Review, manage, process and monitor grant programs for the Department of Grants Management Operations (DGMO); grant programs – AHEC infrastructure/Point of Service Maintenance & Enhancement (POSME); Bureau of Health Workforce (BHW); (Health Center Program; Bureau of Primary Health Care (BPHC); Ryan White HIV/AIDS Program; HIV/AIDS Bureau (HAB); Training grants; Mental and Child Health Bureau (MCHB).
Program Lead and senior GMS contact for the Scholarships for Disadvantaged Students (SDS) program; AHEC/AHEC SET program; Primary Care Training Enhancement (PCTE); PCTE-Physician Assistant Rural Training (PCTE-PAR); Geriatrics Academic Career Award program (GACA).

Meet with the Program Officers (BHW), and Division of Independent Review Committee to present complex information on fiscal and administrative matters and discuss program goals and objectives.
Prepare, process, and track pre and post award issues for inquiries on grant and program issues on allowable/disallowable costs, schedules, and oversight responsibilities.
Review, analyze and monitor various financial reports. (PMS/FFR/reconciliation sheets)
Conduct program evaluations, monitor and assess grantees performance, and establish performance measures.
Provide guidance and interpretation to the DGMO, BHW, BPHC, HAB, and the MCHB staff on budget, fiscal and policy procedures necessary for management and financial decisions.
Consult with the Division of Financial Integrity (DFI) to initiate and/or recommend that an audit be performed.
Receive and review incoming prior approval request; determine type of request; and distribute request to appropriate Program staff.
Review and analyze the Payment Management Services financial data to determine grantee/recipient fiscal responsibility, drawdowns and reconciliation.
Perform quality control (supervisor) duties by signing non-monetary NoA actions and determine drawdown restrictions due to fiscal non-compliance.
Conduct post-award reviews and analyses to identify business, financial, and administrative issues.
Liaison with external customers, recipients, and the program officers to clarify, interpret, and resolve grants management and program issues.
Use a web-based computer system (EHB) to process, review and administer awards; a wide variety of record keeping, correspondence, and tracking operations throughout the grant lifecycle.
Respond to grantee inquiries regarding all prior approval categories including change of scope; successor of interest; re-budgeting; request for unobligated balances, and Federal Financial Reports.
Perform final review of completed awards; make appropriate adjustments or disallowances; and process re-obligated and de-obligated close-outs.
Train and assist Grants Management Specialists on implementing and managing Federal grants and cooperative agreements.
Review and assist in the development of the Notice of Funding Opportunity Announcements.
Assist in writing draft letters/memos and funding memos based on grant programs and subject matters for final preparation for GMO final signature, and assist and provide substantial information for reference tools for grants related programs.
Conduct a budget and cost analysis to ensure accurate funding amounts are assigned to applicants/recipients.
