters relative to the protection of National critical chemical infrastructure and assets posing the highest risk of vulnerability to terrorist attack and/or theft and diversion of hazardous chemicals as prescribed in the Chemical Anti-Terrorism Standards (CFATS). I have a comprehensive knowledge of CFATS, the Risk Based Performance Standards and industry standard security requirements and as such advise chemical infrastructure/asset owners and operators on methods to improve security plans, processes, and procedures to reduce risk. I have led the DHS effort in developing strategies to identify and inspect/assess key critical infrastructure through high level coordination with other federal agencies, states, local tribal government officials, and private sector officials responsible for critical infrastructure protection. I continue to establish and maintain effective relationships with representatives of other federal agencies, states, local tribal government officials, and private sector officials by participating in Local Emergency Planning Committee Meetings, Regional Domestic Security Task Force Meetings, Florida State Fusion Center Meetings, as well as assisting with National Special Security Events (NSSEs) as needed. Additionally, I am often called upon to make CFATS presentations or serve on panels at conferences to represent the region. As a tenured inspector, I often assist other inspectors with administrative and policy questions and provide general leadership in the absence of a supervisor. As a Chemical Security Unit Chief, I supervised and developed seven Chemical Security Academies in the National Capital Region and in Knoxville, TN. I coordinated and led the design, development, and delivery of the curriculum. I revised policies and procedures. I was responsible for budget management and overseeing the facilities. I was responsible for the training, welfare, and professional development of all on boarding Chemical Security Inspectors.

I coordinated and led the design, development, and delivery of CBRNE tabletop, functional, and full-scale exercises in support of the US Department of Homeland Security (USDHS), ODP and under direct support for state contracts. Previous exercise experience was in support of the Department of Justice (DOJ) and the United States Army’s Soldier Biological and Chemical Command (SBCCOM) contract to train over 120 cities designated by the Nunn-Lugar-Domenici Domestic Preparedness Legislation. The mission is to improve domestic preparedness for terrorist-sponsored events involving WMD. In addition, based on issues and concerns that arose during the exercises, I synchronized and wrote After-Action Reports to assist the states, cities, and counties in future planning for response to such events.

EAI Corporation, Anniston, AL. March 1999- March 2022

I was a WMD instructor for DOJ, CDP. I trained over 6000 first responders at the awareness level and utilized a scenario-based curriculum to deliver Chemical, Ordinance, Biological, and Radiological (COBRA) programs regarding domestic and international terrorism. I was responsible for enhancing the capacity of state and local jurisdictions to respond to and mitigate the consequences of incidents of domestic terrorism. I provided critical response training for emergency personnel at Federal, State, and local levels in accordance with the Federal Crisis Management plan. I was a primary instructor for lectures, tabletop exercises, practical exercises, and training in a toxic live chemical agent environment and working with chemical defense equipment in a controlled chemical environment. I was a member of a special task force responsible for training first responders in Salt Lake City, Utah to prepare for a potential WMD incident during the Olympics. I also trained and supported instruction to active duty soldiers on Basic Biology, Chemical/Biological surveillance and detection equipment, as well as, providing instruction to the local Law Enforcement Academy.
